Basic information about the projects

The aim of the project “Improving energy efficiency in residential buildings in the Republic of Belarus” No. 00077154, planned for 4 years, is to reduce energy consumption during the construction and operation of residential buildings and a corresponding reduction in greenhouse gas emissions. The focus of the project will be devoted to develop and ensure effective implementation of new methods of designing of residential buildings and construction standards with related energy certification schemes to improve energy efficiency in multi-family residential buildings.

In particular, the project will help achieve the following objectives:

   Provide support to strengthen the legal and regulatory framework, as well as mechanisms to enforce the legislation for improving the energy efficiency in the building sector;

   Facilitate the development of enhanced capacity of the Belarusian specialists to implement and effectively enforce the new energy efficiency building standards and construction norms;

   Implement pilot projects to demonstrate the energy and cost-saving potential of new energy efficiency measures on the example of three residential buildings in two Belarusian cities;

   Ensure awareness of industry experts and the general public on energy efficiency in the residential sector;

   Establish monitoring mechanisms and replication to ensure the reproduction of the results of the project in Belarus and abroad.

Objectives of the assignment

The objective of the assignment is a timely and effective provision of procurement services as well as related informational support and advice to the Project Implementation Unit (PIU) and, as needed, to national experts, energy efficient building developers and other stakeholders in order to ensure efficient running of the PIU and cost-effective implementation of activities stipulated in annual detailed working plans of the project.

Organizational context
Within the given project, the Specialist shall work under overall guidance of the UNDP Programme Analyst and direct supervision of the Project Manager. He/she shall work in close collaboration with project personnel according to the project structure as well as with the UNDP CO Procurement Associate, the National Implementing Agency and other national partners.

Responsibilities and key functions
The Procurement Specialist is responsible for:
  • all procurement matters under the project including relevant tender-related procedural, contractual, organizational and logistical issues with necessary administrative support;
  • necessary assistance to the Project Manager and the Project Financial and Administrative Assistant in the implementation of day-to-day project activities related to acquisition of goods, services and/or works.

The Procurement Specialist is to perform the following functions:

1.   Ensures administration and implementation of operational and sourcing strategies, and adapts processes and procedures focusing on achievement of the following results:

  • full compliance with UNDP rules, regulations and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations;
  • implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • well maintained and regularly updated information about suppliers.

2.   Provides, under the guidance and direct supervision of the Project Manager and with a view of successful implementation of project activities and achievement of planned project results, execution of procurement services as follows:

  • prepare procurement plans for the project and monitor their implementation;
  • assist the Project Manager and project experts in formulation of key requirements, development of ToRs and/or detailed specifications of products, equipment, services and works to be acquired under related project components;
  • organize procurement processes, i.e., prepare RfQs, ITBs or RfPs, collect quotations, bids or proposals, conduct their evaluation, and negotiate certain conditions of contracts in full compliance with UNDP rules and regulations for submission to the UNDP CO;
  • implement supplier selection by evaluating pre-qualification and performance of suppliers, as well as proposing on suppliers’ short-listing;
  • prepare relevant submissions to the CAP as appropriate;
  • ensure control over proper delivery of goods, services and works procured under the project;
  • execute customs formalities (as required) under the guidance of the UNDP CO Administrative Unit.

3.   Facilitates knowledge building and knowledge sharing in the PIU, UNDP CO and among UNDP projects focusing on achievement of the following results:

  • project staff trained on procurement issues and procurement procedures, as necessary;
  • lessons learnt and best practices in procurement summarized and presented to the PIU, UNDP CO, other UNDP projects and National Implementing Agency.

4.   Promotes a client-oriented approach consistent with UNDP rules and regulations and works in close collaboration with the national partners, donors and project staff for resolving complex finance-related issues and information delivery.

5.   Reports to the Project Manager and works in close cooperation with the Project Financial and Administrative Assistant and national and international consultants.

Perform any other procurement duties as requested by the Project Manager and the Project Financial and Administrative Assistant.

Habilidades y experiencia requeridas

  • University degree related to economics, marketing, trading, commerce, administration or management of contracting and tendering. Advanced degree (e.g., Master level, PhD) in the said fields would be considered an asset;
  • At least three-year experience in providing entire procurement services, which should include acquisition of goods, services and works. The experience in such services provided for international businesses would be considered an asset;
  • Working knowledge of UNDP and/or EU relevant rules, procedures and regulations would be considered an asset;
  • Computer literacy (MS Office, Adobe products, Internet) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based mailing and management systems is the must. Knowledge of Atlas is desirable and would be considered an asset;
  • Fluency in written and spoken English and Russian is mandatory, including the ability to draft, edit and finalize documents in English and in Russian.
