Antecedentes

On 15 April 2012 DSS promulgated a new Fire Safety plan which is mandatory for all UN duty stations and places the responsibility of such provisions on the respective Head of Agency at the duty station. Since there is no professional capacity within UN in Bangladesh to conduct what is required; short term procurement would be done for a qualified person to conduct all necessary fire planning.

Fire is a serious threat to the personnel and property of any Organization, including the United Nations. Fire causes numerous injuries, deaths, and loss of assets in several organizations each year. Fire is a potential hazard in all United Nations premises because an outbreak of fire would jeopardize life, property and the delivery of programmes and projects. In this connection, UNDP Bangladesh office is looking for a consultant who can develop Fire safety Plan for the UN Locations in Bangladesh

Deberes y responsabilidades

Main Objectives, Responsibilities and Description of the Proposed Analytical Work:
  • To develop Fire safety Plan for UN installations country wide as directed by the Security Adviser (SA) and in conjunction with the newly promulgated UN Fire Safety Guidelines, and in accordance with Host Nation Fire Safety Policy;
  • To train appointed agency focal points in TOT methodology on how to prepare fire plans and how to conduct manage fire incidents and fire drills;
  • To prepare a report after each Fire Safety Inspection conducted with Agency Focal Points for their respective Agency with recommendations and costs for implementation as per the United Nations Fire Safety Guidelines. Also, to prepare final report upon completion of the contract;
  • To assist Agency Focal Points for facility inspections in order to develop Fire Safety Plan as per United Nations Fire Safety Guidelines.

Scope of Work, Responsibilities and Description of the Proposed Analytical Work:

  • Developing Fire safety Plan for UN installations country wide as directed by the Security Adviser (SA) and in conjunction with the newly promulgated UN Fire Safety Guidelines, and in accordance with Host Nation Fire Safety Policy;
  • The Consultant will train appointed agency focal points in TOT methodology on how to prepare fire plans and how to conduct regular fire drills;
  • The Consultant will, after adequate training, conduct with the assistance of Agency Focal Points, inspections leading up to a the creation of a Fire Safety Plan in accordance with United Nations Fire Safety Guidelines;
  • The Consultant will also train the Agency Focal Points how to perform routine inspections and maintenance of firefighting equipment, fire detection/alarm systems and necessary upgrading of such materials on a regular basis
  • The Consultant will prepare a report after each Fire Safety Inspection conducted with Agency Focal Points for their respective Agency with recommendations and costs for implementation as per the United Nations Fire Safety Guidelines;
  • The Consultant will provide a Final Report upon completion of the contract;
  • The Consultant will be required to travel to 8 UN ASC locations and districts with major UN presence to assist Agency Focal Points for facility inspections in order to develop Fire Safety Plan as per United Nations Fire Safety Guidelines.

Period of the assignment/service:

This assignment is for a period of 32 working days (over the period of July 2014 to August 2014).

Inputs:

What is the Client (UNDSS) is going to provide in the way of facilities, professional support and physical facilities?

  • Office space with printer, fax, scanner, landline telephone, photocopy machine for the duration of the assignment;
  • Administrative support as and when required;
  • Official transport as required for official duties.
Supervision and performance evaluation:

The Consultant will work under the supervision of the UN DSS Security Advisor.

Reports:

  • Will prepare a report after each Fire Safety Inspection conducted with Agency Focal Points for their respective Agency with recommendations and costs for implementation as per the United Nations Fire Safety Guidelines;
  • Will provide a Final Report upon completion of the contract.

Documents to be included when submitting the proposal

Interested individual consultants must submit the following documents/information to demonstrate their qualification:

Technical proposal

While submitting the Technical Proposal, the applicant shall, in particular, ensure to submit/attach the following documents through ONLINE application procedures:

  • Cover letter explaining why s/he is the most suitable candidate for the work;
  • Detailed methodology and conceptual framework with expected deliverables and timelines, man days required etc (max 4-5 page);
  • Recent CV – Relevant Experience (max 5- 6 page).

Financial proposal

Lump Sum Contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Evaluation of the candidate:

Proposal of Individual consultants will be evaluated based on the following methodologies:

Technical Evaluation: (Total obtainable score – 70)

All proposals that passed through the preliminary evaluation will be scored out of 70 based on the criteria mentioned in the table below. To qualify in the technical evaluation a proposal must obtain minimum 70% of the total obtainable technical score or at least 49 points. Any proposal obtaining a score less than the minimum required score (49) will be technically disqualified. Proposals achieving 70% or more points in the technical evaluation will be considered for financial evaluation.

  • Proven and documented Fire Safety Engineer (Army, Police or civil service fire brigade) plus academic background in a related discipline (5 marks);
  • Minimum of 5 years of progressively professional experience in fire safety related field (10 marks);
  • Experience in developing Fire safety Plan (25 marks);
  • Specific experience in conducting routine inspections and maintenance of firefighting equipment (20 marks);
  • Working experience with the UN or international organizations (10 marks).

Applicants may also be invited for a face to face or telephone interview as part of the technical evaluation process. The interview shall not bear any additional score but shall be used to validate the scores given above by assessing the knowledge on the subject matter.

Financial Evaluation: (Total obtainable score – 30)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:
p = y (μ/z)
Where:
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

Final Selection:

The final selection will be completed through the cumulative calculation of obtained points from Technical and Financial Evaluation. The highest cumulative scorer will be awarded the contract

Academic Qualifications:
  • Proven and documented Fire Safety Training (Army, Police or civil service fire brigade) plus Bachelor’s Degree or equivalence in a relevant discipline.
Experience:
  • Minimum of 5 years of progressively professional experience in fire safety related field;
  • Well documented skills in training and presentation, especially to adults;
  • Excellent report writing skills;
  • Previous experience working with the UN, NGO or International organization will be an advantage.

Language:

    • Excellent writing skills, editing, and oral communication skills in English; and in Bangla.
