Antecedentes

Over the past years, UN Women has provided support to national and local stakeholders in strengthening democratic governance and advancing women’s rights through initiatives aimed at designing gender responsive policy and budgetary frameworks. Since 2010 UN Women is promoting Gender Responsive Policies in South East Europe, a regional programme, thanks to the financial support of the Austrian Development Agency and Swiss Development Cooperation. The overall purpose is to contribute to implementation of gender equality commitments as enshrined in various international human rights documents including the Universal Declaration of Human Rights, CEDAW, and EU Charter of Fundamental Rights, EU Equality Directive, national laws and strategies that encourage gender equality. Through this regional programme UN Women contributes to the implementation of international and national gender equality commitments by means of integration of GRB into national and local planning and budgeting systems. Strengthening further the capacities of central and local governments to fully integrate GRB in the planning and budgeting systems, as well as non-governmental actors to hold governments accountable to gender equality commitments using GRB as a tool is in the core of interventions in Albania.
To support Albania’s international commitments to the implementation of international human rights standards and gender equality commitments the Government of Albania (GoA) and the United Nations (UN) signed in 2011 the Programme of Cooperation (PoC) 2012-2016. The PoC envisages interventions focused entirely or considerably on gender equality issues and human rights and joint annual work plans are developed in partnership with state institutions.

Gender Responsive Budgeting (GRB) has been identified as important tool for advancing gender equality in accordance with existing national policy documents on social inclusion and gender equality. So far, technical assistance to government at national and local level; to non-governmental organizations, human rights experts and academia is offered developing and using GRB as a tool for carrying out different analyses of sectoral policies and budgets from gender perspective and advocate for policy change.

The long-term result of these initiatives is the incorporation of gender equality principles, perspectives and priorities not only in policy making, but also in budgeting at national and local level, leading to greater accountability and transparency of public finances. As a result, a Council of Minister’s Decision no. 465, on mainstream gender in the medium-term budget programme was approved in 18 July 2012. Upon this decision, a Gender Responsive Budgeting (GRB) in Medium-term Budgeting Programme (MTBP) Guideline for line ministries to include gender related objectives in the line ministries’ programmes and budgets in Albania was developed latter in 2012. 

In the frame of the of the Regional Programme “Promoting Gender Responsive Polices in SEE Phase II”, a three day training for policy and budget specialist from line Ministries involved in implementing GRB into their respective ministries policies/programmes and budgets will be supported with the goal of: increasing capacities on how to assess public policies/budgets from a gender perspective; how to integrate gender into policies, planning, programming and budgeting and to make them gender responsive. 

To this effect, UN Women in partnership with the Ministry of Social Welfare and Youth (MoSWY) and the Ministry of Finance (MoF) of the Republic of Albania is seeking to recruit an International Consultant to prepare and deliver a three-day training for public servants in Albania on national gender responsive planning and budgeting.

Deberes y responsabilidades

The overall objective of the international consultant is to prepare and deliver a three-days training on gender responsive planning and budgeting for public servants in Albania.

Working under the supervision of the GRB Regional Project Manager and the UN Women Albania Policy Specialist on GRB and Statistics, the International Consultant will be responsible to prepare and deliver a three-day training on GRB for 25 public servants from line ministries. It is expected from participants attending the training to work on their sector respective budgetary programme as to make it more concrete and ease application of GRB in their respective ministries. Also, representatives of the Ministry of Finance will contribute by introducing the medium-term budgetary programme to participants.

The international expert will be assisted by a national GRB expert who will serve as a resource person to bring more local context during the trainings. The training will be conducted in English with simultaneous translation inAlbanian.The training should be interactive and offer:
  • Theoretical background and knowledge for national policy and budget analysis from gender perspective;
  • Practical tools and skills on how to carry out gender policy analyses in sectors such as social inclusion, social protection, education and vocational training, employment, health, agriculture, education, defence, justice, economy and trade;
  • Give specific advice and support sector specialists on how to apply GRB in their specific sector policy and budgetary programme;
  • Inclusion of gender equality objectives, products, targets and indicators in Medium-term Budgetary Programme, at least six selected programmes from target sectors;
  • Knowledge on gender indicators and sex-disaggregated data in different sectors as mentioned above.
Expected deliverables:

The international Consultant expert will be tasked with the following:
  • In cooperation with UN-Women and the National Consultant prepare and submit the consultancy Work-plan with tasks, roles and responsibilities and timeline;
  • In cooperation with National Consultant, prepare and submit a detailed draft , methodology and training materials in English and Albanian for a three-day training for Albanian public servants on gender responsive planning and budgeting”;
  • Revise and finalise agenda and training materials as per comments from UN Women, MoSWY and MoF.
  • Based on the above, prepare all required presentations and materials for three-day training with the Albanian public servants;
  • Conduct the training using current adult learning methodologies, thereby ensuring active learning and active engagement of the participants;
  • Ensure that the training results in the following outputs: a) Improved participants' knowledge on how GRB tools can
  • be used for mainstreaming gender in policies and budgets cycle, including monitoring systems specifically in the field of employment and agriculture; b) Strengthened capacity of participants with particular emphasis on how to use GRB tools when they work with government policies and strategies; c) Improved knowledge and skills of participants on gender equality indicators as policy and budget monitoring tools; d) Proposals from participants of possible follow up projects and activities in this area;
  • Undertake pre and post evaluation of the training summarized in an evaluation report which should clearly indicate whether and what capacity change was achieved as a result of the training;
  • Write and submit final report in English highlighting training process, achieved results and final recommendations on how to follow up initiated work in long-term to strengthen the integration of GRB in the budgetary programme.

Habilidades y experiencia requeridas

Academic Qualifications:
  • Advanced degree in economics, international law, development studies, and/or gender studies and/or international relations, or similar.
Work experience:
  • At least five years of professional experience in women’s rights, gender equality, gender responsive budgeting (GRB) and supporting women’s participation in planning and budget decision-making processes or economic policy development (working experience in Eastern Europe will be an asset);
  • Experience of implementing GRB initiative/s on national levels, (reference to relevant papers, training materials developed has to be provided);
  • Demonstrated experience of planning and conducting international trainings and workshops in gender responsive budgeting for multiple governmental and civil society stakeholders (list of trainings, consultations facilitated);
  • Demonstrated experience of cooperating with different government, civil society and other external agencies for supporting GRB implementation on country or regional levels (working experience in Eastern Europe or will be an asset);
  • Experience on report writing;
  • Experiences with Adult learning cycle and participatory methods in trainings;
  • Extensive experience in designing and delivering training with different audiences, including evaluation of capacity change achieved.
Language requirements:
  • Fluency in English (spoken and written).
Evaluation of applications:

UN Women applies a fair and transparent selection process. Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications/skills and their financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below combined technical and financial criteria.
The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

The financial proposal shall specify a total lump sum amount in US dollars (USD) (tentatively 12 working days), and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract).In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including one mission to Tirana, Albania per diems, and number of working days). Given the nature of the work payments will be based upon a) delivery of the services specified in the TORs, and c) certification of performance.
