Antecedentes

The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. UNDP’s work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs). As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives, some in partnership with UN Women that support both government and civil society work on gender issues.

The Gender Team is at the forefront of UNDP's commitment to gender equality and women's empowerment. The Gender Team is part of the Bureau for Development Policy (BPPS) which provides policy advice and technical support to all of UNDP’s operations. The Gender Team works to implement gender equality as a core objective of UNDP through a two-pronged approach (i) mainstreaming gender in all core practices; and, (ii) dedicated interventions that empower women and promote gender equality. The Gender Team is also responsible for all corporate planning, for supporting corporate programming and reporting on gender and for supporting the Regional and Global Gender Steering and Implementation Committees. Finally, the Gender Team is responsible for support the Administrator and senior management in addressing gender equality and women’s empowerment in their convening and representational functions.

In order to advance UNDP’s mandate on gender equality and women’s empowerment, UNDP has a Corporate Gender Equality Strategy (GES) 2014-2017 which outlines in detail how UNDP will work towards gender equality in each of the goals and key results set out in the UNDP Strategic Plan 2014-2017. The Gender Equality Strategy 2014-2017 has just been finalized and a range of practical guidance tools are required to assist in rolling out the actions outlined in the GES.

Violence against women is one of the most pervasive and harmful manifestations of discrimination against women as well as a widespread human rights abuse. UNDP’s Strategic Plan (2014-2017) prioritizes developing and implementing measures across sectors to prevent and respond to GBV. The UNDP Gender Equality Strategy (2014-2017) identifies strategic entry points for the realization of this output. UNDP will therefore support national partners’ efforts to develop and implement the required legal and policy frameworks to combat GBV as well as support them to develop multi sectoral responses and services.

As a result, UNDP has launched a new Project that aims to accelerate efforts to prevent and to respond to sexual and gender based violence and to contribute to achieving MDGs. Two national pilots will be developed and supported; in Bangladesh and Kenya. This will benefit not only the individual countries, but will also provide the basis for subsequent knowledge sharing of the lessons learned from the pilots and other relevant experiences and be the basis for scaling up in other countries by the UNDP Gender Team. 

Deberes y responsabilidades

Objective:

The consultant will be responsible for the implementation of the project “Accelerating Efforts to Prevent and Respond to Sexual and Gender Based Violence”. The consultant will ensure achievement of the following project deliverables:

Deliverables:

Deliverable 1: Develop a transparent monitoring and tracking system for the pilots in Kenya and Bangladesh

This will include:

  • Compile quarterly monitoring reports;
  • Liaise with implementing partners to ensure timely receipt of quarterly progress reports;
  • Review narrative reports submitted by implementing partners for completeness against the work plans;
  • Liaise with implementing partners to address information gaps and provide further information where required;
  • Using the progress reports as inputs, draft a quarterly progress report for submission to the donor;
  • Prepare briefs and reports for the donor;
  • Liaise with implementing partners, manage review process and incorporate input from partners.
  • Compile 2014 and 2015 annual reviews of progress:
  • Compile and review inputs from the partners;
  • Draft Annual reports;
  • Manage review process and incorporate inputs from the partners.
Deliverable 2: Provide technical support for the both pilots

This will include:
  • Provide technical support to pilots;
  • Ensure that the pilots projects are fully operational;
  • Take a stock of UNDP’s experiences/good practices on lessons learned on tackling GBV;
  • Develop a guidance on implementation of quality standards for the essential police and justice services for the victims/survivors of GBV in 2 pilots.

Deliverable 3: Two well-organized project board meetings of the “Accelerating Efforts to Prevent and Respond to Sexual and Gender Based Violence“ programme in January 2015 and January 2016 in New York

This will include:
  • Prepare and manage invitations and participation;
  • Manage logistics, including venue, catering, etc.;
  • Assist in developing the agenda, background documentation, and presentations;
  • Prepare progress reports;
  • Prepare meeting reports and follow-up.

Deliverable 4: Prepare a workshop on the lessons learned and strengthening GBV frameworks and national capacities to deliver essential quality policy and justice sector services

This will include:
  • Prepare and manage invitations and participation;
  • Manage logistics including venue, catering, etc;
  • Assist in developing the agenda, background materials and presentations;
  • Prepare meeting report and follow-up;
  • Develop lessons learned and recommendations for scaling up the project on ‘strengthening GBV frameworks and national capacities to deliver essential quality policy and justice sector services’.
Reporting:

The consultant shall report to the Director of the Gender Team.

Timeframe:

The consultancy is scheduled to for 18 months full time, starting in July 2014.

Travel:

It is expected that the consultant will undertake duty travel outside the United States to provide support to the pilots. This will include at least one visit to each of the pilots but also to attend any relevant workshops or seminars. UNDP Gender Team will arrange and pay for those official travel in accordance with UNDP travel policy.

  • Ability to prepare succinct, analytical publications and reports.

Habilidades y experiencia requeridas

Academic Qualifications:
  • Master’s degree in Political Science, Law, Gender Equality, or a related field.
Years of experience:
  • At least of three years of experience in an international development project context working on issues of gender equality and related themes including gender based violence, and democratic governance with a track record of managing or monitoring projects;
  • Prior experience conducting research and analysis in the area of gender based violence;
  • Prior experience coordinating programmatic work with multiple implementing partners, including program oversight and monitoring financial and substantive reporting.
Language skills:
  • Fluency in spoken and written English.
Evaluation:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70
* Financial Criteria weight: 30

Technical evaluation (maximum 70 points):

  • Criteria A: Project management experience in a multi-partner, multi-cultural context (max 20 points);
  • Criteria B: Gender equality policy and programme experience (max 15 points);
  • Criteria C: SGBV policy and programme experience (max 15 points);
  • Criteria D: UNDP experience, including preparations of workplans and budgets (max 20 points).

Only candidates obtaining a minimum of 49 (70%) points on technical part would be considered for the Financial Evaluation

 Financial evaluation: (30%)

The following formula will be used to evaluate financial proposal: p = y (μ/z),

Where:

p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
μ = price of the lowest priced proposal
z = price of the proposal being evaluated
