On 08 November 2013, when category 5 Typhoon Haiyan, locally known as Yolanda, made landfall in the eastern Visayas, it caused extensive damage to life, housing, livelihoods and infrastructure across nine of the Philippine’s poorest provinces. It is the most powerful storm ever recorded. Rain fell at rates of up to 30 mm per hour, winds reached upwards of 315 km/h and massive storm surges up to 5-6 meters high hit coastal areas. The islands of Leyte and Samar were hardest hit: 90 percent of the infrastructure of Leyte’s largest urban center, Tacloban City, was destroyed.

Typhoon Haiyan flattened villages, towns and cities. Over one million houses, government administrative and social service facilities have been totally or partially destroyed, creating massive amounts of debris, with nearly one million tons in Tacloban alone. Removing the debris, extraction and management of recyclables, management of municipal solid waste and hazardous waste in a sustainable manner is a necessary condition to start or facilitate immediate, medium- and long term recovery and development.

Deberes y responsabilidades

Under the direct supervision of the Waste Management Team, the two National Landfill Design Engineers will carry out the tasks and provide outputs and deliverables which include, but are not limited to the following:

  • Advise and support the UNDP WMC team on all matters related to design, tender, construction, and construction supervision;
  • Oversee and manage contractors appointed to construction works;
  • Monitor performance of the Construction Contractors (CC) against TOR, BOQ and conditions of contract. Assist with preparation of contract variations, if necessary;
  • Monitor performance of CC against agreed work plans / schedules, cash-flow forecasts, Quality Assurance (QA) plans, safety management plans, environmental control plans etc.;
  • Produce concepts, calculations, draft detailed engineering designs (DED) including design drawings, as well as bid documents including Terms of Reference and Bills of Quantities for Basey and Guiuan landfills;
  • Produce a landfill Operation & Maintenance Manuals (O&M);
  • Carry out LGU staff training  on operation of landfills;
  • Review draft concepts and detailed technical planning submissions;
  • Review Terms of Reference (ToR), Bills of Quantities (BOQs), technical specifications and tender documents;
  • Review and clearance of Construction Contractor invoices including other miscellaneous invoices for UNDP internal expenditure, verify and certify quantities by on-site measurements;
  • Participate in tendering; including technical and financial bid evaluation process, review recommendations for contract award;
  • Review and approval of consultant supervision and construction team submissions;
  • Report on the construction and construction supervision teams quality and progress:
  • Progress update for each site;
  • Conduct regular site inspections for all active construction sites;
  • Participate in Site Meetings including preparation of meeting minutes);
  • QA testing and general implementation of QA plans;
  • Prepare monthly site reports;
  • Liaise with the local government, City Engineer/City ENRO/EMB, consultants, contractors and community during all phases of the projects;
  • Support UNDP and LGU during the defects notification phase.

Habilidades y experiencia requeridas

Education:

  • Bachelor degree and/or Master’s degree in civil engineering, or equivalent.

Experience:

  • At least five years of experience in design and construction supervision of large civil engineering works, including large earthworks, construction of bunds, small earth dams, landfills;
  • Experience in calculation of landfill capacities, leachate treatment plants (constructed wetland), producing design drawings (CAD);
  • Ability to write professional reports, make presentations, provide trainings, prepare tender documents etc.;
  • Experience in the usage of computers and CAD and office software packages (MS Word, Excel, etc.) a must;
  • Good communication (oral and written) and intercultural skills; and
  • Working experience in international teams is considered an asset.

Language:

  • Fluent in English language, spoken and written;
  • Knowledge of Tagalog would be an asset.
