Antecedentes

The complexity of UN work in Chad has recently compounded with the unanticipated departure of the UN Mission from the country in December 2010. In that context, the UN and UNDP in particular have been assuming new responsibilities in the response to Chad’s daunting challenges stemming from the combined effects of vulnerability, poverty, and dual requirements of capacity and state building in a post crisis and conflict setting. In that connection, a new Country Programme was approved in late 2011. The resulting Action Plan or CPAP was validated and signed in May 2012. The CPAP articulates four pillars which are: Economic Governance and Employment Creation; Energy, Environment, Sustainable development and Human Capital; Democratic Governance; Crisis Prevention and Recovery, and Transition from to Development.

The previous Country Programme 2006-2011 was implemented in a very delicate and unstable context marked by protracted wars, inter-ethnic and community-based conflicts, as well as recurrent and alternating cycles of droughts, floods and food crisis, etc. The need for adequate tracking of external shocks and their direct bearing on poverty reduction and transformation if at all was strongly felt. However, the capacity to monitor and assess progress against set objectives and goals, in addition to tracking progress achieved in managing development has weakened. Today, with the repositioning of Chad in the region and at international level and the relative stability within the country, a number of bilateral and multilateral donors are reengaging and supporting various recovery, peace building and development programmes. This creates a new dynamic within which reporting, communication, advocacy, management oversight and monitoring and evaluations efforts and means become critical.

Against the background described above, UNDP Chad established a new organizational structure to align with an MCT mission recommendations and will covered PMSU, Monitoring and Evaluation, reporting and communication activities.

Hence, the position of The Head of the QAU has been set up in the Country Office in recognition of the scale and complexity of UNDP Programme in Chad and the requirements of visibility, building UNDP - Partners relations, and in the end mobilize resource and build a sound resource base for an innovative Programme.

Under supervision and the guidance of the Country Director, the Head QAU acts as quality assurance advisor to Senior Management on all aspects of CO programme. The Head QAU provides advice to the Country Director and supports the programme units on strategic planning, Monitoring and Evaluation, audit, implementation of the Internal Control Framework and Result Based Management policies, resource mobilization and donor reporting, and financial management of the UNDP Chad programming portfolio.

The Head of QAU works closely with the Operations and Projects teams, acting as a bridge and enhancing information sharing between Programme and Operations Units and providing programmatic support to Operations functions.

Deberes y responsabilidades

Summary of key assignments:

  • Programme-based technical Reporting;
  • Sharing reports with donors and project partners on time on behalf of the CO and as direct by the RR, CD and his or her direct supervisor;
  • Planning and establishing an order of priorities for reports and related documents for projects to be discussed in various high level meetings, management committees, senior management consultations.

As a member of the CO management team, provides policy advice, coordinates, and ensures the strategic planning for the UNDP programme focusing on achievement of the following results:

  • Support alignment of CPAP to the CPD and the operationalization of the CPAP 2012-2015 and the UNDAF (in collaboration with UN “Strategic, Monitoring & Evaluation (M&E)” Specialist);
  • Coordinate with other units in the Country Office the , IRRF, IWP and the ROAR and other corporate planning and results reporting exercises;
  • Support the CD in business processes mapping and establishment of internal Standard Operating Procedures in Results Management and control of the workflows in the Programme Units;
  • Support and coordinates knowledge building/sharing and management in the Country Office including introduction of new functionalities, tools and policies.

Provides effective quality assurance of full cycle of programming from formulation to implementation achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Ensure effective monitoring and evaluation with the aim of measuring the impact of the CO programme;
  • Ensure effective implementation of the Internal Control Framework in collaboration with the Operations Unit and projects Teams;
  • Establish a quality and accountable reporting system;
  • Coordinate the audit exercise among programme, project and operations staff and ensure compliance with audit quality standards and timeframes including CARDS update.

Establishes and maintains strategic partnerships, supports resource mobilization and communication focusing on achievement of the following results:

  • Ensure effective and efficient clearance and implementation of the cost-sharing trust fund agreements;
  • Coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Alignment of areas of cooperation based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation
  • Identification of opportunities for cost-sharing and trust funds;
  • Ensure the implementation of the UNDP communication strategy;
  • Ensure timely and quality donor reporting;
  • Participation in inter agency and donor meetings and represent UNDP in various forums as required.

Ensure sound planning and monitoring of programme financial resources focused on the following results:

  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations; ensure DIM authorization are secured and filed;
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resource management system;
  • Regular monitoring of the CO delivery, resource mobilization, TRAC Allocation, revenue management and cost recovery;
  • Periodic monitoring of dashboards and exceptions, identification of remedial actions;
  • Participation in project’s audit, control and follow up;
  • Head of the MSU performs the function of Manager Level 2 in Atlas development projects transactions approval in line with the Internal Control Framework.

Management of the Management Support Unit focused on the following results:

  • Supervise a Program associate (PMSU), a Communication Analyst, a Finance specialist (IUNV)- Resource Analyst for providing senior management with programme resource analysis for effective planning of resources;
  • Build the capacity of the national staff in the QAU.

Habilidades y experiencia requeridas

Education:

  • A Master’s Degree or the equivalent in Business Administration, Project Management, Social Sciences, International Relations, or in similar fields Engineering/Social Studies or related fields

Experience:

  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Proven experience in monitoring and writing project activity reports and in setting up networks of relations between national and international partners;
  • Experience with ROAR, IWP, IRRF mechanism is an asset;
  • Experience in post-conflict environment is essential;
  • Past experience of Reporting, monitoring and evaluation and managing and documenting information;
  • The ability to think creatively, work in a team, and perform under challenging circumstances is crucial
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Proficiency in French and English.
