UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

With support from the Department for International Development, UK (DFID), UN Women in collaboration with the Ministry of Gender, Labour and Social Development (MGLSD), has been coordinating the implementation of a four-year Joint Programme on Gender Equality and Women’s Empowerment (UNJPGE) since 2011. The planned outcomes of the UNJPGE are five (5) and these include:

  • strengthened government capacity in gender responsive policy-making, planning, budgeting and programme management;
  • Improved access to essential services by survivors of sexual gender based violence;
  • Increased girl’s retention and completion rates at primary school level;
  • Enhanced civil society capacity to advocate and demand government accountability for gender responsive laws and policies; 
  • Enhanced effectiveness in the delivery of gender responsive governance amongst UN agencies.

These outcomes have been pursued in line with the priorities set in the Uganda Gender Policy (2007), the National Vision 2040, the Social Sector Investment Plan for Uganda (2011-2015) and the United Nations System-wide Action Plan on Gender Equality. Therefore a series of efforts have been geared towards strengthening the capacity MGLSD to provide synergetic leadership across sectors in government on designing and implementing gender responsive policies, plans budgets and programmes. Nonetheless, capacity building efforts implemented so far at MGLSD are yet to be explicitly aligned to the goal of the UNJPGE, which is: gender equality in access to services and opportunities. This is why MGLSD has partnered with UN Women, to seek technical support towards strengthening the leadership and coordination capacity of MGLSD in regards to gender mainstreaming across its departments and selected government sectors.

The overall objective of the assignment is:

To provide technical support towards strengthening the leadership and coordination capacity of MGLSD in regards to gender mainstreaming across its departments and government sectors.

Specific objectives:

  • Develop and pilot a capacity development plan for skills development amongst staff within MGLSD and ultimately improve the quality of technical assistance given to sectors and local governments in regards to gender mainstreaming;
  • Design and test the feasibility a national gender coordination mechanism that can better the leadership capacity of MGLSD while fostering synergy across government sectors and agencies;
  • Develop gender mainstreaming guidelines that provide a simplified how-to method for each sector on mainstreaming gender in policy, planning, budgeting, performance monitoring and accountability in line with the standard operating procedures of the government of Uganda;
  • Develop policy briefs and technical papers as a decision-support tools for use by MGLSD during on-going government processes of planning, budgeting and sector performance reviews;
  • Provide required regular technical support to the UNJPGE secretariat at UN Women by making substantive inputs into performance reviews, technical and financial reports;
  • Align capacity development efforts at MGLSD to the UNJPGE goal of ensuring gender equality in access to services and opportunities.

Methodology and Technical Approach:

The consultant will develop appropriate techniques for reviewing relevant documents and collection of data for each of the above objectives. This will be done in consultation with the MGLSD task team, the sub-sector working group on gender and rights, as well as the UNJPGE secretariat at UN Women. The consultant will also be responsible for appropriate methods on consulting government agencies, key development partners, CSOs and local governments as prescribed by MGLSD. Given the nature of the assignment, the consultant may be required to distribute his or her weekly working hours into three (3) days at MGLSD and two (2) days at UN Women team. The assignment will involve a set of planned meetings where the consultant will facilitate consensus-building and report to the UNJPGE coordination team on what the key achievements and challenges are, in regards strengthening the leadership and coordination capacity of MGLSD in regards to gender mainstreaming across its departments and government sectors.

Deliverables:

    • Capacity development plan for MGLSD;
    • National Gender Coordination Mechanism;
    • Gender Mainstreaming Guidelines;
    • Policy and technical briefs;
    • Quarterly reports on MGLSD/UNJPGE performance.

      Habilidades y experiencia requeridas

      The selected candidate should have:

      Education:

      • Advanced university degree in gender studies, public administration, development economics or any other related social science discipline;
      • Professional training in policy and planning is a must.

      Experience:

      • At least 10 years of demonstrated knowledge and experience in gender mainstreaming for the public sector, including international and regional instruments on gender and women’s empowerment;
      • Excellent English literacy and presentation skills are essential.

      Language:

      • Knowledge of English is mandatory;
      • Knowledge of any UN language is an added advantage.

      Individual consultants will be evaluated based on the following methodology:

      Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

       Technical Criteria – Maximum 70 points

      • Criteria A:  Relevance of Education – 15 points;
      • Criteria B: Special skill (excellent communications, professionalism) Language, etc. - 5 Points;
      • Criteria C: Relevance of experience in conducting similar assignment – 20 points ;
      • Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.

      Technical proposal:

      • Brief description of why the individual considers him/herself as the most suitable for the assignment;
      • A methodology and work plan on how they will approach and complete the assignment, as well as comments on the ToRs .

       Financial proposal:
