Antecedentes

UNDP Country Programme 2013-17

UNDP Pakistan is currently implementing the UNDP Country Programme 2013-17, which sets the priorities agreed between UNDP and the Government of Pakistan in three areas: deepening democracy; building sustainable communities; and preventing crisis. Geographically, the programme interventions are focused in the provinces of Balochistan and Khyber Pakhtunkhwa and in the Federally Administered Tribal Areas. Thematically, the programme is structured along five pillars and comprises a number of initiatives/projects under each pillar:

  • Strengthening institutions critical to the federation
  • Strengthening rule of law
  • Community resilience (preventing armed violence and managing disaster risk)
  • Adapting to climate change
  • Protecting critical ecosystems 

UNDP Pakistan Monitoring & Evaluation Policy

UNDP Pakistan has formulated a Monitoring and Evaluation Policy, which outlines the policy, requirements and standard operating procedures applicable to the monitoring of UNDP Pakistan’s programme and projects (both Direct and National Implementation Modality) included in the UNDP Results and Resources Framework of the approved Common Country Programme Action Plan (CCPAP). The policy clarifies the roles and responsibilities of various parties involved in the implementation and monitoring of UNDP supported projects – i.e. the Project Manager, M&E Officer, Implementing Partner/government counterpart, UNDP Programme Unit and the Government Coordinating Authority (Economic Affairs Division). 

The project monitoring framework highlighted in the Monitoring Policy envisages five types of monitoring activities: activity monitoring; third party monitoring of selected project activities, primarily focused on field-based activities; monthly project review meetings; quarterly project monitoring; and bi-annual project board meetings.

This TOR relates to the development of a web-enabled database, Monitoring and Evaluation System (MES) that will enable result based management of the UNDP programme and projects.

Deberes y responsabilidades

UNDP Pakistan intends to engage the services of an individual consultant to develop a Monitoring and Evaluation System (MES) for planning, monitoring and reporting of projects, portfolios and the country programme.

Scope of work, responsibilities and description of the proposed analytical work

Expected Output: Monitoring & Evaluation System 

The consultant will be responsible for the development of the MES. The MES will provide database capabilities for the planning, monitoring and reporting of UNDP projects, with both online and offline access options from multiple locations across the country. The MES will also make provisions for geographical tagging of activities and their presentation using maps.

Expected Benefits

The MES will allow the users to not only store and access data about project inputs, activities, outputs, impacts and beneficiaries, but also enable the users to perform various types of analysis to inform programmatic decision making. More specifically, the MES will help UNDP in:

  • Evidence-data based thematic and programmatic prioritization;
  • Geographical focus and targeting (with maps and GPS coordinates);
  • Beneficiary mapping and targeting of poor, vulnerable groups;
  • Beneficiary feedback and participation;
  • Collaboration and partnerships with other UN entities and government counterparts;
  • Monitoring and evaluation and quality assurance;
  • Risk management; and
  • Resource allocation.

Duration of assignment, duty station and expected place of travel:

The consultant will be based at Islamabad. Duration of the assignment is 4 months starting w.e.f. the date of signing of the contract.

Deliverable
 
Specific activities to be performed by the consultant include:
 
  • Carry out detailed discussions with relevant staff to identify key system requirements and design specifications of the MES;
  • Develop the MES system prototype as well as architecture/flow charts to enable project management and portfolio management;
  • Define thematic, geographical and other key domains of classification and analysis;
  • Develop a directory of programme activities and interventions for all UNDP projects with key variables of interest;
  • Undertake a scoping of available software options for online user access, database management and hosting services (preferably open source) and assist SMU in procuring appropriate technology solutions for MES; 
  • Develop and design data entry forms for various interventions in consultation with SMU and relevant CO staff;
  • Develop and design the output tables and reports, including dashboard reports and map displays based on geographical tagging or GPS coordinates;
  • Prepare a detailed MES user manual covering all aspects of data entry, analysis and reporting, together with a list of Frequently Asked Questions;
  • Conduct training of CO staff for use of the MES.
  • Provide post-implementation technical support for a period of 12 months.
Additional Requirements
  • All documentation, reports shall be submitted in the English Language.
  • All the data/source code, documents and reports produced by the consultant firm for the said services shall be the property of the UNDP.
  • The consultant firm shall abide by the UNDP confidentially and copyrights laws and must not share or use UNDP data /source code, documents and reports for any other purpose without the explicit written approval of UNDP.
Reporting Arrangements and duty station

The consultant shall report to Programme Officer, Monitoring and Evaluation at UNDP Strategic Management Unit for completing this assignment and producing the required deliverable. All deliverable under this assignment will be approved by the Chief, Strategic Management Unit.

While the payments are based on the completion and approval of deliverable, the consultant is expected to be engaged on a full-time basis for the duration of this assignment. The consultant will be based at the UNDP Country Office in Islamabad, Pakistan.
 
The consultant is expected to use their own computer and equipment for this assignment.

Habilidades y experiencia requeridas

Education:
  • Master’s Degree in Information Technology, Software Development, Information Systems or a directly related discipline.
Experience:
  • At least 5 years of experience in independently designing and developing web-enabled databases and M&E based management information systems;
  • Experience of developing similar systems for UN, government, NGOs and/or development projects;
Languages:
  • Excellent English writing skills are essential.
