Antecedentes

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. It will provide strong and coherent leadership in support of country priorities and efforts, building effective partnerships with civil society and other relevant actors.

Uganda has made significant progress in developing legal frameworks, policies and programmes which support international and regional commitments that protect women’s human rights and advance gender equality. Despite these commendable efforts, women in Uganda still face discrimination and marginalization. This is particularly due to the slow change in attitudes about the status and positioning of women in Uganda’s society and in the culture and practices of public institutions that are responsible for the implementation of various progressive laws, policies and programmes intended to promote gender equality and women’s empowerment.

The situation of women is adversely affected by strong cultural and religious beliefs that perpetuate inequalities in terms of access, control and ownership of resources in all sectors of the economy. Violence against women remains a major obstacle to the empowerment of women. The Uganda Demographic and Health Survey (UDHS) 2011 shows that 56% of women aged 15-49 have experienced physical violence at least once since age 15 while wife battering as a form of GBV is widely accepted. The affirmative action policy has enabled major progress in women’s representation in Cabinet, Parliament and Local Councils. But this level of representation of women in the different decision making political bodies has not yet yielded significant influence over the transformation of the situation of women. Uganda draft report on implementation of UN Resolution 1325 reveals that women are not effectively included in decision making processes in the recovery phase in the context of post conflict situation in Northern Uganda.

In Uganda, UN Women addresses these challenges through its 2014 – 2017 Strategic Plan which accordingly is focused on the following Results Impact Areas: 1) Women Lead And Participate In Decision Making At All Levels; 2) Women, Especially The Poorest And Most Excluded, Are Economically Empowered And Benefit From Development; 3) Women and Girls Live A Life Free From Violence; (4) Peace And Security And Humanitarian Action Are Shaped By Women’s Leadership And Participation; (5) Governance And National Planning Fully Reflect Accountability For Gender Equality Commitments And Priorities; and (6) Global normative and policy framework for gender equality and women’s empowerment strengthened and implemented.

In order to widen and diversify its resource base UN Women Uganda CO is hiring an international consultant who will design a Resource Mobilization Strategy, Action Plan, tools, and procedures in a way that is responsive to UN Women's strategic vision and plans, focus areas and programmes.

Deberes y responsabilidades

The specific tasks of the consultant:

  • Based on UN Women, priority areas, plans and programmes identify the resources that need to be mobilized within the Strategic Plan period of 2014 – 2017;
  • Review existing and potential donors and compile relevant information on donor requirements and guidelines such as the donor priority sectors, guidance for proposal writing and reporting;
  • Undertake a mapping of key social cooperate intervention of the private sector in Uganda;
  • Provide relevant information to the UN Women team about the immediate opportunities available among donors and the private sector;
  • Prepare a clear and comprehensive account of donor and private sector organizations, priorities and potential funding resources;
  • Review compatibility of the donors and UN Women's objectives and assess the opportunities for UN Women to access donor funding;
  • Assess needs related to organizing in-house information for improved donor outreach and management of on-going relations and resources;
  • Provide recommendations for improved systems and staff capacities to enhance management of donor relations;
  • Propose forward looking suggestions for innovative financing approaches that are yet to be tested.
Deliverables

The Consultant is responsible for delivering:

  • A detailed Resource Mobilization Strategy with all information related to the specific tasks description including;
  • An annual  milestones and targets to 2017;
  • Tools for implementation of the resource mobilization strategy such as:Priority programme areas with potential for resource mobilization; Potential funding sources and key donors to be targeted along with their funding cycles/periods; Specific donor fundraising strategies and approaches.
  • Business case for funding gender equality/women’s empowerment;
  • Resource Mobilization Action Plan with clear time lines;
  • A roadmap and a process/procedure for the implementation of the strategy and action plan;
  • Resources and tools required reaching out to potential donors such as presentations templates, briefs.

Habilidades y experiencia requeridas

Education:
  • Holder of at least university degree in the social sciences, gender studies, international studies, development studies or related field.
Experience:
  • At least ten years of experience, demonstrating significant results in the field of resource mobilization for gender equality and empowerment of women;
  • Proven experience and results related to mobilizing resources from non-traditional sources;
  • Knowledge of current terrain of financing for gender equality and women’s empowerment in Uganda;
  • Significant experience in communicating results for gender equality;
  • Business model and strategy development;
  • Experience with UN system operations and management of donor relations;
  • Knowledge of UN Women Vision, Mission and Strategic goals.
Language:
  • Knowledge of English language is mandatory;
  • Knowledge of any other UN Language is an added advantage;

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

  • Technical Criteria: 70 points;
  • Financial Criteria: 30 points.
Technical Criteria – Maximum 70 points:
  • Criteria A:  Relevance of Education – 15 points;
  • Criteria B: Relevance of experience in conducting similar assignment – 30 points ;
  • Criteria C: Description of Approach/ Methodology to complete the assignment– 25 points.

The consultant will be paid on the basis of deliverables as follows:

20% on submission of the following within 7 days upon signature of the contract:

  • an approved inception report detailing methodology, sources and work plan;
  • draft outline of the resource mobilization strategy and tools

30% upon:

  • Submission of a detailed Resource Mobilization Strategy with all information related to the specific tasks agreed with UN Women Country Representative.

10% upon:

  • Submission of a draft resources and tools required reaching out to potential donors such as presentations templates and briefs.

40% upon:

  • Submission of the final resource mobilization strategy and tools, upon satisfaction of the UN Women Country Representative.

Financial proposal:
