Antecedentes

UNDP-GSSC

The United Nations Development Program Global Shared Service Centre (UNDP-GSSC) officially commenced its operations at Cyberjaya, Malaysia, in January 2012. The UNDP-GSSC serves over 160 Country Offices, Regional Bureaus and Headquarters in support of the adoption of the International Public Sector Accounting Standards (IPSAS) namely in in the areas of asset management, expense management and revenue recognition.  Operated by approximately 30 locally recruited staff (majority of whom are certified accountants), as well as 7 international staff, the UNDP-GSSC provides business process standardization, timely and effective transactions and value added customer services which reduces the burden of IPSAS in the Country Offices.

Currently the UNDP–GSSC is undergoing an expansion plan that will provide further financial transactions and back office support to the Country Offices and Headquarters.  It is embarking on an extensive recruiting process that will enable it to secure the most suitably qualified candidates that will fit with its Vision and Mission.

To support this expansion of the UNDP-GSSC, a recruitment panel composed primarily of UNDP-GSSC Operational staff has been formed. This panel will be heavily involved in the selection process and to ensure a consistent approach to interviewing, which adheres to best practice and UNDP guidelines, training in interviewing skills is required.

This is also a joint TOR with the World Health Organization Global Service Centre (WHO-GSC) and as the overarching UN interviewing methodology within these two UN bodies is Competency Based, training support in Competency Based Interviewing is being sought. Conducting interviews structured around competencies enables us to objectively evaluate the suitability of a candidate and improves the quality of our selection decisions.

WHO-GSC


The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, pension, procurement, accounts payable and support of specific corporate IT applications. The aim of this GSC is to serve as a global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.

Both UNDP-GSSC and WHO-GSC seek a training provider, suitably qualified and knowledgeable in Competency based Interviewing Techniques to lead the development of these skills and knowledge within these two UN bodies.

As a result of this training UNDP-GSSC and WHO-GSC expect:
  • More effective interviews will be held as interview questions are properly structured and clearly linked to required competencies;
  • Improved interview evidence will enhance the objectivity of panel decisions and decisions will be more informed;
  • Information gathered from interviews will be more consistently and systematically evaluated;
  • Improved general levels of staff awareness of interview techniques under the Competency Based methodology;

Deberes y responsabilidades

Objectives:

The objective of the training is for participants to be able to (in alignment with the UN guidelines, policies and procedures):
  • Identify best practices and principles in interviewing and selection;
  • Understand the competency-framework, against which candidates are assessed;
  • Apply key interviewing skills (both for the Interviewer and Interviewee), including: (a) the briefing of candidates; (b) the structuring of the interview; (c) the management of the interaction during the interview, and  (d) the use of various questioning and listening techniques (e.g. CAR, STAR);
  • Evaluate candidates and make fair, objective, and valid selection decisions based on competency methodology;
  • Summarize candidate responses, take effective notes and contribute to a comprehensive interview report.
Performance Feedback:
  • Identify standardized methods with which to assess each participant’s knowledge, skills and abilities before the training delivery;
  • Gather feedback from participants after the training delivery (via a Performance Feedback survey) to identify the effectiveness in meeting the training objectives;
  • Summarize Performance Feedback surveys for submission to UNDP-GSSC and WHO-GSC respectively included within a Summary Report of the training and possible next steps.
Duration:
  • Between the period of mid-AUGUST 2014 to end-SEPTEMBER 2014;
  • A maximum of 7 days total training time (14 half-day sessions) over a stretch of a 4-week period;
Methodological  Design:
Following the stages mentioned, the training facilitation could be modelled in the following ways:
  • Planning: meetings with key persons of the organizations to analyse and understand the UN policies and procedures in relation to recruitment interview, prepare the course outline and logistics in agreement with UNDP-GSSC and WHO-GSC;
  • Activity: facilitation of all related training activities;
  • Follow-up: Provide a summary report of the training delivered and possible next steps including Performance Feedback from participant.
Deliverables and Timeline:

Expected deliverables for each stage are as follows:

  • Planning: Proposal – including proposed work plan, training methodology, course outline, resources needed and logistics for the activities.
Activity:
  • Training materials for participants based on the approved proposal.
Facilitation of the training as indicated below:
UNDP-GSSC: 4 half-day sessions (1 workshop run) covering:
  •  3 half-day sessions for Interviewers  (For an estimate number of 15 pax);
  • 1 half-day session for Interviewees (For an estimate number of 25 pax);
  • Each session should be no longer than 3 hours; preferably from 9.30 – 12.30am;
  • All training will take place at the UNDP-GSSC in Cyberjaya.
WHO-GSC:10 half-day sessions covering:
  • 4 half-day sessions for Interviewers  (For an estimate number of 15 pax: 2 workshop runs @ 2 half-day sessions each);
  • 6  sessions for Interviewees (For an estimate number of 25 pax: 3 workshop runs @ 2 half-day sessions each);
  • Each session should be 3 hours; preferably from 9.30 – 12.30am. One of the sessions for the Interviewers to be conducted at 02.30 – 05.30pm due to shift-work;
  • All training will take place at the WHO-GSC in Cyberjaya.
Follow up:
  • Preparation and submission of a Summary Report on the training and suggestions on possible next steps.

Payment will be made in a net one-time lump sum amount at the end of the service, upon submission of the Performance Feedback and Summary Report to UNDP-GSSC and WHO-GSC.
Evaluation Method:
  • Best value for money (combination of technical and financial proposals, ie 70%-30%).

Habilidades y experiencia requeridas

Education:
  • At least a minimum, third level (Degree) in Human Resource, Business, Administration or relevant educational background.
Experience:
  • At least 5 years’ experience in training/facilitation of soft skills and personal development.
Skills & Knowledge:
  • Exposure to international MNCs/civil organisations/shared service environment;
  • Has regularly delivered similar interview typed training to other organisations or public;
  • Knowledge of UN systems and processes is highly desirable;
Language:
  • Fluency in English as training will be delivered in English Language.
