Antecedentes

UNDP in partnership with the Department of Agriculture – Philippine Crop Insurance Corporation (PCIC) is implementing the project, “Scaling Up Risk Transfer Mechanisms for Climate Vulnerable Agriculture-Based Communities in Mindanao”. The project aims to reduce poverty by strengthening the resilience of vulnerable agriculture-based rural communities in Mindanao through climate risk transfer mechanisms and productivity enhancement measures.

The project was designed to address two types of climate risk:
  • (1) increasing variability in climate; and
  • (2) climate-changed induced natural disasters. Weather index-based insurance (WIBI) which has been pilot tested by PCIC on a small scale in the last ;
  • 3 years will be expanded to at least 3,000 households. Disaster Risk Management will also be introduced, disseminated and strengthened at a community level in the same locations where WIBI will be delivered. The provision of climate change adaptation options for the above mentioned types of climate risks in a synchronized manner will increase the adaptive value of such options and reduces vulnerability of small-holder farmers.
The National Project Coordinator (NPC) shall be responsible for the overall and day-to-day management of the project on behalf of the PCIC, Implementing Partner, within the guidance and constraints laid down by the Project Board.

His/Her main responsibility is to ensure that the project produces the outcomes/deliverables specified in the project document in line with the required standard of quality and within the specified constraints of time and cost.

Deberes y responsabilidades

Under the supervision of National Project Director, the National Project Coordinator will carry out the following tasks:
  • Day-to-day management and coordination of the implementation of project activities, as per the project document and approved project annual work and financial plans;
  • Prepare/review and revise, consolidate all plans and reports ( i.e., periodic /annual project work and financial plans; physical, procurement, etc.) of implementing partners/collaborators under project components;
  • Coordinate the project work, activities and resources between and among all project components, implementing partners/collaborators, recruited staff, service providers, consultants and sub-contractors;
  • Liaise with all collaborators and other relevant government agencies to ensure the effective coordination of all project activities;
  • Oversee and ensure the timely submission of the Inception Report, Combined Project Implementation Review/Annual Project Report (PIR/APR), technical reports, quarterly financial reports, other project milestones and deliverables, and other reports as may be required;
  • Support the National Project Director (NPD) in organizing Project Board (PB) meetings;
  • Prepare regular reports and project status, and recommendations on remedial measures to address implementation issues and concerns to ensure the fulfillment of PB directives;
  • Coordinate the preparation and implementation of the overall PMU’s work plan;
  • Coordinate with PCIC Support Services Group regarding financial matters, procurement requirements and other support services;
  • Coordinate with PCIC Regional Management Group regarding project pilot activities in the concerned PCIC Regional Offices in Mindanao;
  • Coordinate with UNDP for project implementation activities, in accordance with the requirements and conditions under the project document and directives of the PCIC and PB; and
  • Disseminate project reports and respond to queries from stakeholders.

Habilidades y experiencia requeridas

Education:
  • Advanced University degree in Statistics, Economics, Environmental Sciences, Public Administration, Business Administration, Agriculture, Agricultural Engineering, Social Sciences or closely related field.
Experience:
  • At least 5 years of relevant experience in national or international organization in project management, planning and policy, financial analysis and budgeting;
  • Experience in dealing with different government and private agencies;
  • Previous working experience with a UN agency an asset.
Language:
  • Has excellent communication skills, such as: oral and written communication in English and Filipino;
  • Effective communication of relevant project information to the project team;
  • Delivery of engaging, informative, well-organized presentations and timely resolution of issues.
