Antecedentes

A joint project “Livelihood and Economic Recovery: strengthening social cohesion and community resilience” with 6 UN agencies as partners and funded by the Peace Building Fund, will be implemented in three governorates including Hajjah. The project has been developed by the Working Group for Sustainable Livelihoods and Employment Generation (SL-EG) established within the Joint UN framework to support the transition in Yemen with active participation of five (5) government Ministries and seven (7) UN Agencies, reflecting the commitment of the government and United Nations System (UNS) to address critical issues of unemployment, poverty and displacement. The project will build the resilience at the community level by enhancing social cohesion and providing long and short term employment opportunities for vulnerable men and women.  
The proposed project has been developed by the Working Group for Sustainable Livelihoods and Employment Generation (SL-EG) established within the Joint UN framework to support the transition in Yemen with active participation of five (5) government Ministries and seven (7) UN Agencies, reflecting the commitment of the government and United Nations System (UNS) to address critical issues of unemployment, poverty and displacement.

The unemployed youth, poor women, and at risk populations who are marginalized and excluded, if properly supported, can drive innovation, economic recovery, and peaceful coexistence and stability. Catalytic support through the PBF mechanism is needed to generate peace dividends in the immediate, short-term that, parallel to successful national dialogue, will contribute to a peaceful transition period.
The proposed project will contribute to peace building in Yemen as it is aligned with the overall goal of the Transitional Program for Stabilization and Development (TPSD) of “restoring political, security and economic stability and enhancing state building”.  As well, the proposed project is aligned with the five peace building priorities established by the UN Secretary General – “Economic revitalization, employment and livelihoods” – and is framed within and will make a contribution to peace building outcome, priority area 3 of the PBSO, “revitalize the economy and create immediate peace dividends.

Support from the PBF mechanism will provide innovative technical and financial support needed for immediate interventions that will generate concrete and visible changes in the lives of people most adversely affected by the conflict. “Business as usual” will not meet the unique needs of Yemeni populations during this historic transition phase. This project will lay a solid foundation for peace consolidation and economic recovery in the short and medium terms and will create a model that could be used to demonstrate to other stakeholders that unemployed youth, poor women, and at risk populations who are marginalized and excluded from political, social, economic, and decision making processes can contribute to economic recovery, peaceful coexistence and stability. Through strategic targeting of interventions in conflict affected / prone areas, the PBF financing will be unique and contribute to changing perceptions of international and national actors standing on the margins waiting for the termination of the transition period, hoping for a successful national dialogue and transition into development. Catalytic funding from the PBSO will be used to leverage other resources from the international community and national stakeholders, including the private sector.

Deberes y responsabilidades

Under the guidance and supervision of the CPR Team Leader, Sh/he will provide day to day programmatic support service to the operation in Hajjah & Sa'ada governorates, with high quality, accuracy and consistency of work. She/He will promote a client-oriented approach consistent with UNDP rules and regulations.

She/He will work in close collaboration with the  UNDP field offices in Sa'ada and Hadramout,  the project staff at the CPR Unit at UNDP,  Sa'ada Executive Council, UN partners in the PBF, as well, the projects’ staff and Operation Staff in the CO to provide regular field reports, case studies, exchange information and ensure consistent service delivery.

Relationships and Capacity Building:

  • Facilitate and accompany the CPR Team Leader in establishing and building close and strong relations with Government of Yemen and other key stakeholders to promote and facilitate a partnership approach in the implementation of the PBF funded project;
  • Facilitate and accompany the CPR Team Leader & Early Recovery Advisor in consultations with and briefing of relevant governmental officials and staff, including an introductory workshop for launching the PBF funded project, and maintain continuous working relations with relevant line ministries;
  • Liaise with and support BCPR in preparations and conducting of training of project teams and partners, and follow up training for UN/UNDP staff;
  • Participate periodic team building exercises with the CPR Team and CPR Projects, including regular consultative meetings;
  • Establish good connect and relationship with local media, esp. newspapers and radio, to deliver project's key messages.

Programme/Project Planning & Reporting - Recruitment / Supervision - Accountability:

  • Follow up, review and compile project progress reports from different locations;
  • Prepare initial drafts of Annual Work Plans for the PBF funded project;
  • Collect and review success story, project fact sheet, press release, etc.;
  • Prepare and assist the Operations Team in recruitment / interview / selection process;
  • Prepare initial drafts of Quarterly and Annual Progress Reports of the PBF funded project for review and finalization of the CPR Team Leader, using UNDP format;
  • Assist Project Coordinator and CPR Team Leader in reviewing and approving all financial transactions and reports of the PBF funded project, adhering to ATLAS procedures.

Facilitation and Support of Field Operations:

  • Prepare for and accompany CPR Team & Early Recovery Advisor on Initial Consultative Visits to all project locations; Sa'ada, Hajja & Hadramout, to build trust, brief on the initiatives, discuss roles, identify partners, and prepare for launching of activities in the targeted governorates;
  • Assist CPR Team Leader in facilitating the subcontracting of NGO partners for the PBF funded project:  international, national and locals;
  • Monitor the subcontracted partner actions on conducting of capacity assessments in all targeted governorates;
  • Make regular visits to the field and prepare monitoring reports for UNDP management on progress, problems and recommended actions.

Coordination of International / National Collaboration:

  • Facilitate and assist the CPR Team Leader & Early Recovery Advisor in setting up and managing all field visits, meetings, workshop, media coverage, including all preparatory work for each event, drafting of minutes and follow up actions.

Expansion of CPR Portfolio and Resources:

  • Support the CPR Team Leader in identifying and pursuing new initiatives for the CPR portfolio, within realistic resource availability, that will continue to keep UNDP on the leading edge of early recovery aspect dimensions, esp. livelihood;
  • Assist the CPR Team Leader to develop and follow up a Resource Mobilization Action Plan for the CPR portfolio;
  • Perform any other tasks as requested by the supervisor.

Habilidades y experiencia requeridas

Education:

  • Master degree in rural development, conflict prevention, community development, or related social science discipline or equivalent experience.

Experience:

  • At least 6 years of working experience at field level in a post conflict environment, on conflict resolution, integration of women and youth, and community based approach.

Language:

  • Excellent knowledge of English and Arabic.
