Antecedentes

Transformational leadership aims at building the capacity of women leaders to participate in positive national dialogue on developmental challenges such as gender equality, good governance, environmental sustainability (including energy and water), health issues, education, human rights, justice, peace and empowering the youth and the marginalized. And to adopt a rights-based approach in addressing these development challenges.

GCC women in  GCC Countries several labor regional markets . In Kuwait they are 67% of university graduates, Qatar 63% and Saudi Arabia, 57%. Yet women in decision making positions do not exceed 10%. In Kuwait, for example, women in leadership positions in the government sector  is only around 7% (Essential Features of Population, Ministry of Planning, Kuwait).

One of the objectives of the Women's Research and Studies Center is to facilitate capacity building and empowerments of women in the region through training and workshops. The advancement of Transformationional Leadership among women can lead to a viable pipeline of potential women leaders to boost the development of their societies and gender responsive governance that can optimize human capital.

Objectives:

  • Develop national and regional capacity of women in leadership at the country level (with balanced age distribution of youth and older ages);
  • Reinforce the need to support women rights and gender empowerment causes;
  • Design, take and follow through on effective action to achieve measureable results on women rights issues;
  • Discover and invent ways to challenge attitudes and assumptions that perpetuate gender disempowerment;
  • Enhance existing effective leadership qualities and acquire new skills and qualities to help women achieve upward mobility.
  • Bring women leaders to scale-up their effective results-oriented coalition;
  • Inform and empower the work on planning and implementation at regional, national and sub-national levels.

Deberes y responsabilidades

WRSC is planning to hold a workshop on “Transformational Leadership for the Promotion of Inclusive Development through Engagement with women leaders” and is soliciting the services of 2 consultants to undertake the following:

  • Prepare relevant workshop materials using lessons learnt from previous UNDP experiences in transformational leadership;
  • Prepare workshop agenda & share with UNDP Kuwait;
  • Conduct and facilitate the Leadership Workshop in close collaboration and support of the other two consultants;
  • Conduct evaluations of 3 days’ session on a daily basis and use these to improve and strengthen subsequent sessions;
  • Produce a workshop report outlining successes, areas that need strengthening, lessons learnt and constraints;.
  • Submit workshop Report to UNDP Kuwait summarizing procedures outcomes & recommendations.

Expected Outputs:

  • Women leaders participated in the Transformational Leadership Workshop by state of the art leadership training and meeting facilitation;
  • Identify possible candidates for the possible following rounds of the initiative, especially, younger women interested in leadership and decision making so that there is a viable pipeline of future candidates;
  • Workshop Report incorporating strengths and lessons learnt;
  • Build a coalition of women cooperation in future capacity building;
  • Promote an increase in the number of women in leadership.

  • In depth knowledge of UN human rights system, treaties and mechanisms;
  • Excellent training, facilitation interpersonal and communication skills;
  • Results driven, ability to work under pressure and to meet required deadlines;
  • A proven track record of training, coaching and capacity building;
  • Leadership Approach and women leaders’ initiatives;
  • Good understanding and practice of capacity development.

Habilidades y experiencia requeridas

The incumbents should have the following qualifications:

Education

  •  Have a relevant post graduate degree in a relevant discipline.

Experience

  • Relevant Experience in Kuwait particularly working with women leaders;
  • Knowledge and experience in the UNDP women leaders approaches;
  • Have at least 5 years of international development experience, particularly related to UNDP work and methodology;
  • Thorough knowledge of the UNDP Transformational Leadership

Language

  • Fluency in English and Arabic required.

Duration of Assignment:

  • 3 Days / November 2014

Note:

  • The workshop will be conducted by two consultants working jointly;
  • The Consultants will be issued a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development.
