Antecedentes

The project aims to support the achievement of the objectives of public finance policy and reform initiatives, notably in the areas of tax and customs, of the Ministry of Finance (MoF).  The project consists of three main teams, namely finances policy support and advice (economic, legal), tax reforms and customs reforms, and in addition provides legal advisory services.

More specifically, the project’s Outcomes are:

Policy development and coordination successfully supported;

Capacity for improved public finance management  -  revenue and customs - successfully developed.

  • Output 1: Fiscal stability and debt sustainability policy framework maintained in light of new realities imposed by the Syrian conflict, oil exploration and policy measures;
  • Output 2: Debt management – front office and middle office functions – implemented;
  • Output  3: Legal advice and support provided;
  • Output 4: MoF reform programme and donor coordination support;
  • Output 5: Reform programme initiatives implemented;
  • Output 6: Customs reform programme initiatives.

Deberes y responsabilidades

The Media and Communication Consultant will implement media initiatives and activities to strengthen and develop information and communication with the media, key stakeholders and the public.

Tasks:

  • Manage and organize the media and communication programme of the office of the Minister of Finance to ensure regular and timely dissemination of information;
  • Provide advice of main topics to be highlighted  in the media and  identify target audiences;
  • Strengthen the relationship with and develop the network of media contacts to ensure at all times an efficient working relationship between MoF and  the media, undertake trouble shooting, and respond timely to inquiries and requests for information and comment;
  • Monitor and  review information  relevant to MoF in the local and international press and media and brief or keep informed the Minister and undertake follow-up action as required;
  • Organize press briefings and conferences, interviews, media appearances, and  information-sharing events for the Minister, define key messages the Minister wants to send to the public, and oversee and contribute to the development of material to raise awareness and understanding;
  • Disseminate information on the project achievements and progress, and promote and lead media and communication initiatives developed by the  project teams in support of MoF policies and reform  programme and coordinate their implementation;

Based on the implementation of the above tasks, the Media and Communication consultant  will submit the  following deliverables to the Minister of Finance.

  • Interviews and media appearances (interview material) -12 Months - August 31, 2015 - Minister of Finance/ Project Manager;
  • Information-sharing events (information materials) -12 Months  -  August 31, 2015 -  Minister of Finance/ Project Manager;
  • Communication campaigns (tax reform programme initiatives)  12 Months -  August 31, 2015 - Minister of Finance/ Project Manager.

Habilidades y experiencia requeridas

Education:

  • University degree (Bachelor or equivalent) in Communication, Journalism, Public Relations, Business Administration or related field;
  •  A Graduate degree (Masters or equivalent) is preferred.

Experience:

  • Minimum five years of relevant experience in communication and public relations;
  • Extensive experience in communication and journalism;
  • Experience in the usage of computers and office software packages.

Languages:

  • Full fluency in Arabic and English;
  • Knowledge of French is a plus.
