Antecedentes

Lebanon is subject to a wide range of natural hazards, the biggest threat being of a severe earthquake and/or an associated Tsunami. Smaller-scale disasters which the country also faces include floods, forest fires, land-slides and drought.

Accordingly, In May 2009, UNDP and the Lebanese Government represented by the Prime Minister signed a project document on “Strengthening Disaster Risk Management Capacities in Lebanon”. The project aims to help the Lebanese Government develop its disaster management and corresponding risk reduction strategy.

Recent events, such as the Haiti Earthquake (January, 2010), the Ethiopian Airlines airplane crash (February, 2010) as well as recurring earthquakes in the South of Lebanon have prompted both internal and external focus on disaster risk reduction.

In order to achieve its outcome “mainstreaming disaster preparedness and management in national development framework strategies in Lebanon”, the project needed to evolve through two main phases to provide a stable platform for future developments. In Phase I (2010-2011-2012), the focus was on initiating a framework at the National level as part of the following outputs:

  • Disaster Risk Reduction and Management Unit Established;
  • National DRR strategy and systems developed and implemented;
  • Building National capacities at central and regional levels;
  • Public Awareness on DRR raised;
  • Gender Equality initiatives integrated into DRR Institutional framework and Regional and Local Plans.

Phase II (2013-2014-2015) on the other hand, will consist on finalizing the work previously done in addition to targeting sectoral and local levels with a particular concentration on capacity building focusing on highly vulnerable groups as part of the following outputs:

  • Institutional mechanisms for DRM established with sufficient capacities to increase national resilience against disaster risks;
  • DRR considerations integrated into development planning of critical economic and social sectors to reduce vulnerability of development infrastructure and assets.

Local and community capacity for disaster risk reduction enhanced to reduce losses to life and property.

Deberes y responsabilidades

Under the supervision of the “Strengthening Disaster Risk Management Capacities in Lebanon”

Project Manager, the communication officer will perform the following tasks:

  • Prepare a communication strategy and plan for 2014- 2015;
  • Implement communication activities to promote and share project objectives and activities;
  • Produce communication materials including reports, newsletters, press releases and support project team in planning, advertising and carrying out project events;
  • Support the project in the development of a project mobile application;
  • Prepare a social media campaign on Disaster Risk Reduction;
  • Constantly update the project website;
  • Coordinate with UNDP Communication department and media, communication and advertising outlets to ensure proper implementation of the communication strategy and plan;
  • Organize appearances on radio and TV shows for senior officials forking ion Disaster Risk Management;
  • Get the endorsement of universities on activities at their institutions aiming at raising awareness on DRR;
  • Support the project in the establishment of an informal Network of Decision-Makers related to DRR or the 'DRR Community';
  • Organize meetings with media institutions and prepare related materials for raising awareness on disaster risk reductio;n
  • Support the project in the establishment of a database of experts and speakers on different types of disasters;
  • Support the project in appointing DRR ambassadors and DRR Champions

  • Excellent knowledge and skills in computer applications, websites management and mobile applications is a plus;
  • Excellent interpersonal and communication skills.

Habilidades y experiencia requeridas

Education:

  • Bachelor or equivalent degree in communication, law, journalism, marketing or similar. Master's degree is a plus;

Experience:

  • A minimum of 3 years of relevant experience in communication or public information;
  • Demonstrated experience in writing articles for professional publications.

Languages:

  • Excellent writing skills in Arabic, English;
  • French is a plus.
