Antecedentes

Tajikistan’s landmines and Explosive Remnants of War (ERW) contamination is the legacy of various past conflicts that took place along the Tajik-Afghan Border (TAB), the Tajik-Uzbek Border (TUB) and the Central Region (CR) of the country. To provide a response to the problems caused by the presence of landmines, and in accordance with United Nations strategies and policies, the UNDP has played a central role in the setting up and development of the Tajikistan Mine Action Centre since 2003. Since then, UNDP/TMAC provides leadership in management, coordination, accreditation, planning, quality and information management as well as monitoring and evaluation of all components namely Land Release, stockpile destruction, Mine Risk Education, Victim Assistance advocacy of mine action related activities in Tajikistan.

Nationalization of Mine Action Programme is a global process which has already been implemented in many countries across the mine action world. The donor agencies, International Organizations including UN agencies would like to see the willingness of the National Governments in taking ownership of mine action programs in their respective countries. In this connection, the President of the Republic of Tajikistan agreed on the process and tasked respective bodies and authorities to establish a National Mine Action Centre under the Government of Tajikistan.

As a result of continuous efforts of UNDP and the Government of Tajikistan, the State Entity “Tajikistan National Mine Action Center (TNMAC)” has been established in January 2014 which is responsible for coordination and management of all mine action related activities in country. Now, with no appropriate structure and required staff and capacity it is a challenging task for the newly established centre - TNMAC to effectively manage all mine action related activities in country. These challenges will possible lead phasing some potential risks (not achieving the annual targets in short term; resource mobilizations issues etc.). These risks will then have a negative impact on the programme outcomes.

Based on the recent changes in mine action structure, the role of UNDP has changed accordingly. Within the UNDP Support to Tajikistan Mine Action Programme (STMAP) PRODOC it is responsible for building the technical capacity for TNMAC and support the centre in capacity development, supporting the TNMAC staff in carrying out certain activities (Monitoring and Quality Control of Land Release activities, ensuring and enhancing the Information Management Capacity, coordinating of Victim Assistance and Mine Risk Education activities). UNDP STMAP is also involved in resource mobilization for the centre, developing project proposals, national mine action standards, strategic documents etc. UNDP STMAP will exist with limited staff/capacity and main focus on advisory and consultancy support to the centre in future. Until 2015, UNDP aims to efficiently finalize the transition process (transfer of assets, knowledge and expertise) and focus on supporting the centre based on the needs.        

In order to ensure the sustainability and keeping at least the existing efficiency rate of the programme, an International Expert on Capacity Assessment and Institutional Development is required to advise and support the centre in terms of defining the roles and responsibilities of both TNMAC and UNDP during and post transitioning period, conducting capacity assessment, developing the institutional capacity building and transition plan for TNMAC.

Deberes y responsabilidades

The main responsibilities of the International Chief Technical Advisor (CTA) will be to provide support to UNDP STMAP to assess and develop the Institutional Capacity Development Plan for TNMAC as well as ensure effective and sustainable transition of roles and responsibilities to TNMAC in order to efficiently manage and coordinate all mine action related activities in Tajikistan.  The CTA will be required to assess the situation, processes, available recourses such as human, financial, information management as well as commitment from the Government of Tajikistan, UN and the donors to support Mine Action related activities in the country.

Habilidades y experiencia requeridas

Education:

  • Master's degree in Humanitarian Assistance and/ or in International Relations and Development Studies.

Experience:

  • 5-10 years work experience in Humanitarian Mine Action Programme and with specific focus on Strategy, Transition and Development;
  • Recent knowledge of UNDP’s results-based management policies and procedures;
  • High level of awareness and understanding of social, cultural, economic and political situation in the Republic of Tajikistan.

Language:

  • Fluency/proficiency in English (both verbal and written) is required;
  • Knowledge of Russian and or Tajik would be an advantage.
