Antecedentes

Lebanon is subject to a wide range of natural hazards, the biggest threat being of a severe earthquake and/or an associated Tsunami. Smaller-scale disasters which the country also faces include floods, forest fires, land-slides and drought.

Accordingly, In May 2009, UNDP and the Lebanese Government represented by the Prime Minister signed a project document on “Strengthening Disaster Risk Management Capacities in Lebanon”. The project aims to help the Lebanese Government develop its disaster management and corresponding risk reduction strategy.

Recent events, such as the Haiti Earthquake (January, 2010), the Ethiopian Airlines airplane crash (February, 2010) as well as recurring earthquakes in the South of Lebanon have prompted both internal and external focus on disaster risk reduction.

In order to achieve its outcome “mainstreaming disaster preparedness and management in national development framework strategies in Lebanon”, the project needed to evolve through two main phases to provide a stable platform for future developments.

In Phase I (2010-2011-2012), the focus was on initiating a framework at the National level as part of the following outputs:

  • Disaster Risk Reduction and Management Unit Established;
  • National DRR strategy and systems developed and implemented;
  • Building National capacities at central and regional levels;
  • Public Awareness on DRR raised;
  • Gender Equality initiatives integrated into DRR Institutional framework and Regional and Local Plans.

Phase II (2013-2014-2015), on the other hand, will consist on finalizing the work previously done in addition to targeting sectoral and local levels with a particular concentration on capacity building focusing on highly vulnerable groups as part of the following outputs:

  • Institutional mechanisms for DRM established with sufficient capacities to increase national resilience against disaster risks;
  • DRR considerations integrated into development planning of critical economic and social sectors to reduce vulnerability of development infrastructure and assets;
  • Local and community capacity for disaster risk reduction enhanced to reduce losses to life and property;

Under the overall guidance of the National Focal Point and the direct supervision of the Project Manager, the Field Officer will perform all tasks required for the implementation of the project’s activities.

Deberes y responsabilidades

Under the supervision of the “Strengthening Disaster Risk Management Capacities in Lebanon”.

Project Manager, the consultant will perform the following tasks:

  • Provide field, technical and logistical support to the Disaster Risk Management project team for the development of response plans, the establishment of crisis management centers and the coordination and implementation of table top exercises (to test the efficiency of the related response plans and crisis management centers) for the following areas - Mouhafaza of South, Caza of North Metn, Caza of Chouf, Union of Municipalities of Tyre, Union of Municipalities of Minnieh/Donnieh, municipalities of Baalbek and Tripoli;
  • Provide filed, technical and logistical support in the development (including procurement) of a mobile operations room;
  • Provided field, technical and logistical in the preparation, coordination and implementation of DRR drills, disaster simulations and other trainings and workshops as required by the project manager.

  • Good understanding of hazards and vulnerabilities in Lebanon;
  • Previous experience in preparedness, response and recovery to disasters in Lebanon including resource planning;
  • Prior experience with development and providing technical assistance for procurement of operations or crisis rooms;
  • Prior experience working with government institutions is a must;
  • Good reporting skills;
  • Ability to work independently as well as in a multi-cultural team;
  • Good computer skills;
  • Proven ability to produce results within tight deadlines.

Habilidades y experiencia requeridas

Education:

  • University degree (Bachelor or equivalent) in social sciences, disaster management, military school degree.

 Experience:

  • A minimum of 10 years of relevant experience, preferably in the area of contingency planning, disaster response and management;
  • Experience in Disaster Risk Management and strategic planning and management.

Languages:

  • Fluent in Arabic, English and French are an asset.
