Antecedentes

Organizational Context

The United Nations Development Program (UNDP) is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and is the United Nations (UN) agency assuming the role of Principal Recipient of GFATM grants in selected countries.  In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products.  In all areas of implementation, UNDP provides capacity development services to the implementing partners; government counterparts and sub-recipients (SRs).

Information on the Project

The UNDP South Sudan Programme signed the Round 9 Health System Strengthening Grant with the Global Fund on behalf of the Country Coordinating Mechanism-CCM of the Government of South Sudan-GoSS. A total of US$ 24 million was approved for the phase I of the grant covering a period of two years (October 2010 to September 2012).  The Second phase of the grant is for a period of three years beginning October 2012 to September 2015.  The main focus of this grant is on increasing South Sudanese capability to deliver and manage their existing services. It addresses four of the main constraints to effective service delivery, as identified in the national health policy: (1) Lack of skilled manpower at all levels of the health system, (2) Lack of appropriate equipment and supplies, (3) Lack of a well-functioning disease surveillance and response system, and (4) Poor infrastructure and support services. These funds will go towards the implementation of the four interventions of this project listed below:

Capacity building for HSS including health workforce

Rehabilitation and renovations of 2 teaching institutions for training of nurses, midwives. Procurement of teaching aids, selection of students and recruitment of tutors.

Strengthening Drug Supply Management

Build, renovate, equip and maintain a warehouse in Juba. Strengthen the pharmaceutical support supervision and build capacity for 100 MoH staff members at State and county levels for pharmaceutical management. Procure, install, and operate 7 hospital waste incinerators in the State Hospitals and provide technical assistance for pharmaceutical waste management.

Strengthening the Health Information System

Printing and dissemination of data collection registers at central, state and county levels as well as training of staff on the use of these tools. TA to train the M&E staff at central and state level. Strengthening of the M&E offices in the 10 States, including renovations, furniture, and transportation, at central and state levels.

HSS Service Delivery

Construction of blood banks and community resource centres. Minor renovations of laboratories and ANC/Maternity wards. Procurement of equipments and blood safety kits.

The Project;

HSS Civil works Projects-Overview;

The HSS  project is currently supporting construction and rehabilitation of two teaching institutions for nurses, midwives, one hospital waste incinerator, five State M&E Offices, one warehouse at the Riverside Complex, two laboratories at state hospital level, 10 Antenatal Clinics and 10 maternity wards. The programme is also providing technical assistance to strengthen the Ministry of Health (MoH) of GoSS capacity in the management of health training institutions, pharmaceutical and supply chain management, pharmaceutical and hospital waste management, Monitoring and Evaluation and blood transfusion.

Objectives of the ToR;

The Health Systems Strengthening Project intends to employ Clerks of Works on Service Contract basis to ensure proper inspection, quality control, and completion of construction/rehabilitation of Ministry of Health facilities in selected States/Counties in South Sudan. They would function as an integral part of the UNDP supervisory team.

Expected Activities and Key Deliverables

Key Responsibilities

The Clerk of Works will work under the overall guidance and close supervision of the HSS Project Manager and Chief Engineer, and is expected to work in close collaboration with identified counterparts with the concerned State Ministry of Health and the State Ministry of Physical Infrastructure to ensure quality and timely completion of construction works as per the contracts awarded.

The Key duties and responsibilities of the Clerk of Works will include:

  • Monitor progress of civil works activities on a day-to-day basis to ensure that contracted companies comply with approved specifications and work plans, including through regular visiting and photography of construction updates. Where applicable, monitoring needs to be carried out jointly as per an agreed supervision plan with regular feedback to the HSS Project Manager and the Chief Engineer;
  • Liaise with the HSS Chief Engineer, Project Manager to share possible obstacles to ongoing civil works activities in order to seek for best solutions;
  • Make sure that the contractor get prior written approval for any addition or omission to deviate from the approved construction plan;
  • Provide regular updates/ highlights on progress of civil works activities on a weekly basis and immediately relay and record any deviation from the agreed work plan including to local level government counterparts while keeping them fully informed of any challenges;
  • Ensure adequate and timely supply of materials by contracted companies in order to minimize unnecessary delays or interruptions of the civil works work plan;
  • Ensure availability of adequate labour force, qualified engineers, visitors register books and site work books are provided on site by contractors;
  • Provide technical and advisory support to the State Ministry of Health and State Ministry of Physical Infrastructure on civil works activities whenever called upon, while keeping the HSS Project team informed;
  • Document and share key lessons and recommendations based on performance of specific contractors in order to help improve the quality of other civil works projects;
  • Provide designs and BoQs for any additional works identified during implementation of specific civil works contracts and accordingly advise the HSS team on other available cost effective means after getting approval from the chief engineer;
  • Take lead in guiding the Global Fund team and government counterparts during joint field inspections to specific construction sites;
  • Follow and implement quality assurance and quality control plan of UNDP’s construction programme;
  • Coordinate with the relevant parities and make sure all the variations and change orders are according to the condition of the contract;
  • Periodically measure the construction and report in site work book;
  • Measure and certify the quantity of the actual work done for each invoices of the contractors to make payment;
  • Perform any other duties as may be requested by UNDP.

Reporting and Management of the Service Contract Personnel:

The Clerks of Works will be expected to report to the HSS Chief Engineer who in turn will report to the HSS Project Manager.

Key Deliverables Expected:

The following are the key deliverables expected during the assignment: ly and monthly:

  • Clear work plan schedule for inspection of construction works;
  • Weekly progress reports on all aspects of the civil works activities including recording of any deviation from approved work plans;
  • Construction works well inspected and completed in a timely manner, based on approved specifications;
  • Well articulated evaluation report on performance of contracted companies.

Habilidades y experiencia requeridas

Education:

  • Bachelor’s degree/ Diploma in civil/ construction engineering or other related field;
  • Prince2 training and certification, RM.

Experience:

  • At least 6 years of practical field experience in construction works;
  • Experience in South Sudan is an added advantage.

Language:

  • Fluent in English.

Travel:

  • Ability and willingness to travel to selected States/Counties and to work under adverse conditions.
