Antecedentes

All countries in the Eastern European and the CIS region have ratified the UN Convention Against Corruption (UNCAC) and several have also ratified the OECD Convention Against Bribery of Foreign Public Officials and the Council of Europe’s Conventions on Criminal and Civil law Against Corruption. Subsequently the majority of the countries (with the exclusion of Azerbaijan and Turkmenistan) have embarked in the development and implementation of anti-corruption and transparency reforms, including national anti-corruption strategies and action plans. In relation to these national and international engagements many countries have also reformed their institutional framework for anti corruption.

Since the end of 2005 the UNDP Regional Centre for Eastern Europe and the CIS is implementing anti corruption regional projects addressing the principal constraints for the development of well functioning anti-corruption institutions in the region. The projects aim at delivering tangible and effective technical assistance to anti corruption institutional arrangements and UNDP country offices for the development of anti corruption activities. The UNDP Regional Centre has promoted the introduction of innovative approaches to fight corruption whereas the strategic approach is built around the necessity of involving a great number of stakeholders and increasing the participation of all in the society in the anti corruption efforts.

Based on its experience of several years working with anti-corruption agencies and on analysis of current global and regional trends, UNDP has identified a number of key areas for capacity development to leverage genuine improvements in public accountability, transparency and integrity, including: capacity development support to national integrity institutions; corruption assessments and integrity strengthening in public service delivery and in local governments; support to the UNCAC review process through a transparent, participatory and comprehensive approach; advocacy, networking and knowledge facilitation.

To implement a holistic approach in tackling corruption, the project activities are designed in four major service lines: 

  • Capacity Development for Anti Corruption Agencies and other integrity institutions;
  • Support to UNCAC implementation reviews;
  • Promoting Transparency and Accountability in Public services;
  • Support to the Open government Partnership and innovation for anti corruption.

In the framework of the New UNDP Strategic Plan 2014-2017, the Regional Anti corruption project enters a new phase. This includes work to improve governance standards, regulation systems, national frameworks on public administration and anti-corruption. Support is provided to the countries from the Eastern Europe and Central Asia to enhance the government and external oversight mechanisms in order to increase transparency, accountability and enforcement of anti-corruption measures, including the role of civil society.

In this context, the UNDP Regional Bureau for eastern Europe and the CIS, will contract a consultant within the project “Supporting voice for citizens, development, the rule of law and accountability in governance systems in Europe and the CIS”, Outcome 2 “Citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance”, to support the sub-practice with carrying out the regional assessment and overall implementation of the project’s activities.

Deberes y responsabilidades

The Consultant will perform tasks for the UNDP Regional Bureau for Eastern Europe and Central Asia (RBEC), Democratic Governance Practice, Anti Corruption Sub Practice, under the overall guidance and direct supervision of the Anti Corruption Specialist. The Consultant’s main task will be the following:

Tasks and deliverables:

  • Support the performance of two Corruption Risk Assessments of the Anti-Corruption Agencies in Kosovo and Bosnia and Herzegovina (including coordination with the country offices and national partners, doing research, gathering information, development of reports) – 2 reports produced (deliverable 1);
  • Support the implementation of the Survey Methodology addressing gender equality corruption risks and vulnerabilities in civil service (together with the gender specialist) in Ukraine, Albania and Kyrgyzstan (in cooperation with the gender team) – a final report of the activity produced with info–graphics (deliverable 2);
  • Update the project’s website (deliverable 3);
  • Produce the report of the regional anti corruption project for 2014 (deliverable 4);
  • Produce information regarding anti corruption activities in the region for the global anti corruption portal (once per month);
  • Contextual analysis serving as basis for the development of anti corruption at the local level in the countries of the region.

Payment schedule: 

  • 25 % of the lump sum for deliverable 1: End of September 2014;
  • 25 % of the lump sum for deliverable 2: End of October 2014;
  • 25 % of the lump sum for deliverable 3: End of November 2014;
  • 25 % of the lump sum for deliverable 4: End of December 2014.

Habilidades y experiencia requeridas

Education: 

  • Master’s Degree in a development related field; e.g., development studies, public administration, public policy and management, international affairs, political science, law, economics or sociology or other related discipline is a requirement.

Experience: 

  • At least 3 years of relevant experience working on governance related issues in public administrations, international organizations, or think tank / research institute;
  • Knowledge/experience in the area of Public Administration Reform and Anti Corruption would be an asset but not strictly required;
  • Previous experience in project or programme management, administration, activity coordination or related area; knowledge of the UN regulations and procedures will serve as an asset;
  • Knowledge in data collection, situation analysis and comparative research in the governance area;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.

Language:

  • Fluency in oral and written English is required;
  • Knowledge of Russian or other language of the region is an asset.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • a) responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Relevant experience working on government related issues (public administration, international organisation) - max. 15 points;
  • Knowledge/experience in the area of Public Administration Reform and Anti Corruption - max. 5 points;
  • Previous experience in project or programme management, administration, activity coordination (knowledge of the UN regulations and procedures) - max. 5 points;
  • Knowledge in data collection, situation analysis and comparative research in the governance area - max. 5 points;
  • Experience in the usage of computers and office software packages - max. 3 points;
  • Knowledge of Russian or other language of the region - max. 2 points.

Financial Criteria - 30% of total evaluation – max. 15 points.
