Antecedentes

UN Action against Sexual Violence in Conflict (UN Action) unites the work of 12 UN system entities (DPA, DPKO, OCHA, OHCHR, UNAIDS, UNDP, UNFPA, UNHCR, UNICEF, UNIFEM, WFP and WHO) with the aim of amplifying and better coordinating the work of the UN system in response to sexual violence during and after conflict. UN Action seeks to galvanize global concern about rape as a weapon of war, and speed up the response of the peacekeeping, humanitarian and development communities to violations of women's rights in conflict and post-conflict settings.  UN Action is (i) supporting a global advocacy effort to end sexual violence in conflict, (ii) strengthening the UN system's efforts to prevent and respond to sexual violence, and (ii) building a knowledge hub mapping good practice and effective responses to the needs of survivors and their communities. 
 
UN Action's strategic priorities build upon existing collaborative efforts, including the Gender Sub-Working Group of the Inter-Agency Standing Committee and the Protection Cluster within the humanitarian "cluster system". UN Action's advocacy efforts are led by UNIFEM, UNICEF and UNDP. In 2007, UN Action:
  • developed advocacy materials to raise public awareness about rape as a method of warfare as part of its Stop Rape Now campaign (see the UN Action brochure, postcards, website)
  • organized public events in New York, Geneva and Nairobi, and generated press coverage of sexual violence and women's rights violations in conflict - particularly in the DRC and Darfur, Sudan
  • undertook advocacy within the UN through organs such as the UN's Policy Committee and Executive Committee on Peace and Security to secure greater attention to, and priority for, the UN's efforts to prevent and respond to GBV during conflict
  • ensured that GBV prevention and response was considered by the UN's Rule of Law and Security Sector Reform Groups
  • organized an advocacy effort to ensure that the Security Council and General Assembly paid more attention to sexual violence as a matter of  international  peace and security
  • strengthened interest in the Human Rights Council about sexual violence as a human rights violation and crime against humanity
  • launched a campaign through UNICEF, in partnership with VDay, to call attention to the widespread and systematic use of rape against women and girls in the DRC.
During 2008, UN Action will continue to raise awareness and foster public outrage against the use of rape as a weapon of war and abuse of human rights, galvanise political will for a more effective response, and support policy changes, resource mobilization and programming to help reduce sexual violence in conflict.  A large part of the advocacy effort will be undertaken with partners in conflict-affected countries where sexual violence is a significant issue, with the aim of triggering action by Government and NGO partners.

Deberes y responsabilidades

Under the supervision of the Coordinator of UN Action, and working as part of the UN Action Secretariat, the Advocacy and Women's Rights Specialist will develop a comprehensive advocacy strategy for UN Action, based upon international humanitarian and human rights law. The design and implementation of this strategy will be directed by the lead entities for UN Action's advocacy work (UNIFEM, UNICEF and UNDP).The Advocacy and Women's Rights Specialist will:
  • Support advocacy efforts that encourage the Security Council to address sexual violence as a matter of international peace and security. This will include development of a Concept Note outlining why sexual violence should be a concern to the Security Council and why the protection of women should be integral to all peacekeeping mandates and operations
  • Develop an advocacy approach, based upon an options paper, to ensure that sexual violence is considered as an issue of high priority to the Human Rights Council
  • Help to develop and implement UN Action's communications strategy, ensuring a strong focus on women's rights and the obligation of States to end impunity for perpetrators of sexual violence in conflict
  • Build a partnership base and popular movement for the "Stop Rape Now" campaign
  • Manage and further develop the StopRapeNow.org website
  • Build and manage a network of communications/advocacy officers across the UN system
  • Identify target constituencies at global, regional and country levels, and devise advocacy strategies to reach these constituencies
  • Help to build greater political support for the work of UN Action within the UN system
  • Help to build internal support for the work of UN Action within and across the member UN system entities (through inter alia development of a communications package, training and advocacy materials and briefings).
  • Oversee the development of the UN Action intranet
  • Provide technical support to country level advocacy and women's rights efforts aimed toward ending and better responding to rape as a method of warfare
  • Write op eds, news bulletins, and speeches for UN Action focal points participating in speaking engagements, press briefings, workshops, training and out reach activities on behalf of UN Action
  • Maintain a steady flow of information about UN Action and the Stop Rape Now campaign to partners and interested parties

Habilidades y experiencia requeridas

  • Masters Degree in international law, gender studies, international relations, political science, or related discipline
  • Experience and track record in international advocacy, communications, journalism and running successful advocacy campaigns
  • Experience in international law, women's rights and criminal justice. Technical knowledge of the legal framework protecting women in situations of armed conflict
  • Experience in speech writing and media relations
  • Minimum of  5 years experience working in the UN and/or international system focusing on issues of women's rights and international criminal/humanitarian law
  • Experience in humanitarian response and GBV programming/training at country level desirable
  • Excellent command of English - both oral and written- and fluency in another UN language
  • Excellent writing, communication and representational skills
