Antecedentes

Gender Responsive Budgeting (GRB) is an innovative public policy tool for assessing the impact of policies and budgets from gender perspective and for ensuring that policies and their accompanied budgets do not perpetuate gender inequalities, but contribute to more equal society for women and men. GRB aims to close the “implementation gap” that exists in countries such as Serbia, which have laws and policies in place to advance gender equality but these are not realized in practice. By focusing on the most important tool the Government has at its disposal - the budget - GRB initiatives call for commitment not only on paper, but also in practice, and contribute to developing the capacities and knowledge needed to address gender gaps in sector and local government policies, plans and budgets.

In the period 2008-2011, UN Women (previously UNIFEM) supported some of the first pioneering initiatives on gender responsive budgeting in the Republic of Serbia, which were mostly implemented at sub-national (provincial and local) level and in many cases, driven by civil society organizations. These pilot initiatives revealed the need for a substantive and systematic effort to develop knowledge and application of gender responsive budgeting tools at all levels of government, and to create a “critical mass” of civil servants versed in the implementation of GRB techniques as well as of members of the legislative and civil society calling for budgets to be gender sensitive.

As a part of the budget reform process, Serbia will in 2015 switch from the line item budgeting system to programme budgeting for all budget users at the central, provincial and local level. The reform of the budget process intends to allow prioritization of expenditures, better coordination of the public policies implementation, improvement of the public services delivery and higher transparency about the use of public funds. A line-item budget such as the one currently in place in Serbia shows categories of expenditures but does not provide information about objectives to be achieved through such spending.

UN Women and the Ministry of Finance has initiated cooperation with the goal of supporting integration of gender perspective in the programme budgeting. In addition, UN Women has been cooperating with the Provincial Secretariat for Economy, Employment and Gender Equality around the development of capacities and tools for gender mainstreaming in the public administration and GRB in the Autonomous Province of Vojvodina.

For this purpose, UN Women is looking for a consultant with international experience in GRB and gender mainstreaming to provide guidance and assistance during this process, in particular around the integration of gender perspective in the programme budgeting methodology and indicators and preparation of gender sensitive budget instructions.

The purpose of this assignment is to support enhancing the capacities of the Ministry of Finance’s Budget Department and of Provincial Secretariat of Finance to use gender responsive budgeting as a public policy tool and integrate gender responsive budgeting in the programme budgeting process.

The objective of the assignment is to enhance the capacities of the Ministry of Finance’s Budget Department and of Provincial Secretariat of Finance to use gender responsive budgeting through the development and implementation of GRB training for budget analysts as well by provision of gender advisory services and input into the budget instructions as well as the methodology and indicators for programme budgeting.

Scope of Work and Responsibilities 

  • To develop the agenda and deliver two interactive trainings on Gender Responsive Budgeting, one for representatives of the Ministry of Finance’s Budget department and one for Provincial Secretariat of Finance staff, including preparing training materials; proposing model for measuring change in training participants` knowledge (as a result of the training); and preparing a comprehensive training report. The trainings should feature examples from other countries, in which the consultant has had direct experience with GRB. The training sessions are planned to be organized in second half of December 2014;
  • To analyse the programme budgeting methodology and indicators at the national level in Serbia and to propose ways to better reflect gender equality in them, including tools, templates and formats to be used in the process;
  • To provide assistance in drafting gender sensitive budget instructions for priority budget users, including a simple model for creating gender-sensitive budget justifications.

Deliverables and Timeline

Training in GRB:

  • Agenda and training materials/PPTs/hand-outs, including materials to be distributed prior to trainings (“homework”/preparations), at least 2 weeks before the trainings (the agenda and preparatory materials) or at least 6 days before the trainings (all other materials – PPTs and hand-outs) - 2 week of October;
  • Pre- and post- assessment questionnaire that will be used to measure the impact of the trainings and point to still existing gaps- 2 week of October;
  • Facilitate/deliver the trainings - 3 week of December;
  • Brief report in English with a summary of evaluations, overview of trainings goals achieved, and estimate of still existing gaps (up to 5 pages) - 4 week of December.

Proposal/guidelines for integrating a gender perspective in the program budgeting methodology, including tools, templates and formats to be used in the process - First draft – 3 week of October , Second draft – 2 week of November , Final proposal – 1 week of December.

Model of gender sensitive budget instructions for priority budget users, including a simple model/example for creating gender-sensitive budget justifications - First draft – 2 week of October , Second draft – 4 week of October , Final proposal – 1 week of November.

Habilidades y experiencia requeridas

Education:

  • Advanced degree in Economics, Gender Studies; Public Administration, Public Policy, or related field.

Experience:

  • At least 10 years of relevant professional experience;
  • Experience in training and mentoring on gender budgeting methods and gender analysis;
  • Recognized expertise and experience in conducting substantive gender policy analysis or gender budget analysis in an international context;
  • Experience in conducting capacity building and/or gender policy/budget analysis in the context of gender budgeting in the region of Western Balkans would be an advantage;
  • Familiarity with public administration and socio-economic development in the Western Balkans would be an advantage.

Language:

  • Fluency in English.

The financial proposal shall include a breakdown of the lump sum amount 1) Number of anticipated working days; 2)One mission to Belgrade in the second half of December 2014, which will include delivering 2 days training in Belgrade and 2 days training in Novi Sad.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.
