Antecedentes

The Ministry of Planning and Territorial Development (MPDT) is a crucial partner to the development of UNDP programs in Angola. In the central state administration, the MPDT is the planning body responsible for the overall coordination of technical planning activities, by drafting the strategies and plans for economic and social development, and for the technical monitoring of their implementation.

Since the end of the armed conflict in 2002, the country has experienced a period of profound political, social and economic transformations. The Angolan economy is still regarded as one of the fastest growing worldwide, with an average growth rate of 11.6% in real GDP in the decade 2002-2011. Driven by the expansion of the oil and gas sector and a public expenditure program designed to encourage economic diversification, The African Economic Outlook predicts an economic growth of 7.8% in 2014.

The National Strategy "Angola 25" sets the strategic framework for Angola’s long-term economic and social development policy. In line with this strategy, the NDP 2013-2017 sets out six major national medium-term objectives preservation of the national unity and cohesion; ensuring the basic conditions necessary for development; improving the quality of life; insertion of young people into working life; development of the private sector; and a competitive participation of Angola in the international context.

Improving the quality of life will be accomplished through a series of policies, particularly in the area of ??population, in order to improve the level of information and knowledge about demographic variables, including through the National Census of Population and Housing (2014), reduce the incidence of poverty and social inequalities and increase public investment in health and education, key factors to improve the national human development indicators.

Justification

The concept of Human Development stems from the assumption that to gauge progress in the quality of life of a population it is necessary to go beyond the purely economic aspect and other factors (social, cultural and political) that influence the quality of human life should be considered.

According to the Human Development Report (HDR) 2013, Angola had in 2012 a Gross National Income (GNI) per capita of US$ 4.812 (purchasing power parity of 2005), which positions it in the category of Middle Income Countries by the World Bank classification[1].  However, Angola is still considered by the UN as a country with low human development, ranking 148 in the Human Development Index in 2012, with a value of 0.508. On average, the human development index increased by 2.56% between 2000 and 2012, but at a slower pace than before 2010 (when it reached 2.97%). The indicators, however, demonstrate the high potential of the country in economic growth and human development in the years ahead.

An important part of the Angolan population lives in extreme poverty and lacks access to essential public services (water, sanitation, energy, health, education and housing). There are disparities between regions and population pressure in urban centers due to unequal opportunities throughout the territory, which causes internal migration to urban centers and pressure on public services and structure, constituting a limiting factor for the socio-economic and human development in the country.

Scope of work and expected outputs

Under the overall guidance of the Ministry of Planning and Territorial Development, the consultant shall:

  • Document the consultation process with stakeholders on the progress of the HDI, as well as formulate and propose recommendations on the human development agenda in Angola;
  • Develop terms of reference and methodological guides aimed at supporting the MDPT to monitor and evaluate the annual progress of human development;
  • Ensure a transparent process, so that the various stakeholders can make their contribution and influence discussions on HDI in Angola;
  • Analyze and synthesize useful documentation on national plans, policies, strategies, and evaluate capacity requirements and experiences to support the preparation of the Human Development Report of Angola;
  • Work Plan for the Consultancy with detailed actions, schedule and financial projections, as well as a set of recommendations from the consultant to achieve the proposed objectives;
  • Facilitation of high-level meetings between the various ministerial bodies and other stakeholders about the importance of the HDI;
  • Development of methodological guidelines and framework for capacity building and training of MPDT cadres and other government departments on the process of measuring the HDI and other complementary indicators of human development;
  • Analyze and synthesize useful documentation on national strategies, plans, policies, assessments of capacity needs and experiences to support the preparation of the Human Development Report of Angola;
  • Draft of a national roadmap able to capture the progress of the HDI of Angola under the NDP 2013-2017 implementation framework;
  • Preparation of Terms of Reference that will lead to the drafting of the Report on Human Development in Angola;
  • Submission of the final report and recommendations.

Habilidades y experiencia requeridas

Education:

  • A Master's Degree in one of the following areas: Economics, International Development, Public Policy.

Experience:

  • 10 years experience in activities related to sustainable development and the development of institutional strategy and measuring and planning for human and social development;
  • Be the rapporteur and facilitator during the process of consultation with government departments, civil society, UN agencies and other international partners;
  • Experience in institutional strengthening processes, monitoring and evaluation;
  • Conducting meetings, events, seminars, conferences and team work, planning and evaluation;
  • A recognized expert with a minimum experience of 10 years in the field of measurement and analysis of human and social development indicators, and knowledge of the United Nations and its programs for sustainable development and progress of the implementation of the Millennium Development Goals (MDGs);
  • Experience in issues such as HDI, Gender, Governance, and indicators of the Millennium Project of the United Nations;

Language:

  • Fluency in Portuguese or Spanish languages (written, read and spoken) and knowledge of English will be an advantage.

Selection Criteria:

  •  The proposal is considered responsive, consistent, acceptable, and
  • Having received the highest score out of  a predetermined set of weighted technical and financial criteria specific to this request.
