Antecedentes

In direct collaboration with -  and  supervision of - the Country Director and the strategic guidance of the Resident Representative, the Development Economics and Poverty Reduction  Specialist identifies and  proposes strategies and actions to Senior Management on development policies, plans and trends, and their implications for UNDP positioning and programming in relation to national planning and priorities.  In this, the MDG and Post-2015 Agenda are of particular importance and priority, as is support to strengthening development cooperation partnerships and development effectiveness.  The Specialist will also programme and manage resources, if required, to achieve results in these specific areas.

The Specialist will guide the development of a multi-year policy research and analysis agenda, with the focus on reducing inequalities and promoting inclusive development. He/she will lead the implementation of that agenda, working closely with the programme units, thereby facilitating and ensuring, in collaboration with the Country Director, an integrated approach to policy and programme development and implementation. He/she also contributes to the UNDP contribution in UN system inter-agency work, in particular in relation to UNDAF and related processes.

The key results of the post, in both its analysis and programme aspects, strengthen UNDP’s contributions to the national policy dialogue, specifically with respect to mainstreaming global policy agendas and Inclusive and Sustainable Development goals into national planning and consideration of new and emerging development issues and challenges in an integrated manner towards inclusive development  and poverty reduction.  In particular, the key results have an impact on the advocacy role of UNDP and its visibility in national debates, and help strengthen strategic partnerships and mobilise resources.

Deberes y responsabilidades

Summary of Key Functions:

  • Support to national strategy, policy and plan formulation and implementation, with a focus on accelerated, sustainable and inclusive development planning and implementation, and as per the development priorities also  reflected in UNDP’s 2014-2017 Strategic Plan;
  • Support to the localization of global development agendas, including HDR, MDGs, and Post 2015 Agenda;
  • Contribute to enhanced ODA and development effectiveness strategies;
  • Position UNDP into broader economic and financial development debate and agendas in the Philippines, and with respect to Philippines’ position and participation in regional agendas, through strategic actions and partnership;
  • Support to UNDP’s multi-year policy research and analysis agenda, by undertaking policy analysis, dialogue, advocacy and programme initiatives;
  • Assumes CO ‘Gender Focal Point’ responsibility; and
  • Management of programme initiatives in these areas, whenever appropriate.

The main tasks include:

  • Provision of top quality analysis and substantive inputs to UNDP’s contribution to the CCA, UNDAF, JIP, CPD, and other strategic documents;
  • Support for the production and launch of development policy reports, including National Human Development Reports;
  • Support to government in areas of planning and statistical capacities;
  • Support to government in development finance analysis and policy including implementation of the Busan partnership, and South South Cooperation;
  • Representation of UNDP in different working groups, including Philippine Development Forum and MDGs, including undertaking of selected studies/research on emerging development concerns that feed into government/development partners processes;
  • Support to the UNDP Inclusive Development Policy Board, in developing a multi-year research and analysis agenda on new and emerging development issues, and its implementation,  including support to scoping new programming opportunities.  (The Specialist wil aslo serve as the secretariat to this Board);
  • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned;
  • Training and capacity building support for UNDP staff and Government officials, public institutions in relation to the key  tasks;
  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, and civil society in relation to the key tasks;
  • Mobilization of resources in relation to the key tasks and management of programmes, as appropriate;
  • Public and policy advocacy for the Millennium and Sustainable/Development Goals ;
  • Support to monitoring progress and formulation of strategies towards the achievement of the Millennium and Sustainable/Inclusive Development Goals;
  • Management of events and publications in relation to these tasks;
  • Performs other functions which may be assigned by the supervisor.

Required Skills:

  • Extensive experience in research and policy-level analysis, and in evaluation of development programmes;

  • Strong professional experience related to sustainable and inclusive human development, including human rights and gender equality based approaches, as well as development planning and macro-economic management;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data.

Habilidades y experiencia requeridas

Education:        

  • Minimum of a Master’s Degree in Development Economics or related discipline.

Experience:     

  • Minimum of 5 years of relevant experience (post Master’s Degree) at the national or international level.

Language: 

  • Fluency in English and national language of the duty station.
