Antecedentes

The Rift Valley/ Red Sea flyway is the second most important flyway for migratory soaring birds (raptors, storks, pelicans and some ibis) in the world, with over 1.5 million birds of 37 species, including 5 globally threatened species which use this corridor between their breeding grounds in Europe and West Asia and wintering areas in Africa each year. The aim of this project is to mainstream migratory soaring bird considerations into the productive sectors along the flyway that poses the greatest risk to the safe migration of these birds – principally: hunting, energy, agriculture and waste management – while promoting activities in sectors which could in return benefit from these birds, such as: ecotourism. The Royal Society for the Conservation of Nature is implementing the national Jordanian component of this regional project that aims to mainstream MSB conservation considerations into the hunting sector through the wildlife law enforcement section.

The Populations of many globally threatened and vulnerable migratory soaring birds are threatened by anthropogenic activities during their seasonal migrations along the Rift Valley/Red Sea flyway, where hunting is proved to have posed the greatest risk to the MSBs, especially in the Levant countries and in some parts of Africa, where hunting has huge cultural and traditional roots.

The MSBs are particularly vulnerable to hunting, being large and relatively slow-flying makes them easy targets. Besides that, what might make them an even easier target is the fact they can be found on passages in hundreds and even thousands at bottleneck sites at predictable locations and durations of the year.

Legislations and laws are being updated to be authorized by the Jordanian parliament in order to reconsider the violation types on several illegal hunting practices in order to participate in conserving the wildlife as well as the MSBs in Jordan.

Almost all hunting activities are carried out as a hobby of the rich where an estimated 4000 licensed hunters spend an average of US$ 150 per person per month on this hobby whereas other hunters tend to hunt migrant species opportunistically and are not likely to be registered as legal hunters in any survey or recording scheme.

In 1973, The Government of Jordan mandated the RSCN to manage and control hunting activities all over the kingdom and to enforce wildlife protection laws, by laws and regulations.  Ever since that time, the RSCN has established a set of procedures so as to organize the process of issuing hunting licences, and to monitor hunting activities in the field; these procedures included, for instance, establishing and developing a database of all licensed hunters, and dividing rangers into zones / areas according to season of hunting.

Further work and cooperation have been made between the RSCN and several governmental and nongovernmental institutions including but not limited to Judiciary council, Army forces, ministry of Agriculture, and Royal Rangers (Environmental Police).

The hunting licensing procedures have undergone few changes since its inception and establishment, and it is believed that such procedures have to be reviewed and developed frequently to meet the international basic standards that would ensure only qualified hunters to be able to practice hunting, then also protecting the wildlife on a higher level.

In response to all the above-mentioned aspects, and in the context of mainstreaming conservation management objectives and actions for the MSBs into the hunting sector and to effectively maintain globally-significant threatened populations of the MSBs, the project will, as a principle, promote complete protection of migratory soaring birds alongside promoting sustainable hunting practices of birds in Jordan. To advance this, and in line with the approved project work plan for the year 2014, the RSCN is launching new consultancy services to produce:

  • An educational program, a Curriculum, Guidelines and different forms and procedures for testing hunters prior to receiving their hunting licences.
  • A patrolling plan to cover major hunting areas in Jordan in cooperation with the Royal Rangers department and other related forces.

Overall Objective 

The overall objective of the consultancy is to follow the international successful standards in getting the hunting licensing procedure and patrolling, and this would be based upon:

  • Developing an educational hunting curriculum that includes hunter’s safety and safe firearm handling, important laws and regulations, game identification and existence;
  • Developing a related hunting exam;
  • Developing a Patrolling plan to cover the most important wildlife areas.

Scope of work

The Consultant is expected to execute the following assignments in his/her own premises:

  • Using his/her own property and technology, and his/her own and/or contracted expertise,
  • Holding direct responsibility for the quality of any delivered outputs.
  • Submitting detailed deliverables that are expected from the Consultant for each required activity which are intended as guidelines;
  • The Consultant is also expected to provide input based on his/her  own knowledge and expertise.

All deliverables shall be delivered on time and in one original hard copy and one electronic soft copy, preferably in Microsoft Word format, where applicable. Each deliverable shall include all the required supporting documentation in the Arabic language (Arabic), where an executive English summary is expected to be delivered by the end of the consultancy job. This is carried out so as to describe the overall work and results.

 Activity 1: Develop an educational curriculum about hunting in Jordan that includes hunting laws and regulations, safety procedures for handling and dealing with hunting guns, 1st aid procedures,  and game identifications and their expected existence according to the hunting map in Jordan.

Scope of Work:

  • Review the related laws and bylaws that are currently implemented or in within the process to be implemented once approved by the parliament;
  • Review the already developed national curriculum materials that are implemented under the regional component of this project in order to complement and produce something within the same identity;
  • Conduct a gab analysis study to remark hunters’ needed law info. That should be included in the developed curriculum depending on previous studies, and meetings with representative groups of hunters, judges, and rangers;
  • Develop a chapter about the related laws and bylaws in order to increase the awareness level of hunters about the laws and regulations in an effective manner that ensures decreasing any illegal hunting practices;
  • Develop a chapter about permissible hunting guns in Jordan with providing descriptive materials about their parts, maintenance, safety keeping and handling with any needed drawings and images;
  • Develop a chapter about safety procedures that would prevent any mistaken steps that might lead to wrong-accidently shootings, with providing descriptive materials about 1st aid procedures in the most common cases;
  • Develop a chapter about the game species in Jordan, showing their status, breeding time, threats, abundance population with high resolution images;
  • Develop a chapter about the national threatened birds including the MSBs as non-huntable species, showing their international status, their threats;
  • Develop a chapter about the illegally hunted birds that are mostly preferred by hunters, consulting responsible hunters;
  • Develop an indoor and outdoor training programs, presentations, and materials to be presented by related staff to the group of hunters based on the developed agreed curriculum, and prior to granting them their hunting licences.

All above activities, should be conducted with a national committee that will supervise and participate in developing the curriculum.

Deliverable 1:  Printed educational curriculum for hunters in Jordan that includes agreed topics.

Activity 2: Develop guidelines for both indoor and outdoor exams ensuring that only qualified hunters would be able to receive hunting licenses, plus test materials and forms to be used in the 1st implementing period.

Scope of Work:

  • Review the developed agreed curriculum and agreed outdoor activities.
  • Provide related international exams that could be used in our national tests which would ensure that only qualified hunters would be able to hunt.
  • The Use of the regional experiences to reach a common understanding for related activities and practices that have already been implemented to reflect regional cooperation efforts in MSBs protection.
  • Meeting with expert responsible hunters to adopt related considerations in developing a national test.
  • The Use of provided national institutions that would cooperate in facilitating the exam after determining their terms of references.
  • Providing a guidelines document that covers the test plus four different forms that could be used in the first two years.

Deliverable 2: Guidelines for developing a national test for hunters which ensures that only qualified hunters would be able to hunt, with providing agreed four different forms that can be used separately.

Activity 3: Develop a national patrolling plan to monitor hunting and trading activities more efficiently using the available resources.

Sub Activities:

  • Determine the current hunting areas in Jordan and categorizing them in terms of hunting activities.
  • Determine the major entrances and exists for the hunting areas.
  • Provide a habitat description for these areas.
  • List and describe the major illegally- hunted species in Jordan.
  • Analyze the above info. in order to develop a map that categorise the country into different levels in terms of hunting activities.
  • List the major additional environmental practices that may be considered harmful to the habitats and may lead to a threat on the desired hunted species.
  • Provide a map that shows the above threats on biodiversity analysed and described.
  • Divide the available rangers to cover mostly hunting and animal trading activities more efficiently.
  • Provide monitoring and follow up programs for Rangers activities.
  • Suggest supporting programs and techniques to use of other alternative resources considering cooperation with other agencies and institutions.
  • List the needed activities and steps that should be considered and prepared prior to daily and weekly patrolling activities.

Deliverable 3: Designed patrolling and inspection plans developed to be implemented in key hunting areas in Jordan, using the available resources.

Activity 4: Moderate and facilitate a one-day workshop at the RSCN to present the results of the above activities to the relevant stakeholders.

Deliverable 4: workshop delivery and reporting.
