Antecedentes

Eastern DRC remains a fragile zone and, in spite of progress made after the recent military defeat of the M23, the willingness of several armed groups to surrender their arms, this part of the country is still confronted with a number of key challenges. The North and South Kivupopulations, but also the surrounding provinces (notably Maniema, North-Katanga and Ituri)are still suffering from the consequences of violence that resulted from displacements of peoplefearing the violence. According to OCHA figures, by 30th September 2013, the highest concentration of IDPs was located in the North- and South-Kivu with respectively 1.032.958 and591.627persons.

This situation requires an emergency relief response together with a more long term recovery perspective, andit implies the need to start initiatives with the view to stabilizing communities, providing economic alternatives, reconciliation and preventing a relapse into conflict and violence.More short term humanitarian interventions should be combined with income generation and livelihoods recovery programs to ensure impact in terms of (i) sustained stability and preventing a relapse into conflict in more stable areasand/or (ii) of contributing to peacebuilding efforts and stability in currently unstable areas. This will be achieved through a community resilience approach, in which income generation and livelihoods recovery should be implemented with a strong social cohesion lens and used as an entry point to promote inter-community dialogue.

For better sustainability and ownership of the community resilience process by national structures, (associations, especially women and public structures, female company),the decentralized authorities have to be involved as much as possible in order to increase state authority and tostrengthen the capacities of national actors and structures.

The objective of building resilience in the contextprevailing in eastern DRC is to strengthen the capacity of individuals, communities and local institutions to anticipate, recover and prevent local and intercommunity conflicts, while creating perspectives for longer term development and takes into account the needs of marginalized groups including women.

The community resilience approach will be a strategic flagship for UNDP support to consolidate an overarching approach, which will allow different interventions to build on and reinforce each other as the situation changes from humanitarian to stabilization and development.

In the described background, and with the support of BCPR, UNDP is pursuing the assignment in Bukavu, South-Kivu, of a community resilience Specialist, able to guide, help develop and manage UNPD support to the community resilience process, while ensuring the inclusion of gender in close collaboration with the local authorities, women’s organizations and UNDP management in Kinshasa.

Deberes y responsabilidades

The Community Resilience Specialist will head the UNDP Bukavu project-office. In this capacity, and in close coordination with the UNDP management in Kinshasa, he will oversee the daily (administrative) management of the project-office, and supervise (administratively) all staff assigned to this unit, while the technical supervision remains the responsibility of the respective pillars). He will ensure the development and implementation of the provincial annual work-plan, as well as report any arising issue to the UNDP management in Kinshasa.

Summary of key functions

Under the strategic guidance of the Deputy Country Director/Program, and the direct programmatic supervision the Team Leader of CIDD Pillar, the Community Resilience Advisor (CRA) will be responsible for 1) the participation in the discussion and planning process at provincial government and coordination with donors 2) the management and technical advice in the field of community resilience. The CRA will work together with the early recovery/community recovery advisor (ER/CRA) in Kinshasa and the one in Goma and, at the South Kivu level, with theProvincial Government, OCHA Sub Office and other stakeholders and actors. He/she will also be a focal point for donors concerning UNDP, and especially the pillar 2 (CIDD) in South Kivu.

Development and implementation of community resilience strategy

  • Clarify the concept of community resilience in the three main areas (humanitarian, stabilization and development) with the different actors in these fields;
  • Support the development and formulation of a strategic approach to community resilience for UNDP-DRC, while clarifying the policy options for UNDP on supporting community resilience approach and related interventions. This strongly linked to the reintegration of vulnerable groups and taking in account transversal aspects of gender and women economic empowerment and environment;
  • Stimulate strategic thinking in the community resilience area, in particular with UNDP (Kinshasa and local presences), OCHA, donors, Inter-cluster, SSU (Stabilization Support Unit);
  • Promote the integration sensible to gender of structural elements of community resilience in the different humanitarian clusters (especially in the multi-annual and multi-sector interventions).

Program Support

  • Provide the necessary advice for the elaboration of a community resilience approach and the integration and link with other UNDP programs/projects, especially concerning reintegration, gender, women economic empowerment, environment and sustainabledevelopment;
  • Ensure coherence between the different interventions and proposals for community recovery, resilience, reintegration and pacification and support the development and implementation of (joint) project proposals and ensure that this consistency takes in to account aspects related to men and women;
  • Strengthen the provincial and local governmental structures to ensure the coordination of the different interventions and the implementation of the provincial laws (concerning the coordination of interventions in the province), and thus the transition from humanitarian to sustainable and equitable development;
  • Strengthen capacities at local, intercommunity and provincial level in South Kivu to plan, coordinate and implement interventions;
  • Identify programmatic priorities for immediate and mid-term attention;
  • Support the provincial government in the development and implementation of a provincial sustainable development plan, local development plans as well as initiatives concerning land planning (aménagement de territoire et des bassins versants) and ensure  that these initiatives address the needs of men and women;
  • Regularly monitor the implementation of initiatives and make informed decision for timely adjustments;
  • Document and share information concerning best practices produced in the area, including concepts, strategies and implementation approaches and support, especially concerning streamlining of community resilience approach and gender strategies.

Coordination and Management

  • Represent UNDP in South Kivu in front of the provincial government and donors;
  • Contribute to the coherence of the 2 pillars of UNDP and support units (gender , communication, etc);
  • Participate in the most important coordination meetings at the South Kivu level;
  • Supervise UNDP interventions at the provincial levels to ensure efficient coordination and implementation at territories levels;
  • Coordinate the development and delivery of livelihoods-related early recovery/community resilience projects and programs in South Kivu, taking into account proper integration of specific issues: reintegration of vulnerable groups (durable solutions for IdPs, support to host communities, youth at risk, etc), gender, women’s economic empowerment, and environmental economic value chains;
  • Promote local ownership of UNDP approach/interventions through consultation with, and participation of, key provincial and local stakeholders;
  • Support appropriate sector coordination mechanisms, including working groups at the provincial and local levels;
  • Ensure that actions on all corporate requirements such as reporting, planning, monitoring, and others are done in a timely manner and integrates gender aspects;
  • Ensure that baseline data are collected, with due regard to and sex disaggregation, benchmark defined, real-time evaluation conducted, and recommendations integrated in plans and programming;
  • Support the development and implementation of a monitoring and evaluation system, which takes in account the transversal aspects of reintegration, gender, women economic empowerment, environment and sustainable development;
  • Ensure systemic and effective capturing of the project/programs results achieved in South Kivu and assess their alignment with the UNDP-DRC programme 2013-2017 and the UNDP strategic plan 2014-2017, especially on ER/CR issues and among others on gender and women’s empowerment (indicator 18, and outcome 6.4 of UNDP Strategic Plan 2014-2017);
  • Develop an exit, or transition, strategy for UNDP interventions, including robust propositions for national and/or community ownership and technical, social, economic, environmental sustainability.

Habilidades y experiencia requeridas

Education:

  • M.A/M.Sc. Degree in Social sciences,Management, International Development Studies, Conflict management, Public administration or related qualification from a recognized University. Specialization in the area of capacity development is an advantage.

Experience:

  • At least 7 years of relevant professional experience in managing large-scale projects with a strong capacity developmentor resilience building approach;
  • Extensive international experience in working with governments, multilateral and bilateral development agencies and civil society organizations;
  • At least 5 years of international field experience  in a country/ies with similar development circumstances;
  • A minimum of 5 years in a senior technical lead position with planning and management community/development programs in developing countries;
  • Experience from Africa would be an advantage.

Language Requirements:

  • Fluency in both written and spoken French;
  • Ability to speak and write in English is an advantage;
  • Working knowledge of Swahili is an asset.
