Antecedentes

The objective of the project is the sustainable land and forest management in the Greater Caucasus Landscape secures the flow of multiple ecosystem services, including carbon storage and sequestration and water provisioning services, while ensuring ecosystem resilience to climate change. The project will engineer a paradigm shift from the current unsustainable practices to sustainable land and forest management practice. The project will address barriers to sustainable pasture and forest management. In doing so it will support measures to mitigate CC such as managing natural forests to emphasize natural regeneration through improved grazing and wood collecting in forests. It will avoid GHG emissions caused by degradation, increase sequestration through enhanced biomass and improve the productivity of forests and pasturelands. This would result in short and long-term global benefits.

Deberes y responsabilidades

The International Expert: Carbon Measurement will provide professional and technical support to the following in-country carbon stock estimation and/or carbon monitoring activities:

  • Review the current carbon measurement protocols and procedures in Azerbaijan, and make recommendations on any improvements that may be required in the approach, methodologies and technologies;
  • Support the implementation (by project employed staff, volunteers, researchers, government staff, community, etc.) of direct field-based carbon measurements (e.g. sample plots, height models, crown diameter models, community age models, etc.) in the targeted forests in Shamakhi and Ismayilli Rayons;
  • Support area estimations of forest cover and forest types by remote sensing in the targeted forests in Shamakhi and Ismayilli Rayons;
  • Support the implementation of indirect  estimations of carbon stocks using estimation models (e.g. remotely measurable stand parameters) in the targeted forests in Shamakhi and Ismayilli Rayons;
  • Support the implementation of the web-based carbon tracking tools being developed by The Carbon Benefits Project (CBP);
  • Identify and prioritize the training and skills development requirements of the responsible Azerbaijani public institutions in respect of carbon stock estimation, monitoring and verification;
  • Support project efforts at implementing a more coordinated approach to carbon measurement activities currently being undertaken by a range of different institutions, organizations and agencies in Azerbaijan;
  • Provide technical and professional input into the project’s Carbon Working Group and assist the Project Manager in technical presentations to the Project Board (as required);
  • Support the implementation of carbon measurement training programmes being undertaken by project staff or project-appointed training service providers; and
  • Assist the MoENR in meeting its reporting obligations to the UNFCCC (and any other conventions) in respect of the forestry sector in Azerbaijan, including inter alia: assessing/confirming forest emissions (from degradation and deforestation); forecasting future forest emissions, based on economic growth trends and national development plans; calculating a recent historical average of emissions; and documenting emerging forest management lessons.

Habilidades y experiencia requeridas

Education:

  • A post-graduate degree in an environmentally-related field.

Experience:

  • At least 5 years of experience in carbon monitoring/measurement;
  • Extensive knowledge of carbon monitoring methods and technologies;
  • Working experience of coordinating a range of institutions in the integrated implementation of carbon measurements.

Language:

  • Fluent in written and oral communication in English;
  • Knowledge of Russian will be an asset.
