Antecedentes

The post is located in Port-au-Prince, Haiti. Reporting to the Security Coordinator through the Regional Security Adviser (RSA), the Security Operations Analyst will primarily focus on supporting the UNFPA Representative and managers with their responsibility for the implementation of UN and UNFPA security policy, devising security solutions to enable UNFPA programmes and projects to be delivered in a safe and secure manner.

Deberes y responsabilidades

The Security Operations Analyst is responsible for advising on safety and security of UNFPA staff, project personnel, their eligible dependents present at duty stations within the Haiti Country Office as well as assets and operations of the Organization, as follows:

  • Assist the Representative in the Humanitarian Response to the earthquake operations and provide guidance on safety and security and best practices;
  • Assist in the implementation of required security measures and security operational protocols at the mission area and in order to ensure the safety and security of staff, assets and operations;
  • Liaise daily with UNDSS, UN Peacekeeping Mission and UN Police on security related issues and ensure that UNFPA staff and personnel are updated on security related issues and are in compliance with the required safety and security measures;
  • Assist in UNFPA MOSS and MORSS compliance;
  • Track all field missions/visits to lOP camps and other project areas;
  • Ensure that emergency contingency plans are in place and operational;
  • Provide training to UNFPA staff with regard to emergency contingency plans;
  • Ensure that up to date lists of UNFPA staff and personnel are maintained and submitted to the Regional Security Adviser and Office of the Security Coordinator.
  • Ensure that the UNFPA Warden system is operational and linked to the UN Security Plan;
  • Ensure that radio communications protocols are adhered to and train staff in the use of radio communications and related issues;
  • Coordinate static security requirements, i.e. accommodation, camps and logistic base office space, lOP camps, distribution points;
  • Coordinate with UNPOl, UN Peacekeeping Mission and DSS regarding mobile security requirements for UNFPA operations;
  • Report to RSA and OSC for operational guidance and support;
  • Attend DSS security coordination briefings;
  • Report to Operations Manager regarding security requirements;
  • Report to Regional Security Advisor weekly regarding security requirements;
  • Undertake any other tasks as directed by the Security Coordinator.

Habilidades y experiencia requeridas

Education:

  •  Advanced university degree in social or political science, law or public administration or equivalent formal training in security and risk management such as military and/or police command Staff College.

Experience:

  • 10 years’ experience in a police or military position, two years of which is field experience as a United Nations Field Security Officer, Chief Security Officer or Agency Security Officer desirable or equivalent;
  • Formal training in security and risk management such as military and/or police command staff college;
  • Direct experience in the United Nations Security Management System desirable, with proven crisis management capabilities;
  • Knowledge of UN Security Management System, practices and procedures highly desirable.

Language:

  • Fluency in English and French, both spoken and written required.
