Antecedentes

In addition to electoral support provided at the national level, UNDP also engages at the global and regional level through the Global Programme for Electoral Cycle Support (GPECS). The activities foreseen under the present regional project proposal will fall under the framework of the GPECS programme, targeting the Arab region, and more specifically, the Middle East and North Africa (MENA) countries. While the regional project proposal will benefit from the knowledge and expertise of the GPECS team and synergies with other GPECS activities and knowledge products, the resources of the Arab regional project proposal will be used solely for the region and under the parameters of the current document.

GPECS, a successful tried and tested model in this field of practice, has been operational since 2009, with activities in over 40 countries worldwide. This global initiative is currently funded by Spain and Canada at amounts of over 40 million USD. In expanding and adding another regional component of a model already successful across most regions in the world and with much importance now placed on electoral development among and within the Arab States, this project is addressing highly relevant needs of national counterparts from a regional development viewpoint. In implementing the GPECS model to implement activities in the region, the project benefits from promoting a flagship vehicle of this kind in respect of UNDP’s role in the MENA region.

The regional project proposal will work closely with electoral authorities, civil society organizations, media groups, regional institutions such as the League of Arab States (LAS), and international organizations supporting democracy initiatives at the regional level. The proposal will enhance regional cooperation on broader issues of electoral democracy, increase regional knowledge and know-how on electoral issues, enhance capacities of regional stakeholders around issues of civic engagement and political participation, and promote policies and strategies for a greater and more effective role by women and youth in the transformational process.

Through collaboration and partnership with existing country specific electoral projects, this regional project proposal will also contribute to, and support, country specific outcomes and results, further strengthening the development outcome in the region.

The project will complement the efforts of UNDP and donor partners’ at the country level, providing coherence to the support and sharing of best practices taking place in the region.

In continuation of the Regional Electoral Project activities and collaboration with the Regional Bureau for Arab States it was agreed to hire Knowledge Management Advisor Consultant.

Deberes y responsabilidades

Under the guidance of the Regional Electoral Advisor, the Knowledge Management Advisor’s main activity is to ensure the effective implementation for a knowledge base for the regional electoral assistance project at Regional Bureau for Arab States.

Main responsibilities of the Knowledge Management Advisor are:

  • Support the development, documentation and dissemination of best practices by UNDP in the area of the electoral assistance to ensure the visibility/outreach of the project’s achievements and partnerships;
  • Support the regional electoral knowledge initiative on the publication and the dissemination process of electoral knowledge products produced by the electoral projects in Egypt and Tunisia;
  • Follow up and research the UNDP Democratic Governance Knowledge Network in compiling comparative experiences and lessons learned, and knowledge sharing on the UNDP projects in the area of Democratic Governance with a particular focus on the electoral assistance;
  • Act as Liaison Officer between the regional electoral assistance project at Regional Bureau for Arab States and the Electoral Support Project in Egypt, Tunisia and other countries as required;
  • Assist in conferences’ organization when needed;
  • Other assignments as assigned by the Regional Electoral Advisor.

Expected Output/Deliverables of the Consultancy Assignment

The Knowledge Management Advisor should submit a periodic and final report covering the following topics / activities:

  • Publication of electoral knowledge products;
  • Progress reports.

Education

  • B.A. in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience

  • At least 7 years of relevant experience at the national or international level in hands-on experience in design, monitoring and evaluation of development projects;
  • Prior experience working with UNDP in the area of electoral assistance or good governance;
  • Experience in handling of web based management systems;
  • Familiarity with the tools for Results based Management (RBM);
  • Previous experience in MENA region is an asset.

Language Requirements:

  • Fluency in written and spoken English.

Travel:

The consultant will be expected to undertake maximum of three (3) trips to the Arab Region as follow:

  • One trip to Amman, Jordan – 10 days;
  • Two trips to Cairo, Egypt – 10 days each trip.

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%].

Financial Criteria weight:  [30%].

Only Individual Consultants obtaining a minimum of 70% of the obtainable points of 100 points in technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • At least 7 years of relevant experience at the national or international level in hands-on experience in design, monitoring and evaluation of development projects - 30 points;
  • Familiarity with the tools for Results based Management (RBM) - 25 points;
  • Prior experience working with UNDP in the area of electoral assistance or good governance - 20 points;
  • Experience in handling of web based management systems – 15 points;
  • Previous experience in MENA region is an asset - 10 points.

Financial Criteria - 30% of total evaluation – max. 30 points.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
