Antecedentes

United Nations Development Programme (UNDP) through its project “Strengthening the System of Parliamentary Democracy in Georgia” is aimed at establishing the Georgian Parliament as a credible institution with an essentially greater role in national policy-making and European integration.

One of the strategic directions of the Project is supporting the Parliament to ensure maximum transparency, access to information and participatory law-making. Parliamentary communication, which is already established and managed by the Parliament’s Public Relations and Information Department, needs to be further streamlined; a pro-active culture of parliamentary outreach needs to be developed and different communication tools and mechanisms applied.

In spring 2013, UNDP supported the Parliament of Georgia in developing its first Communications Strategy, which defines the vision, mission and objectives of parliamentary communications, as well as recommends tools and tactics for reaching better results. At this stage, there is a need to update the Strategy to address the current challenges and support the Parliament in implementing the Communications Strategy through developing a specific, detailed and resourced Communications Strategy Action Plan with an effective monitoring and evaluation aspects considered.

Apart from the actions that need to be implemented by the Parliament, the Action Plan shall provide for the capacity development program for the Parliament staff and particularly, the Public Relations and Information Department, so that the institutional needs are met by respective human resources.

The Communications Action Plan – a result of widely consulted and agreed plan of operations – will be presented to the parliamentary leadership for approval and further follow-up.

To assist the Parliament of Georgia with the above initiative, the Project is announcing a tender to contract a Local Consultant in Communications/Public Relations for the period of November 2014-January 2015.

Deberes y responsabilidades

Under the overall supervision of the Project Manager and in close cooperation with the Head of the Parliament’s Public Relations and Information Department, the Consultant will perform the following tasks and activities:  

  • Analyze information on existing practices of communications and public outreach in the Parliament through conducting: a) desk research of various reports and assessments, including the Communications Strategy of the Parliament of Georgia (Parliament/UNDP), Needs Assessment of the Parliament of Georgia (EU/PMCG), Assessment of the Performance of the Georgian Parliament in 2013 (TI Georgia), etc.; b) meetings and interviews with parliamentary (MPs and staff) and non-parliamentary (NGOs, media, etc.) stakeholders;
  • Based on the above findings, revise and update the Parliament’s Communications Strategy to reflect current situation and challenges in the parliamentary communications in Georgia;
  • In close coordination with the Public Relations and Information Department, develop the Parliament’s Social Media Strategy focusing on its goals, target audiences, variety of communication channels, etc. Facilitate strategic planning workshops to discuss social media strategy outline with parliamentary stakeholders;
  • Draft an outline of the Communications Strategy Action Plan (AP) and discuss it with respective parliamentary stakeholders (Public Relations and Information Department, Cabinet of the Chairperson, etc.) during strategic planning workshops;
  • Based on the inputs provided at the workshops and in close coordination with the Head of the Public Relations and Information Department finalize the communications strategy action plan. The AP shall indicate necessary financial and human resources for its implementation, as well as include monitoring and evaluation mechanisms to measure the progress of AP implementation;
  • Support the Department in presenting the communications strategy, social media strategy and communications action plan to the internal and external stakeholders;
  • Identify staff capacity needs for implementing communications AP including, but not limited to the staff of the Public Relations and Information Department; elaborate a capacity development plan for 2015-2016;
  • Support the Department in drafting at least two terms of references for implementing the selected activities envisaged under the capacity development program;
  • During the assignment period, the Consultant shall closely coordinate with the UNDP Project’s implementing partner – Policy and Management Consulting Group (PMCG), which is supporting the Parliament in developing the Parliament’s Institutional Reform Plan (IRP).

Deliverables:

  • Updated Communications Strategy;
  • Social Media Strategy;
  • Communications Action Plan;
  • Staff capacity building plan;
  • At least two terms of references for action plan implementation;
  • At least 4 strategic planning workshops;
  • At least one presentation of strategy products to internal and external stakeholders.

Evaluation:

Individual consultants will be evaluated based on cumulative analysis method, against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30. Technical criteria consists of desk review, written test and interview. Offerors not meeting any of the minimum qualification criteria, will be automatically disqualified. 

Offerors obtaining minimum 20 points out of 29 obtainable, as a result of the desk review will be invited to take written test. Offerors obtaining minimum 35 points out of 50 obtainable, as a result of the desk review and the written test will be further shortlisted and invited for an interview.

Offerors passing 70% threshold as a result of the technical qualification criteria (i.e. 49 points out of 70 obtainable) will be considered qualified and requested to provide financial proposal for the assignment.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount. The project will provide logistics for the consultancy, including in-country travel (if applicable), printing, etc. The Public Relations and Information Department will be responsible for background materials, setting up the Consultant’s meetings and interviews with various stakeholders, including taking the  minutes of meetings, where required.

Payment Modality:

The Consultant will be paid a lump sum in three installments upon successful completion of the deliverables according to the following scheme:

  • Updated Communications Strategy; Draft Social Media Strategy: by November 2014 (30% of the total fee);
  • Communications Action Plan; Social Media Strategy: by December 2014 (40% of the total fee);
  • Presentations of communications strategy, social media strategy and communications action plan; Staff capacity building plan; At least two terms of references (ToR) for AP implementation: by January 2015 (30% of the total fee).

Habilidades y experiencia requeridas

Education: 

  • Bachelor's degree in public relations/communications, journalism, public or business administration or equivalent field (minimum qualification requirement: 5 points).

Experience:

  • At least 7 years of working experience in public relations/communications field (minimum qualification requirement: 7 years – 5 points; more than 7 – 7 points);
  • Experience of working on similar projects at/for the public service institutions ( minimum qualification requirement: 2 similar projects - 5 points, more than 2 - 7 points);
  • Experience in drafting communications strategies/action plans, including for public service institutions (minimum qualification requirement: 1 strategy/action plan – 5 points; more than 1 -10 points);
  • Good knowledge of Georgia’s political environment and governance field;
  • Familiarity with parliament and its activities is an asset.

Language Requirements: 

  • Fluency in English and Georgian languages.
