Antecedentes

Unrest in the Syrian Arab Republic has been on-going since March 2011 and has deteriorated ever since. The situation has recently worsened as the number of people in need of humanitarian assistance has increased many folds since March 2011 and is now estimated at over 9 million people (SHARP, 2014). Sixty-five per cent of the population or 13.9 million persons are living now in poverty, with 7.9 million people becoming poor since the beginning of the crisis, of which 4.4 million living in extreme poverty as households spent their savings and exhausted their coping strategies (SCPR, June 2013). Among the affected people, the number of IDPs has grown significantly and is now estimated at 6.5 million (SHARP 2014). Many families had to leave their homes and seek refuge in schools, public gardens, relatives’ houses or in surrounding countries because of violence but also scarcity of livelihoods, income, and access to basic services in their home towns and villages.                              

To respond to the crisis, UNDP launched in 2013 its Humanitarian Livelihoods programme. The framework programme aims to restoring and stabilizing livelihoods and facilitating income generation to avoid further destitution, marginalization and dependence on aid. Special focus is put on vulnerable groups such as IDPs, youth, women-headed households and people with disabilities. The Framework Programme consists of 5 main components:

  • Creation of emergency employment opportunities for repairs of basic infrastructure and service delivery (including rubble removal, solid waste management);
  • Support to disrupted livelihoods through cash for work, start-up grants, vocational training and productive assets replacement;
  • Support to vulnerable groups particularly female headed households and persons with disability through employment/income generation activities for women, rehabilitation of the persons with disability and provision of disability aids to ensure independence and mobility;
  • Enhancing national and local capacities for community resilience; and
  • Improving the coordination systems for early recovery and livelihoods.

Under the overall guidance of the Deputy Country Director and the direct supervision of the Early Recovery Specialist, the Information Management Specialist (IMS) will technically support UNDP in developing the adequate information management systems for:

  • UNDP Early Recovery and Livelihoods programme;
  • Any capacity development for recovery and reconstruction (coordination mechanisms, data management tools, etc.), and;
  • The Early Recovery and Livelihoods sector working group chaired by UNDP.

The IMS will be involved in providing technical solutions in the area of damage and livelihoods assessments and information management. The IMS will maximize efforts to achieve expected programme results, by providing guidance and technical expertise for implementation of the programme activities in accordance with the Syria Humanitarian Response Plan (SHARP) and the National Support Programme agreed upon between UNDP, Government of Syria, donors, and implementing partners. S/He will also supervise the national Information Management Officer(s) and the GIS officer(s).

Deberes y responsabilidades

In addition to the main functions detailed below, this position will entail complex consultation and negotiation with UN agencies, Early Recovery Sector Working Group, concerned Government entities and UNDP Programme and Field Teams to achieve the following:

Planning Support:

  • Review existing studies, assessment and data management tools and assess relevant capabilities available in involved public entities at all levels (Ministries, Agencies, Commissions, Governorates, local level);
  • Define strategies, goals, and objectives of information management for the national recovery and reconstruction management (planning and coordination) programme;
  • Identify relevant socio-economic indicators and integrate them in work plans for different stages of the programme;
  • Develop systems monitoring and evaluation based on the goals and objectives to measure progress, achievement and impact of activities.

Information Management:

  • Advise UNDP both at programme/projects and Early Recovery and Livelihoods sector working group/cluster on information management solutions and tools;
  • Develop systems and mechanisms including tools and processes to facilitate data collection, analysis and reports generation based on defined socio-economic indicators that could support informed decisions for adequate evidence based response planning;
  • Exploit available information management technologies, tools, platforms and systems, including GIS, MIS, and database engines, to support the programme goals and objectives;
  • Design and implement a custom made tools including advanced 4Ws matrix (Who does What Where When) to keep track of activities held by the programme partners;
  • Supervise the population of the databases and management information systems with the collected data enabling the production of situation analysis reports and informing the response planning mechanism;
  • Develop adequate databases while identifying needed equipment and programmes facilitating GIS work.

Strengthen Assessments:

  • Advise on the best methodology and e-solutions to conduct the planned assessments, mapping and baselines surveys facilitating the implementation of a comprehensive impact of the crisis assessment (covering various sectors and at various levels), and develop the tools accordingly;
  • Define proper workflows for the data collection, analysis, dissemination to relevant stakeholders for action;
  • Advise on the adequate methodologies for humanitarian needs assessment, damage assessment (housing and infrastructure), livelihoods assessments, macro-economic impact of the crisis, and sectoral assessments; while taking into consideration the specificity of the operational constraints in Syria;
  • Manage and oversee other technical staff supporting the development of databases and GIS presentations.

Capacity Development:

  • Assess current capacities of relevant institutions to better understand institutional challenges and explore areas where institutions need interventions to enhance, support and build their capacities;
  • Provide technical assistance to national experts to ensure transfer of knowledge, best practice and experience sharing;
  • Develop the capacities of staff and stakeholders at all levels for better assessment methodologies, from data collection, information management and data analysis.

Communication and Networking:

  • Advise on best information management models and systems to communicate results and achievements to a wide spectrum of UNDP’s national and international partners of the programme, including donors, government, UN agencies, NGOs, and others;
  • Simplify communication of results through adequate information management tools to convey programmatic messages and complex ideas making them easily understood by audience from different backgrounds, education levels, cultures, languages, and schools of thought, bridging the divide between inner environment and outer world;
  • Create a network of professional information management specialist from all partner bodies/agencies establishing a forum for data sharing, exchanging, standardization, processing and analysis.

Habilidades y experiencia requeridas

Education:

  • Master Degree Information systems, Information Technologies or Information management.

Experience:

  • At least 7 years of relevant professional experience in information management and needs assessment;
  • At least 3 years of international experience in designing and implementing corporate level information management solutions;
  • Previous experience in areas of information management, need assessments, capacity development and project implementation is must;
  • Previous experience in implementing complex information management programmes/projects in collaboration with partners, including government officials, development actors, NGOs, academia, and private sector;
  • Good knowledge of the Syrian context and the Middle East region is an asset.

Language Requirements:

  • Fluency in English. Arabic is a must.
