Antecedentes

Introduction: general information about the context in which the official will work / background on the project:

The ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe (DWT/CO-Budapest) provides advisory services, capacity development and technical assistance to governments and to employers’ and workers’ organizations in areas related to the mandate of expertise of the ILO, including rights at work, employment creation, social protection, social dialogue and gender equality. The DWT/CO-Budapest covers eighteen countries in Central and Eastern Europe and the Western Balkans. In Ukraine, in particular, a Decent Work Country Programme is currently under implementation for the period 2012-2015 focusing on

a) strengthening social dialogue institutions so as to improve their participation in labour market governance;

b) promoting decent work and enhanced employability of the Ukrainian labour force; and

c) improving social protection systems.

Following the political and military crisis that broke in November 2013, a special effort is underway on the part of the ILO to respond to the most urgent demands emanating from the constituents in the context of the new political and socio-economic situation of Ukraine and to ensure that social issues and decent work are part of the recovery programme. In particular, the annexation of Crimea by the Russian Federation in March 2014 and the outburst of an armed conflict in two Eastern regions of Ukraine (Donetsk and Lugansk) has generated a growing wave of internally displaced population with urgent needs in the field of income recovery. This is happening in an economic and social context which was already very fragile with serious fiscal deficit and declining employment.

Against this background, the ILO has obtained some donor resources to a) support national authorities and constituents in addressing the most urgent labour market integration needs generated by the displacement of internal population as a consequence of the crisis in Crimea and in the Eastern region of the country; and b) provide technical assistance to the government, the social partners, donor agencies and international financial institutions and development banks, e.g. to ensure that lending and investment portfolios have a positive impact on employment and job creation in the country.  The ILO will also seek to mainstream employment and decent work into Ukraine’s Recovery and Growth Agenda 2014-16 and possibly to lead or co-lead the UN livelihood cluster in order to ensure that an employment and labour dimension is incorporated in the recovery plan.

In this context, ILO will hire a part-time Administartive Assistant in Kyiv for a 12-month period starting on 1st October 2014 to provide administrative support to the ILO activities in Ukraine.

S/he will work under the overall supervision of the ILO National Coordinator in close cooperation with the Employment Expert based in Ukraine and/or collaborators attached to the ILO activities in Ukraine.

Deberes y responsabilidades

  1. Collect information from records and reports, compile other relevant data, and draft summaries and reports for correspondence. Search and select information and records in specified format or on the basis of general instructions for use in preparing reports, correspondence, technical papers, project or programme plans and general reference documents.
  2. Assist in the drafting of notes, meeting minutes and the translation of the relevant documents from English into Ukrainian (into Russian – when required) and vice-versa. Participate in ILO activities when required and assist with workplan development.
  3. Assist in the provision of financial and administrative information with regard to their implementation. Liaise with other agencies’ administrative focal points and maintain the budget up-to-date. Maintain records on programming activities for programme monitoring and evaluation purposes. Check that commitments and expenditures are charged to the correct budget line. Liaise with the DWT/CO-Budapest with regard to administrative and financial issues related to the ILO activities in Ukraine.
  4. Make travel arrangements, hotel reservations and prepare travel authorization forms. Liaise with the relevant agencies and the other stakeholders in order to prepare and/or conduct field missions.
  5. Provide interpretation from English into Ukrainian (into Russian – when required) and vice-versa for ILO missions to Ukraine and Kyiv-based ILO international staff, when required.
  6. Provide secretarial and/or administrative support for meetings, seminars and/or workshops.
  7. Perform liaison duties with concerned ministries, social partners, organizations of the UN system in Ukraine, and other stakeholders.
  8. Perform other duties as assigned by the ILO National Coordinator in Ukraine.

Competencias

  • Knowledge of rules and procedures related to the various components of the project and programme area.
  • Knowledge of the office’s operations.
  • Ability to work with word processing and spreadsheet software, as well as computer software packages required for work.

Habilidades y experiencia requeridas

 

Education – Completed secondary or commercial school education. A specialized training in a field relevant to the work of the Organization and previous UN experience would be an advantage.

Language – Excellent knowledge of Ukrainian, Russian and English, both oral and written.

Experience – Five years of progressively responsible clerical or administrative work, of which at least one year in programme support activities.
