Antecedentes

The development of the first National Social Protection Policy 2015-2025 (NSPP) in The Gambia was guided by the National Social Protection Steering Committee (NSPSC), who led the policy formulation process in concerted efforts with UN agencies, in particular UNICEF, UNDP and other partners. The National Social Protection Implementation Plan 2015-2020 accompanies the NSPP, as a separate document.

The policy presents a comprehensive and crosscutting social protection framework, defining a set of priority actions to guide the gradual establishment of an integrated and inclusive social protection system in The Gambia. It is firmly anchored in the country’s national development and poverty reduction frameworks, including the Government of The Gambia’s Visions 2016 and 2020 and the 2012-2015 Programme for Accelerated Growth and Employment (PAGE). It is developed in the context of the MDGs and Sustainable development Goals (SDGs). The National Social Protection Policy sets out in detail the Government’s vision and commitment to modernize the social protection sector, as well as the steps it will take to broaden the coverage of social protection to those in need of support.

The Social Protection Implementation Plan 2015-2020 (SPIP) accompanies the National Social Protection Policy 2015-2025 (NSPP) in The Gambia. It is built on the strategic objectives of the NSPP and defines a set of activities to guide the implementation of the NSPP. Possible areas for immediate action covered by the SPIP include progressive expansion of coverage through new and existing schemes, strengthening leadership and coordination, monitoring and evaluation and financial arrangements. The plan is intended to facilitate discussions between key social protection stakeholders on how to prioritize, design, and fund next steps for effective implementation of the NSPP. It also ensures that support from development partners (DPs) and civil society organizations is aligned and harmonized with the government’s policy.

The activities of the SPIP are defined across four implementation areas/goals:

  • Establish and strengthen the NSPP leadership, coordination and implementation mechanisms;
  • Increase coverage of social protection policies and programs to meet the NSPP objectives;
  • Strengthen social protection system for the effective planning, delivery and monitoring of social protection programs;
  • Develop a sustainable financing strategy and mechanism to fund the implementation of the NSPP and specific programs.

Deberes y responsabilidades

Working under the guidance of the UN SP Group and NSPSC consultant(s) will:

  • Review Vsion 2020, PAGE, especially social protection and cross cutting issues and the Draft Social National Protection Policy and Implementation Plan and other relevant studies conducted on Social Protection such as Mapping of Social Protection Interventions as well as the memorandum of Understanding on Social Protection signed with partners;
  • Provide justification for the recommended minimum package;
  • Develop criteria for identification of the minimum package of interventions on social protection;
  • Based on this criteria, formulate a set of clear and logically coherent objectives of the minimum package, the goal, purpose, beneficiary/client oriented outcomes, outputs, and a set of indicative activities for delivering outputs;
  • Identify priority programmes to be/being implemented, in consultation with stakeholders: key government agencies, the steering committee, UN Agencies and the civil society;
  • Work with the relevant technical staff to develop a comprehensive programme document for the minimum intervention package, in line with the Gambia’s Social Protection Policy and Implementation Plan;
  • Preparea logical frame matrix with supporting activities and resource (human, capital)/cost schedules;
  • Provide an analysis of sustainability issues surrounding this intervention package - including the financial and economic sustainability of the proposed measures, environmental impact, benefits to both women and men and the use of appreciate technology;
  • Make recommendations to ensure fiscal space for eventual financing this minimum package on a sustainable basis;
  • Provide a description of the proposed performance measurement monitoring, review and evaluation and accountability system;
  • At the end of the consultancy period, submit a complete minimum SP package providing the phases bearing in mind resource challenges.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree (Masters or PhD) in economics, social sciences, public policy and/or international development policy/social policy and planning.

Experience:

  • At least 7 years of demonstrated experience in project design, budgeting, financing, including preferably social protection projects/programmes.

 Language:

  • Fluency (both oral and written) in English.
