Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Zimbabwe United Nations Development Assistance Framework (ZUNDAF 2012-2015) articulates the strategic orientation and collective assistance provided by the United Nations to Zimbabwe. In order to deliver more effectively on ZUNDAF Outcome 7.1: Laws, Policies and Frameworks Established and Implemented to Ensure Gender Equality and Empowerment of Women and Girls, the UN in Zimbabwe has developed a Joint Programme for Gender Equality (JPGE) which is being jointly implemented by four Participating UN Organisations: ILO, UNDP, UNFPA and UN Women. Duration of the joint programme is three years starting from March 2014.

The JPGE brings together government departments, UN Agencies, development partners, CSOs and a number of different gender equality advocates to support the Government of Zimbabwe in attaining its development goals (of which MDG 3 on Gender Equality is one). Throughout its interventions, the JPGE will engage in capacity-strengthening at macro, meso and micro levels and in advocacy at the highest levels to lobby for integration and ownership of gender issues into policy and legislative development.

The JPGE is addressing four programme pillars:

  • Promoting women’s security and combating gender-based violence;
  • Women’s political participation and influence;
  • Women’s economic empowerment and working conditions; and,
  • National accountability on gender equality and women’s empowerment.

Under the overall leadership of the UN Women as the Managing Agency and Administrative Agent of the JPGE, and in close collaboration with Participating UN Organisations, the Joint Programme Coordinator will be responsible for the day-to-day management of the JPGE, applying the principles of results based management. In order that cross cutting issues, synergies and effective collaboration are ensured, the Joint Programme Coordinator will also work in close collaboration with other on-going UN programmes, the Resident Coordinator Office and respective line ministries.

The Joint Programme Coordinator will be reporting directly to the UN Women Representative.

Description of Functions:

Under the authority of the Managing Agency, UN Women, and the general guidance of the Joint Programme Steering Committee, the Joint Programme Coordinator provides:

Leadership, strategic direction and overall management of the Joint Programme:

  • In collaboration with the Managing Agency, which has ultimate accountability for the overall results to be achieved, manages the implementation of the joint programme and ensures that the programme remains relevant, and is in line with various elements of the programme document including the programme strategies and coordination arrangements set out in the programme document;
  • Provides advice to both the Government of Zimbabwe and Participating UN Organisations on the vision and overall strategic direction of the Joint Programme;
  • Establishes, in collaboration with Government, UN and other partners, systems for project planning, implementation, and monitoring;
  • Leads the Programme Expert Panels in collaboration with the pillar lead agencies and oversees technical support to the various programme components;
  • Supports delivery of the programme outcomes;
  • Supervises and manages a small team of professional and administrative staff.

The Joint Programme Coordinator coordinates the Joint Programme and is responsible for adherence to the following standards:

  • With support from the Managing Agency, Participating UN Organisations and other partners, coordinates the development  and timely preparation of detailed annual plans and budgets for all programme activities;
  • Oversees the disbursement of funds to the Participating UN Organisations through the Administrative Agent (UN Women), including the setting up of a separate account ledger for the pass-through funding modality;
  • Facilitates the achievement of joint programme results by timely monitoring of the progress of programme implementation and ensures on-going monitoring and annual reviews of work plans;
  • Coordinates the production and dissemination of consolidated results of the joint programme based on progress reports prepared by Participating UN Organisations;
  • Monitors the fulfilment of the tasks assigned to the Administrative Agent and Managing Agency, in accordance with the joint programme document and the Standard Administrative Agreement and Memorandum of Understanding between the Administrative Agent and the funding partners and Participating UN Organisations respectively;
  • Develops and periodically reviews the programme’s M & E plan;
  • Reports on risks and risks management;
  • Assumes the role of Secretariat of the Joint Programme Steering Committee (JPSC), works closely with the JPSC chair the Ministry of Women Affairs, Gender and Community Development (MWAGCD) – preparing the agenda and inputs for JPSC meetings, assumes responsibility for follow up; supports the Joint Steering Committee actively in its strategic role.

The Joint Programme Coordinator supports advocacy, partnership building and resource mobilisation for the joint programme:

  • In collaboration with Participating UN Organisations, provides technical support to the development of relevant advocacy and policy documents;
  • Coordinates with and ensures linkages and synergies with other Joint Programmes, particularly with regard to capacity building of relevant authorities/institutions;
  • Consults with external partners including CSOs engaged in similar/complementary activities to enhance coordination and partnership among stakeholders working in the area;
  • Takes an active role in defining the resource mobilisation strategy for the Joint Programme in collaboration with the Participating UN Organisation and Government;
  • Takes an active advocacy role in approaching donors on behalf of the Joint Programme, under the authority of the Managing Agency.

The Joint Programme Coordinator, with the support of the Managing Agency’s Communication Officer, ensures knowledge management focusing on achieving the following results:

  • Synthesises best practices and lessons learned from the Programme for sharing between programme participants as well as external partners;
  • Develops briefs on programme achievements and documents, including lessons learned;
  • Performs other tasks as assigned by the JPSC and the Managing Agency.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree in development related disciplines, international relations, development studies or other social science fields.

Experience:

  • At least 7 years of progressively responsible development experience that combines programme coordination and strategic planning in the area of gender equality and women’s rights at the international level;
  • Experience in administration, programme management; planning, implementation, monitoring, evaluation and reporting;
  • Experience of working in developing countries, preferably in Africa;
  • Work experience in the field with at least one UN agency/organisation.

Languages:

  • Written and oral proficiency in English is required.
  • Knowledge of one of the other UN working languages is highly desirable.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
