Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Based on UN legislative mandates and UN Women Strategic Programme Plan, it undertakes or coordinates global or sectoral research and data analysis; advises on norms, policies and strategies for achieving the internationally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub, collecting evidence on progress and emerging issues, identifying trends in implementation of global commitments; and sharing knowledge on innovative approaches and lessons learned in implementation.

Building on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, international networks and agencies, local governments in cities around the world, UN Women launched the Safe Cities Global Initiative (SC GI). The SC GI is a flagship programme that contributes to the emerging international knowledge base on effective strategies to eliminate sexual violence and harassment against women and girls in urban public spaces and aims to build more inclusive, sustainable and safe cities for all.

The SC GI was designed with local, regional and global partners in response to the growing concerns about every day experiences of women and girls all over the world, as they face sexual harassment and other forms of sexual violence in public spaces while they go about their daily routines, whether on city streets, parks, market, pathways to schools, buses and trains or in their own neighbourhoods. Such daily occurrences of sexual violence and harassment infringe upon women and girls’ rights and freedoms as equal citizens to enjoy and pursue freely opportunities for autonomous mobility, education, work, recreation and participation in political life. Despite affecting millions of women and girls, such forms of violence have long been tolerated, and the issue is largely neglected in policy and practice.

The SC GI consists of two main programmes. At the end of 2010, UN Women launched a Global Programme “Safe Cities Free of Violence Against Women and Girls”, with UN Habitat as the main UN Global partner, and with local governments of five pilot cities - Quito(Ecuador), New Delhi (India), Kigali (Rwanda), Port Moresby (Papua New Guinea) and Cairo(Egypt). The Programme promises to be the first-ever global comparative effort that aims to develop model approaches to prevent sexual harassment and other forms of sexual violence across different settings.

In 2011, UN Women, UN-Habitat and UNICEF launched a joint programme “Safe and Sustainable Cities for All” which is being implemented with the cities of Greater Beirut (Lebanon), Dushanbe (Tajikistan), Metro Manila (Philippines), Marrakesh (Morocco), Nairobi(Kenya), Rio de Janeiro (Brazil), San José (Costa Rica) and Tegucigalpa (Honduras).

In 2013, in line with UN Women’s universal mandate, cities from developed countries, led by Dublin (Ireland), and Winnipeg and the province of Manitoba (Canada) are joining the Global Initiative to share their knowledge, and strengthen and expand their programming to prevent violence against women and girls in public spaces.

UN Women is seeking a National Project Officer to support the Joint Manila Safe and Friendly City for implementation of the programme in the Philippines (hereby referred to as Manila Safe City Programme) launched in 2012 as well as to work specifically with the local government of Quezon City.

Deberes y responsabilidades

Under the supervision of the Programme Specialist of the UN Women Regional Office in Asia and the Pacific (ROAP) or Delegated Authority, the National Project Officer will be responsible for coordinating and monitoring the implementation of the project led by UN Women under the Manila Safe City Programme, including the following tasks:

Programme Management and Coordination

  • Manage UN Women’s contribution to the Manila Safe City Programme. This responsibility includes coordinating the participatory and locally owned programme design, as well as all aspects of effective implementation and evaluation of country level components of the Programme and provision of technical assistance as appropriate to national counterparts and partners, in collaboration with the Safe Cities Global Technical Team (SC GTT) in HQ, ROAP and local partners, including the local government of Quezon City, UNICEF and UN-Habitat;
  • Actively seek participation from all relevant UN Agencies in development and implementation of the Manila Safe City programme through the UN Country Team and within the framework of One UN approach;
  • Ensure development of the impact evaluation framework and monitoring and evaluation mechanism of the programme;
  • Develop, manage and oversee the programme work plan and budget in coordination with ROAP and SC GTT;
  • Carry out all necessary arrangements for the recruitment and coordination of work plan implementation with the main facilitating NGO partners that will serve as one of the implementing partners in the programme;
  • Carry out all necessary arrangements for development and implementation of Scoping Study, local design workshops, base-line and other components of the work plan in Quezon City, including funding and implementation modalities, procurement support, etc;
  • Develop local Programme Document and carry out all necessary steps for its approval;
  • Develop TOR for Steering Committee of the Programme in consultation with UNICEF and UN Habitat partners;
  • Develop TOR for Management Committee of the Programme in consultation with UNICEF and UN Habitat partners;
  • Co-convene regular meetings of the Committees;
  • Provide and/or ensure technical assistance and support to implementing partners on programme activities.

Communications and Knowledge Management

  • Ensure high-quality, results-oriented reporting on the programme, for internal and external audiences (e.g. UN, donors), including providing technical support to local governments and partners in the submission of timely, quality reports and contributions;
  • Ensure effective information flow, communication and coordination with and between the UN Women, local government of Quezon City, facilitating NGO partners, UN agencies and other relevant partners including CSO and grassroots groups;
  • Ensure capturing, articulation and communication of the knowledge related to the shared components of the National Programme required for the development of the cross-regional safe city model;
  • Provide feedback and regular updates to UN Women SC GTT and ROAP on progress in programme implementation as required and needed;
  • Ensure learning through ongoing analysis of monitoring data and evaluation findings;
  • Promote knowledge sharing in cooperation with the Global Safe Cities Team, the Regional Office, and other key partners, including through development of the knowledge products and communication materials;
  • Ensure wide strategic communication of the programme’s findings, good practices and lessons learned to local, national, regional and global partners;
  • Actively engage in resource mobilization efforts for the Programme, including local, national and regional funding sources, in collaboration with UN Women ROAP and SC GTT.

Strategic Partnership Building and Advocacy

  • Strengthen UN Women partnerships with other UN agencies and relevant partners as directed by the ROAP;
  • Actively participate and provide support and feedback to the interagency task teams where appropriate;
  • Ensure active participation in the activities organised by UN Women’s SC GTT including Annual Stakeholders’ Planning meetings, and special advocacy events convened around 16 Days Campaign to End Violence Against Women, CSW sessions, etc;
  • Contribute to the development of strategic approaches to policy dialogue, resource mobilization, partnerships, and outreach;
  • Assist in any other duties as requested by the Country Project Office and ROAP.

Habilidades y experiencia requeridas

Education

  • Master’s degree in international development, gender studies, political science, social science or any related discipline.

Experience

  • At least 3 years of relevant experience at the national and international level in development issues;
  • Prior experience in formulating and implementing the project on gender equality and human rights, with particular attention to ending violence against women and girls;
  • Strong experience in project management, analysis, financial reporting and management, monitoring and evaluation, data collection, analysis and statistics;
  • Experience working in the UN an asset in particular on gender and development issues and on coordination of UN inter-agency work. 
  • Extensive experience with Microsoft Office, Microsoft Outlook & the Internet;
  • Advanced command of Excel is required.

Language Requirements

  •  Excellent written and oral command of English as well as Tagalog are required.
