Antecedentes

UN Women, Iraq is based in Baghdad but has a small office in Erbil in the Kurdistan region.  UNWomen’s main focus in Iraq is on helping government at national and regional level introduce gender responsive budgeting, working with governmental and non-governmental partners to develop policies and programmes to end violence against women;  supporting women participate in politics in Iraq as voters, candidates and successful MPs and local councilors; and  developing programmes and policies to help women develop the skills necessary to find employment and some financial independence. UNWomen has an evolving role in responding to the needs of Syrian women refugees and to those recently displaced from regions of Iraq outside Kurdistan.

More than 250,000 Syrians and more than I million Iraqis have sought refuge in Iraqi-Kurdistan.    Some of these refugees and displaced populations are being offered shelter in camps but many are in non-camp settings.  UNWomen Iraq has started a number of projects to help both displaced Iraqi women and  Syrian women left economically vulnerable as a result of conflict and displacement and UNWomen will be seeking to develop more income generating activities where possible. The objective of this short term assignment is to monitor and help implement ongoing projects, to be responsible for donor reporting and to  identify future interventions as well as contribute to fund raising to ensure sustainability.

The programme manager will be required to represent UNWomen in joint agency meetings and other coordination meetings where required.   The holder of this short term assignment will be expected to be responsible for the management and reporting of all existing projects establish good and to report to the head of UNWomen office in Erbil and the UNWomen humanitarian coordinator.  The position will be based in Erbil but frequent travel will be required to Dohuk and Sulaimanya and other areas of Kurdistan with significant refugee and displaced populations.

Deberes y responsabilidades

Under the direct supervision of the UN Women head of office in Erbil, the Consultant will be responsible for overseeing the implementation of projects in response to the Syrian refugee crisis and to help recently displaced populations and will be expected to develop new projects.

This task will include, but is not limited to:

  • Monitoring and reporting on on-going project activities including ensuring budgetary formalities are carried out in line with instructions and visiting project sites;
  • Establishing working relations with all UN agencies and NGOs offering support to Syrian refugees and displaced populations in Kurdistan, and ensuring that women’s rights are taken into account in project formulation;
  • Ensure all donor reports are submitted on time and to the standard required.
  • Develop and write at least 3 project proposals for UNWomen in response to refugee and displaced population needs, especially if possible around issues of economic empowerment;
  • Identify potential donors to support the project proposals and initiate contact in order to secure funding;
  • Work closely with the Field Coordinator to track progress ensure proper implementation of the projects.
  • Represent UNWomen at inter-agency and other official meetings dealing with refugee issues.

Consultancy Duration:

The contract duration is for six months starting as soon as possible after 14 October 2014.

Deliverables and timeframe
The consultant is expected to produce and deliver the following outputs:

  • Regular monthly reports on the implementation of ongoing projects;
  • Regular monthly reports on the implementation of gender sensitive policies across the refugee response in Kurdistan;
  • Regular donor reports in line with individual donor requirements.
  • Establish sustainability strategies for ongoing projects and produce a recommendation on future sustainability by 15 January 2015.
  • Identify and develop at least 2 new projects with  full project proposals by the end of  Februray 2015.
  • Identify at least 3 potential donors and ascertain their support;
  • Create a workplan for future UN Women interventions.

Habilidades y experiencia requeridas

Education:

  • Degree in economics, international development, sociology, social work or related discipline.

Experience:

  • At least 2 years of experience in working in the development sector, public institutions or on refugee support issues;
  • Proven experience or understanding of gender mainstreaming and issues of gender violence amongst refugees and displaced;
  • Proven experience in project writing and development;
  • Understanding of Kurdish government institutions and policies and knowledge of NGOs working on the ground in Kurdistan.
  • Proven experience in report writing.

Language:

  • Fluency in Kurdish and English (Arabic an asset).
  • Knowledge of Arabic an asset.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria:   At least five years of relevant experience in women rights and legislation (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Knowledge of gender issues and women rights in Egypt (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
