Antecedentes

UNDP supports the Biodiversity Secretariat of the Ministry of Environment and Renewable Energy to implement a number of projects funded by the Global Environmental Facility (GEF). The main projects for which assistance is sort is the Alien Invasive Species (AIS) project and the National Biodiversity Strategy and Action Plan project (NBSAP).

Alien Invasive Species Project: Sri Lanka’s globally significant biodiversity is being threatened by increasing introduction, establishment and spread of invasive alien fauna and flora. Weak and overlapping legislative and institutional mandates, the lack of a coherent or integrated strategic planning and management framework combined with limited information base and awareness of the threat posed by invasive alien species (IAS) are contributing to the loss of biodiversity as well as undermining associated economic processes and human well-being. The project will support the development of an enabling policy and legal environment for effective IAS control. It will assist in finalizing the National IAS Policy, develop the National IAS Control Act for approval by the Cabinet of Ministers and finalize the National IAS Strategy and Action Plan. The project will also enhance integrated management planning and action, with corresponding budgetary and technical support for the prevention, detection, and management of IAS, among other things.

National Biodiversity Strategy and Action Plan project: Sri Lanka has been Party to the Convention on Biological Diversity (CBD) since 1994. The project addresses Sri Lanka’s need to continue to fulfill its obligations under the CBD. It aims to integrate Sri Lanka’s obligations under the CBD into its national development and sectoral planning frameworks through a renewed and participative ‘biodiversity planning’ and strategizing process. The project will achieve its objectives through the implementation of three components, they are: (1) A participative stocktaking exercise on biodiversity planning takes place and national biodiversity targets are developed in response to the global targets; (2) The NBSAP is revised/updated and it fully integrates new aspects of the CBD strategic plan, such as mainstreaming and anchoring the implementation of the plan into national development frameworks, valuing ecosystem services and promoting ecosystem-based adaptation and resilience; and (3) National frameworks for resource mobilization, CBD reporting and exchange mechanisms are strengthened.

Key Results Expected:

Function / Expected Results: Planning, implementation and management of Programme activities:

  • Support the National Project Director and the project implementation team placed in, Biodiversity Secretariat, Ministry of Environment and Renewable Energy (MoERE) to prepare  annual and quarterly work plans and budgets for the Programme;
  • Support the team to deliver outputs as per annual work plans and in keeping with  the budgets;
  • Provide day-to-day technical inputs to the team and the National Project Coordinator;
  • Work together with the team on capacity development of relevant government entities;
  • Support Project team to organize and report back on Project Board Meetings;
  • Undertake monitoring missions to field locations;
  • Provide regular updates to UNDP on the policy and programmatic direction of the Biodiversity Secretariat, MoERE on both above mentioned projects;
  • Assist the Biodiversity Secretariat to liaise with the relevant government departments, ministries and other institutions to obtain sufficient support for project implementation;
  • Support project monitoring activities and prepare results based regular reports, annual reports, donor reports and briefs.

Function/Expected Results: Office Management and Coordination among Technical Assistance Team:

  • Support the Project Director and Advisor with the day-to-day smooth running of the project;
  • Provide support to long and short term Technical Specialists/Consultants contracted to support the Programme;
  • Quality assure the inputs of long and short term Technical Specialists/Consultants;
  • Follow up on the adoption/implementation of the recommendations/inputs provided by Technical Consultants;
  • Coordinate periodic team meetings and other events;
  • Provide administrative and coordination support to UNDP Programme monitoring missions, donor missions and programme evaluators.

Function/Expected results: Monitoring, Evaluation and Reporting

  • Support the Project Team to ensure Monitoring and Evaluation (M&E) requirements are fulfilled;
  • Facilitate the submission of timely reports (narrative and financial) to the UNDP Country Office against the Programme M&E framework;
  • Support the conduct of annual project reviews, annual audits and programme evaluations;
  • Undertake field visits to monitor Programme activities.

Other Related Functions/Expected results:

  • Upon request, provide technical inputs to Biodiversity Secretariat, MoERE and other relevant stakeholders;
  • Undertake any other tasks assigned by the Supervisor in support of efficient implementation of the Programme.

Impact of Results:

  • Efficient and coordinated implementation of Programme activities;
  • The achievement of delivery targets and results as outlined in the Programme work-plan;
  • Effective institutional capacity building of the Programme Implementation Units and relevant stakeholder groups;
  • Strengthened partnerships with Implementing Partners and expanded partnership with relevant government agencies and civil society.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent  in the areas of Biodiversity, Agriculture, Development Studies, Rural Development, Environment or related field.

Experience:

  • Minimum of 3 years’ experience in the field of Biodiversity, Agriculture involving Natural Resources Management. Including at least 2 years of experience project management, including handling contracts, financial management, donor reports, project monitoring;

           Or

  • A Bachelor’s degree in Development Studies, Biodiversity, Agriculture, Environment, Development Studies or related field;
  • A minimum of 5 years relevant work experience in the field of Biodiversity, Agriculture, involving Natural Resources Management. Including at least 2 years of experience project management, including handling contracts, financial management, donor reports, project monitoring;
  • Experience in biodiversity  and livelihood improvement activities especially in the government institutions as well as  grass root will be advantageous;
  • Past experience with UNDP or UN-related programmes will be of added advantage;
  • Fluent in spoken and written English.

Language:

  • Fluency in English and Sinhala and/or Tamil with excellent written and oral communication skills is essential.
