The Government of Malaysia with the assistance from United Nations Development Programme (UNDP) is desirous of engaging a suitable candidate/institution/company (hereby referred to as National Consultant) to assist in undertaking surveys to assess the knowledge, attitudes and practices (KAP) on awareness on the subject of access to biological resources and the fair and equitable sharing of benefits arising from their utilisation (ABS).

Malaysia has obtained funding from the Global Environment Facility (GEF) to develop a national legal and institutional framework on ABS under a project titled ‘Developing and Implementing a National Access and Benefit Sharing Framework in Malaysia’. The Project’s Goal is to contribute to the conservation and sustainable use of globally significant biodiversity in Malaysia. The Project Objective is to strengthen the conservation and sustainable use of biological and genetic resources in Malaysia through developing the national framework for the implementation of Access and Benefit Sharing under the United Nations Convention on Biological Diversity (CBD).

As part of the project’s monitoring and evaluation system, KAP assessment surveys will be conducted targeting specific groups (indigenous and local communities-ILCs, researchers and relevant industries and the general public) that may use or benefit from ABS transactions.  In order to determine the project’s impact on awareness levels concerning the national ABS law, CBD and the Nagoya Protocol; as well as on the values of biological resources among selected ILCs, a KAP assessment surveys are planned to be carried out.

The KAP assessment surveys will include baseline surveys at the start-up of the awareness raising activities for the specific target groups, and repeat surveys following the same methodologies approaching project completion (6 months prior to project end date). Hence the purpose of a KAP survey is to understand the current status and gaps in the knowledge, attitudes and practices of the target groups on ABS, so as to design intervention programmes to enhance the knowledge and influence the change of attitudes and practices of the target groups towards desired goals.  This will provide the Ministry and the wider national stakeholders with a more detailed understanding of public opinion concerning ABS in Malaysia as well as the awareness level of ILCs, researchers and relevant industries regarding their rights or obligations in the ABS context.

There will be two surveys, one at the initial phase of the project and the other at the end of the project. The results of the baseline surveys are intended to be used as indicators to measure project impacts on stakeholder perception and behaviour.  The same survey methodology will be applied to the same target groups at the end of the project following the completion of awareness activities in order to assess changes in levels of awareness and changes in attitudes and practices that may be attributable to the project’s intervention. The results will be included in the project completion report and applied to the relevant indicator presented in the project’s Strategic Results Framework. Scope of work

The purpose of this TOR and hence the consultancy is to design, complete and report on the KAP survey for the ABS project.  Under the supervision of the NRE and the PMU, the National Consultant will manage the implementation of the project development activities. The organisation/ company will be recruited by UNDP, in consultation and approval of PMU and will report to NRE.

The main duties of the consultant are as follows:

  • Based on the KAP survey approach and methodology as in Annex 1, the Consultant can propose their work plan which would include the design of the survey, target groups, sample size, methodology, statistical tools that will be used in the execution of the survey for the adoption and agreement of the PMU;
  • Design of questionnaire;
  • Formulate the approach and sampling methods;
  • Assist in identifying key relevant stakeholders including establishing the contacts communication;
  • Planning for the overall survey including preparation of work programme, selection of survey areas, logistics etc;
  • Recruitment, training and supervising enumerators;
  • Review and analyse the data;
  • Writing of reports;
  • The activities above are the same for the baseline and end of project survey;
  • Project completion report. The report should also be transposed in a PowerPoint which also has to be submitted to NRE.

Facilities and Expenses to be provided by the Government of Malaysia and UNDP:

The Government will endeavour to provide to the consultant with the following:

  • Technical assistance including from other project partners such as CEBLAW, FRIM, SaBC and SBC;
  • Upon request, any available information deemed relevant to the study;
  • Provide workspace if requested and if available at NRE;
  • Assist in coordinating with stakeholders.

General Requirements and Guidelines to the Consultant:

  • The consultant shall submit reports of the assessment surveys that shall cover all texts, tables, figures etc.;
  • The Government shall be the sole proprietor of result of the assessment surveys. Any duplication or extraction of any part of the reports for educational or non-profit purposes is permitted provided acknowledgement of the source is made;
  • Until the final report is published, all matters pertaining to the data, information, findings and recommendations of the study shall be considered confidential.

Methodology:

The methodology includes desk research, surveys, site visit, meetings and workshops with stakeholders and discussion with NRE, and UNDP.

Duration:

The consultancy will be carried out for  4 years  between 1 December  2014 and 30 November 2018.

Schedule and Deliverables:

  • Revised methodology (design of the survey; identification of target groups, sample size, methodology, statistical tools that will be used in executing the survey for the adoption and agreement of the PMU);
  • Work plan for beginning of project and end of project KAP survey;
  • Recruitment, training and supervising enumerators;
  • Report of Baseline survey;
  • Report of end of project survey;
  • Final completion report.

Monitoring:

A Project Management Unit (PMU) headed by the National Project Director (NPD) has been established for this project. The PMU is based in NRE and will take direct operational responsibility for facilitating stakeholder involvement and ensuring increased local ownership of the project and its results. The PMU will ensure coordination among key stakeholder organizations at the national level during the project period. The PMU will also coordinate, monitor and supervise the national consultant for this contracted activity.

Habilidades y experiencia requeridas

Education:

  • A tertiary education in statistical mathematics, biostatistics or any other related field;
  • Bachelor degree with extensive experience can be considered as well.

Experience:

  • A minimum of 5 years’ of relevant working experience is required;
  • Knowledge about biodiversity will be an added advantage;
  • Experience in implementation of technical assistance projects;
  • An ability to assess the institutional capacity, background and baseline information generation with gap analysis

Language:

  • Excellent English writing and communication skills;
  • Able to converse in Bahasa Malaysia is required.
