Antecedentes

Indonesia signed the Climate Change Convention (UNFCCC, United Nation Framework Convention on Climate Change) in Rio in 1992, which was then ratified in 1994 through Law no. 6/1994.  Under this framework, Indonesia, which is a non-Annex 1 country, is committed to fully implementing the convention. Under one of the requirements of the convention, Indonesia has to report its activities aimed at addressing the climate change to the UNFCCC through the National Communication on Climate Change. The National Communication contains information on national circumstances, GHG inventory and projection, mitigation action plan (including related cost, expected funding and relevant policies), vulnerability and adaptation assessment (including action plan for adaptation, related costs, expected funding and relevant policies), institutional arrangement, and plan for improvement of future national communication.    

The science of climate change projection modeling and impact assessment modeling is continuously improving. During TNC improved climate change projections and impact assessment models and vulnerability assessment methods for different sectors and regions, at decentralized level, will be adopted. Further, adaptation strategies and practices will also be developed. A climate database or product at the national level with high horizontal resolution would be very important and especially necessary for climate variability and climate change impact analysis. Unfortunately, until now no national database / product of gridded climate data at national level with high horizontal resolution is available for the country. Further, technical capacity and access to database for supporting VA (Vulnerability Assessment) at national and sub-national level is limited.

This TNC component would involve development of national climate database for both historical observations and climate change projections with high horizontal grid resolution and creating access to public. The proposed grid resolution for the datasets will be of 20 km x 20 km resolution. The climate change projection is expected to The availability and access to historical and future climate data at decentralized level would be essential for climate change impact analysis and for developing a baseline for the assessment of impacts, vulnerability, and adaptation policies and measures to address climate change, variability and extremes.

Deberes y responsabilidades

The Individual Consultant will assist the National Project Manager (NPM), and the Coordinator of the Working Group (WG) on Adaptation TNC. 

The position includes tasks as follow:

  • To conduct studies on short-term climate prediction (1961-2035) based on the output of GCMs from CMIP5 database;
  • To perform downscaling studies using dynamical and statistical approaches for long-term future climate projections over Indonesia for both baseline (1981-2010 periods) and scenarios (2011-2100 periods) under different Representative Concentration Pathways (RCP) scenarios:
  • To develop modules and training materials to be used for training activities focusing on climate modeling and climate statistical downscaling;
  • To organize national training for scientists in Indonesia focusing on climate modeling and climate statistical downscaling;
  • To conduct studies on the analysis of historical and future climate variability and climate change at National level using various observed, reconstructed and modelled climate data.

Reporting and Monitoring

For administrative and operational matters, the selected individual consultant will report to the Project Assistant of the TNC.

For substantive matters and to ensure overall cohesiveness of the data collection process, the selected individual consultant will also need to communicate regularly with the National Project Manager (NPM) of TNC Project and the Coordinator of Adaptation Working Group of TNC Project.

Habilidades y experiencia requeridas

The successful Individual Consultant shall have the following qualifications:

Education:

  • PhD education with background study on physical science, meteorology, climatology, or environment;

Experience:

  • Demonstrated professional competency in climate change adaptation and climate projection modelling at least for 8 years;
  • Having experiences working with government institutions, particularly with the Ministry of Environment, LAPAN, or BMKG;
  • Having experiences working with UN agencies or other international organization;
  • Experience in preparing country report to UNFCCC related to climate modelling scenario.

Language:

  • High quality report writing skills in English and Bahasa Indonesia.
