Antecedentes

Under the guidance and direct supervision of the Democratic Governance & Resilience Building Team Leader, the Democratic Governance & Resilience Building Associate provides leadership in execution of services in the Fiji Multi Country Office Programme Unit that supports the programme units through management of programming data and facilitating programme implementation. The incumbent promotes a client-oriented, country focused and results-based approach in UNDP programmes consistent with UNDP mandates.

The Democratic Governance & Resilience Building(DGRB) Associate works in close collaboration with other Programme staff at the Fiji Multi-Country office and the Pacific Centre and with the UN Country Development Managers, UNDP Country Based Analysts, the Joint Operations Centre (JOC) in the country office, the Honiara Sub-Office and UNDP HQs staff for resolving complex programme-related issues and information delivery The primary focus of the DGRB Associate will be on supporting UNDPs partnerships with the 9 Countries in the Fiji parish and strengthen  the capacity of national counterparts to achieve sustainable development results through implementation of programmes and projects.

Deberes y responsabilidades

Ensures administration and  implementation of  programme strategies, adapts processes and procedures focusing on achievement of the following:

  • Provide quality assurance in the preparation of CCA, UNDAF, CPD, CPAP, focusing on of the effective application of Results Based Management (RBM) tools and establishment of strategic results targets;
  • Initiates and maintains processes that track the use of RBM tools in programme/project implementation and captures the same in a RBM database;
  • Establishment and implementation of Standard Operating Procedures (SOPs) relating to programme/project management functions;  and acts as a focal point for programme implementation and assists in the training of new staff on the SOPs.

Provides effective country focused support to management of the MCO programme targeting the achievement of the following results for all UNDP Fiji multi-country office initiatives relating to core and non-core funding sources with the exception of Climate Financing:

  • Provide quality control for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements and incorporation of Gender, Capacity Development and HRBA into programmes, projects and work processes;
  • Support oversight and Management, Planning, Monitoring and Evaluation business of programmes including & day to day requirements of Delivery and Results Accountability;
  • Monitor Programme Results impact, particularly in achievement and contribute to programme corporate reporting requirements ensuring effective application of RBM tools;
  • Monitor programme and project results and delivery against plans in close liaison with PSU Provision of programme financial and management support towards the MCO programme;
  • Identification and monitoring of risk logs and ensuring appropriate mitigation factors are in place;
  • Analysis of the situation in programme, identification of operational and financial problems, development of solutions.

Provides a dedicated country focal point (CFP) role for the Fiji MCO acting as first point of contact for field staff complementing the outlying CDM/Country Analyst role as national focal point:

  • Effective implementation of country programmes in partnership with CDMs/Country Analysts;
  • Provision of backstopping support for CDMs/Country Analysts;
  • Focal point/bridge with UNRC, UNVs on implementation support at country level;
  • Focal point for training and capacity development of CDM’s/Country Analysts/Implementing Partners.

Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results for the UNDP Fiji multi- country office programme:

  •  Assist with implementation of the Fiji MCO Partnership and Resource mobilization strategy;
  • Track mobilized resources and provides inputs to the Democratic Governance & Resilience Building Unit for donor reporting.

Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results for the UNDP Fiji Multi-country office initiatives on Programme and project management and evaluation:

  • Organization of trainings for the MCO and country counterparts in areas of standard operating procedures, project management, project monitoring and reporting, logical frameworks, applications in ATLAS etc. and provide support to PSU where the focus is on project financial management;
  • Sound contributions to knowledge networks and communities of practice.

Habilidades y experiencia requeridas

Education:

  • Secondary Education, preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Social Sciences would be desirable, but it is not a requirement.

Experience:

  • 7 years of progressively responsible for project Management, monitoring and evaluation of projects and some programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluent in English.
