Antecedentes

Under the direct guidance and supervision of the Strategic Planner, the RBM Specialist is responsible for giving seasoned technical support to his/her supervisor in his role of providing authoritative advisory on evidence-based monitoring and planning. S/he will be expected to contribute to the strategic planning process through qualitative and quantitative data analysis and integration for the purposes of regional programming, planning, monitoring, and reporting. She/he will support the Regional Bureau, the Regional Hub in Panama and Country Offices in the Latin America and Caribbean region in establishing monitoring practices to support high quality, evidence-based and results-oriented programming in the region. S/he also provides advice for strengthening the RBM functions and capacities in the region within the context of UNDP’s evolving role on strengthening evidence-based policy and decision making. S/he will work closely with the Regional Monitoring Advisor and the Planning Analyst based in the Regional Hub.

Deberes y responsabilidades

Support to the programme planning and reporting in LAC:

  • Provides analytical work to better understand the region results, priorities and tendencies, hence contributing to the regional strategy and vision, and to the establishment of regional annual priorities aligned to the corporate Annual Business Plan;
  • Supports CO programing processes, including new CPDs, RRFs and Evaluation Plans, particularly oriented towards their compliance with corporate policies and guidelines in the area of competence;
  • Provides an overall regional and sub- regional analysis of new priorities introduced in such programing documents, particularly in regards to the substantive parameters of the new Strategic Plan and regional priorities;
  • Contributes to the regional planning exercise, in order to ensure adequate linkages between the Annual Business Plan and COs enabling actions and priorities are duly reflected in the systems;
  • Supports results-monitoring of the programmes in the region in line with corporate requirements and in close collaboration with the CO and Regional Support Team and ensure that the relevant data are collected on regular basis;
  • Ensures implementation of effective mechanisms for monitoring of the programmes, including the RPD/RRF indicators;
  • Provides support to Bureau staff to ensure that indicators are tracked and analyzed in a consolidated manner, and updates provided regularly to the Senior management team for effective programme and management decisions;
  • Participates in providing quality assurance over the quarterly monitoring reports and COs Results Oriented Annual Report, to ensure that claims for results are evidence-based and supported by the relevant data and that key contributions to the Annual Business Plan are duly captured;
  • Supports the elaboration of the regional Results Oriented Annual Report, the Annual Report of the Administrator, and other results – oriented communication materials, ensuring visibility of representative and consolidated substantive results aligned with the Strategic Plan Outcomes and Outputs.

Technical support to RBLAC through data collection and monitoring strategies/ plans:

  • Helps collect, aggregate and analyze data and information for the Regional Bureau to draw recommendations for the overall programme and project quality improvement;
  • Provides support to collect and report accurate, reliable and coherent data, achieving the right balance of qualitative and quantitative evidence, self-reported and independent data, and supports the interpretationand use of the data to assess programme results, improve programme quality, identify trends,and inform future decision making processes;
  • Provides technical advice on evidence-based monitoring and evaluation plans for the Region, using adequate and innovative data collection solutions, drawing from and integrating with national statistics data, and coordinating with other UN agency partners, in support to the SP Alignment Process, amongst others;
  • Provides technical support to the Regional Bureau on global reporting obligations;
  • Supports the identification and documentation of key lessons derived from evidence monitoring, on what works, what does not work, revised theories of change, etc. (, drawing from regional and global processes;
  • Supports the corporate establishment and implementation of policies and procedures pertaining to his/her function, providing feedback and participating in corporate meetings when required;
  • Coordinates with BPPS and the Evaluation Office planning, monitoring, reporting and evaluation initiatives.

Build capacity for and understanding of evidence-based monitoring and RBM:

  • Supports the Bureau on a strategy for effective deployment of evidence-based functions across the region;
  • Provides advice in developing a plan to improve skills and capacity for basic results based planning, data collection and survey methods;
  • Helps to develop and monitor regional plans for proactive interventions and support to Country Offices in regards to RBM, in line with COSI initiative, including the linking and indicators’ baselines, milestones and targets setting against the SP IRRF.

Knowledge management and partnerships:

  • Participates in the facilitation ofCommunities of Practice and other knowledge management mechanisms in order to actively promote exchange of experiences and good practices;
  • Contributes to develop partnership-based approaches to monitoring, within the UN family, and others as relevant.

Habilidades y experiencia requeridas

Education:          

  • Master’s Degree in Statistical analysis, social sciences, statistics, planning development, planning or related fields.

Experience:       

  • 5 years of demonstrated experience in data analysis and monitoring [and evaluation], statistical methods, and programme management and implementation in the international development arena;
  • National/international working experience in Latin America and the Caribbean region with increasing managerial responsibilities;
  • Training experience in development planning, monitoring, evaluation design, management and methodologies.

Language:            

  • Fluency in English and Spanish a requirement;
  • Working knowledge of French would be considered an asset.

  • Required computer skills in a standardized language
