Antecedentes

Under the immediate supervision of the UN Women Representative/SFP the Security Assistant (SA) will provide assistance in the implementation of all Jordan CO security matters and provide services relating to safety and security operations and security administration. The SA will also report to the UN WOMEN Global Security Advisor (UNW SA) or HQ Security Associate (HQ SA) for technical and functional security matters. It is important to note that the SA is a local national with vocational experience in security who must always conduct his/her functions in close cooperation with UNDSS and be accountable to the UN Women Security Focal Point (SFP).

Deberes y responsabilidades

Assists in implementation of Country Office Security Plan:

  • Provide assistance to the CO in the implementation of the Country Security Plan, Contingency Plans and the UN Security;
  • Management System Framework, including ensuring that all UN WOMEN personnel are covered by relevant Security Plans;
  • In conjunction with the CO HR Unit, ensure Staff Lists are maintained and regularly provided to UNDSS;
  • Maintain Entrance/Exit Check Lists;
  • Administer and test the UN WOMEN CO Warden Plan;
  • Facilitate security clearances for staff in all UN WOMEN presences in country, as needed;
  • In coordination with UNDSS, ensure availability of updated and adequate procedures for dealing with emergencies involving UN WOMEN staff in all project locations/offices;
  • In coordination with UNDSS be prepared for 24-hour response to all security and safety related incidents involving UN WOMEN staff.

MOSS/MORSS Compliance Country & Regional:

  • Ensure that UN WOMEN personnel, offices, residences and equipment are MOSS/MORSS compliant, completing on behalf of the Jordan SFP the UN WOMEN Security Compliance Survey (SCS);
  • Ensure that all staff members posted to UN WOMEN have completed the Basic II and Advanced Security in The Field Training and that records of certificates are maintained with the HR Unit;
  • Provide advice on the selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc). Monitors the procurement, deployment and functionality of the same;
  • Coordinate with the SFP and UNDSS to conduct periodic appropriate security assessments of UN WOMEN premises and equipment and provides advice on shortfalls in security preparedness with recommended improvements and solutions;
  • Coordinate with the CO SFP, UNDSS and building occupants in implementing UN WOMEN office security measures and procedures (access control of visitors and vehicles).
  • ­Provide inputs to UNDSS to assist in the preparation of comprehensive Security Risk Assessments (Country, Regional, Site, Project or Individual specific);
  • Under the direction of the SFP and in close cooperation with UNDSS, assists in the conducting of UN WOMEN security risk assessments, evaluations, FSSS completion, surveys and advises the CO on security measures for UN WOMEN offices and projects in all locations.
  • Participate on behalf of UN WOMEN in the UNDSS led country Security Cells;In close coordination with UNDSS, ensure appropriate professional liaison with host government agencies and local authorities, counterparts in UN, NGOs and diplomatic missions, plus where appropriate municipal/traditional leaders.
  • Liaise directly with security personnel and participate in knowledge forums at all UN WOMEN project field locations.

Habilidades y experiencia requeridas

Education:

  • College/Diploma Degree in Political Science, Military Studies, Security Management, Management or a relevant field is required;
  • University Degree or equivalent is highly desirable, but is not a requirement;
  • Special training certificate on security and safety related issues is an asset.

Experience:

  • At least 4-5 years progressively responsible experience in the security and safety field, preferably in the military or police context;
  • Prior experience with the UN system or an international NGO is desirable.

Language(s):

  • Fluency in written and spoken English;
  • Knowldge of Arabic would be an advantage.
