Antecedentes

The Provisional Constitution of the Federal Republic of Somalia, adopted in August 2012, provides for the conduct of a constitutional referendum and elections. The Constitution provides for the establishment of a National Independent Electoral Commission (NIEC) mandated with the conduct of presidential elections, federal parliamentary elections, voter registration and update of the voter’s roll, candidate registration, delimitation of constituencies and wards, regulation of political party system, regulation of money spent by elected candidates or parties in respect of any elections, settlement of electoral disputes, facilitation of observation and evaluation of elections, development of an electoral code of conduct for candidates and parties and voter education. Establishment of the NIEC, elaboration of an electoral legal framework, setting up of an independent and functional NIEC and conduct of Constitutional referendum and elections are key priorities outlined in the New Deal Compact, Vision 2016 Conference recommendations and the agenda of the House of the People.

Within this context, the United Nations will provide electoral assistance in an integrated and phased manner, having established an integrated UN Assistance Mission to Somalia (UNSOM) and UNDP electoral support group. At the inception phase of the electoral assistance to be provided, the UN and other international partners will engage in supporting the national authorities on the development of the NIEC law. At a later stage, once the institution is in place, technical assistance will be provided to the NIEC in order to support the capacity building of the institution. Finally, support will also be needed in the planning and preparation of the forthcoming electoral events. This assistance will include technical advice and activities including operational support in procuring goods and services.

The Administrative and Finance Assistant will support the UNSOM/UNDP integrated electoral support group and will work under the direct supervision of the Deputy Chief Electoral Advisor to perform the responsibilities described below and undertake any other relevant tasks as required. All work will be undertaken in coordination with other team members as well as with relevant UNDP, UNSOM and UNSOA colleagues.

Summary of Key Functions:

  • Provide effective and efficient administrative support and control,
  • Provide timely financial, procurement, budgeting and assets management support and control,
  • Maintain a detailed and up to date record keeping and filing system,
  • Provide accurate and timely reporting.

Provides effective and efficient administrative support and control in full compliance of the relevant UNDP, UNSOM and UNSOA rules, regulations and procedures focusing on achievement of the following results:

  • Undertake administrative and logistical arrangements relating to official travel including the submission of travel authorizations and movement of personnel forms, booking of flights, airport pick up, and booking of accommodation in the UN compounds;
  • Liaison with UN security offices to arrange security briefings, submit security clearances and request security convoy movements;
  • Coordination and follow up with UNDP, UNSOM and UNSOA colleagues to ensure the smooth running of the office and implementation of operations;
  • Booking of conference/meeting rooms and venues
  • Facilitate the entry of visitors to the UN;
  • Manage transport requirements including request for vehicle/driver, maintenance of vehicles and preparing rosters for drivers;
  • Maintain a systematic and up to date filing system that enables easy retrieval of documents, correspondence and records;
  • Maintain and update contact lists;
  • Facilitate the updating of attendance and leave records;
  • Keep track of and replenish office supplies;
  • Support recruitment processes and ensure all new staff are provided with an orientation.

Provides effective financial and budgeting support focusing on the achievement of the following results:

  • Raise requisitions and be the financial focal point utilizing ATLAS (UN financial management system);
  • Assistance in the preparation of budget, audit and other reports;
  • Prepare budget and budget revisions as required;
  • Update and initiate processing of financial entries in ATLAS;
  • Provide reports for audits as required;
  • Reconcile the records of payments with activities and prepare new disbursements;
  • Review financial reports submitted by counterparts and liaise with them to ensure the transparent and accountable use of funds.

Provides effective assets management and proper inventory control focusing on achievement of the following results:

  • Supervise proper issuance of inventory items and supplies;
  • Maintain up to date inventory records;
  • Follow up and coordinate with relevant UNDP, UNSOM and UNSOA units on requirements for assets management.

Provides support to timely and quality reporting focusing on the achievement of the following results:

  • Ensure that donor and other kinds of reporting are done in a timely manner and within the UNDP rules and regulations or according to the criteria set out in partnership documents with donors;
  • Contribute to reporting on implementation, the achievement of outputs and progress towards outcomes and impact.

Impact of Results

The key results have an impact on the success of the UN’s electoral support to Somalia.  Efficient administration, financial management and reporting enhances UNDP and UNSOM’s capability to provide electoral assistance effectively.

Habilidades y experiencia requeridas

Education:

  • Completion of Secondary Education, preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences is be desirable but not a requirement.

Experience:

  • 3 years of administrative or programme/project experience is required;
  • Experience in the usage of computer software packages (MS Word, Excel, etc.) and web based management systems.

Language:

  • Fluency in English and Somali with good written and oral skills.

Terms of Service

This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
