Antecedentes

Under the supervision of the Chief Security Officer (CSO) of the Office of the Special Adviser to the Secretary-General on Yemen (OSASG),  the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.

Deberes y responsabilidades

The Security Assistant will carry out the following tasks:

  • Assists the CSO in collecting, updating and communicating information regarding the security situation in the country.
  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and the police, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the CSO, by maintaining close contact and liaising with host government agencies, other UN agencies, and other relevant parties, as well as managing security incident databases and preparing analysis reports;
  • Maintains regular contacts with Security Focal Points of all UN agencies present;
  • Assists in maintaining the OSASG Security Plan, including updating staff lists as well as submission to the UNDSS country office;
  • Assists the CSO in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station;
  • Assists in reporting security incidents affecting OSASG staff, offices and assets and assists in the preparation of security reports, such as the Security Incident Report. Assists in the preparation of various Security Risk Assessments carried out by the CSO;
  • Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required;
  • Provides general administrative assistance to CSO; maintains routine and confidential correspondence files/documents, maintains a database on contact details in relation to host country security authorities, arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion and takes minutes and/or notes at meetings;
  • Establishes and maintains warden system and keeps update of information related to OSASG offices and residences.
  • Assists in administering the current pass and ID system, ensuring that OSASG staff members have valid IDs and wear them visibly in the UN premises;
  • Maintains liaison with commercial companies used for OSASG security at offices and residences, in order to ensure the effective and efficient use of the guard force;
  • Assists the CSO with all SASG’s visits to the country including  security coordination between the SASG convoy’s security and the UN CPOs to guarantee the maximum security protection;
  • Assists in the development of OSASG Principal Security Risk Assessment and implementation of recommended mitigating measures; supports protective service for Senior OSASG Officials or visiting United Nations Senior Officials as necessary;
  • Attends Security Cell meetings to ensure that any changes in the security situation in the country is noted and reported to the CSO.
  • Assists in establishing air, land and sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends necessary infrastructure in coordination with the Mission Support departments; Assess evacuation resources availability;
  • Determines accessible areas, maintains tracking systems, assists to establish  and coordinate an efficient 24-hour Emergency Response System (ERS);
  • Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; Supports implementation of security arrangements by the guard force management as recommended by the security risk assessments;
  • Conducts security evaluation and provides advice on security measures for the residences (Minimum Operating Residential Security Standards-MORSS) of OSASG staff;
  • Perform other security-related tasks assigned by the CSO.

Habilidades y experiencia requeridas

Education:

  • High school diploma or equivalent with supplementary security management or related training;
  • University Degree is desirable.

Experience:

  • 5 years experience in security, preferably in the military or police context or related field of work;
  • Prior experience with the UN system or an international NGO is desirable.

Language:

  • Fluency in Arabic and English.

Other Skills and Requirements: 

  • Knowledge of HF and VHF radio operation;
  • Experience in diplomatic security, protection and intelligence considered an asset;
  • Knowledge of host country safety codes;
  • Knowledge of close protection operations.
  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
  • Possession of a valid driver’s license;
  • Ability to travel;
  • Physically fit.
