Antecedentes

The Growth and Transformation Plan (GTP) 2011-2015, is the current five-year development plan. The main objective of GTP are accelerating the economic growth in order to achieve the Millennium Development Goals; Maintaining 11% average economic growth; ensuring social developments by improving education and health services; ensuring stable democratic and developmental government in order to maintain sustainable development; promoting the role of the private sector, creating favourable conditions for industry, and enhancing the quality of infrastructure development;  creating a favourable macroeconomic environment to ensure the implementation of the above objectives.

UNDP, recognizing the important role and contributions the private sector could play in the process of Ethiopia’s development path acceleration and transformation, intends, in collaboration with other development partners, to adopt a strategic approach that would facilitate addressing poverty reduction through private sector development and partnering. The approach would encourage and enhance capacities for private sector engagement in priority economic development agenda, public private partnerships, employment opportunities and entrepreneurship models development while ensuring knowledge and know-how is transferred to key government partners involved in such partnership.

In light of this important role for the private sector to enhance socio-economic development and promote pro-poor growth, UNDP Ethiopia intends to recruit a full time Programme Analyst – Entrepreneurship Development. The Programme Analyst will work under the overall guidance of the Resident Representative and Country Director and will be placed under the direct supervision of the Team Leader - Economic Growth and Poverty Reduction Unit, and in close collaboration with the Deputy Country Director (Programmes).

The incumbent will be responsible for the overall management of the UNDP programme in the area of entrepreneurship development and related topic-specific issues and programmes. The Programme Analyst works in close collaboration with the Country Office (CO) projects and programme staff, operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.  The Programme Analyst works on a daily basis with colleagues in the UNDP CO and at the project level, necessitating that the incumbent be able to develop and maintain viable working relationships with colleagues across the organization and in government offices, and be able to work with them in a responsive client orientation and in results oriented and problem solving mode.

  • Coordinate and support programme formulation and implementation in the area of entrepreneurship and enterprise development

Duties and Responsibilities:

1. Ensures implementation of  programme strategies in the fields of entrepreneurship development, inclusive finance, private sector development, and other related areas, focusing on the achievements of the following results: 

  • Support formulation of programmatic interventions in the area of entrepreneurship and enterprise development;
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Common Country Assessments, the United Nations Development Assistance Frameworks (UNDAF) and Action Plans, Country Programme Documents (CPD), Country Programme Action Plans (CPAP) and other documents;
  • Identification of areas for support and interventions in the areas of entrepreneurship and private sector development;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2. Ensure effective management of the CO programme in the area of entrepreneurship development, focusing on quality control of the full cycle of programming from formulation, monitoring, implementation, and reviews, focusing on the achievements of the following results:

  • Design and formulation of CO programme within the area of entrepreneurship development, translating UNDP's priorities into local interventions;
  • Coordination of programme implementation with the implementing partners and responsible parties;
  • Introduction of performance monitoring system with performance indicators/ success criteria, cost recovery, targets and milestones for the Entrepreneurship Development Programme;
  • Provide technical support to the conceptualization of financial instruments such as private equity funds, venture capital and exploring available options for their successful establishment in Ethiopia;
  • Provide technical support and application of effective application of corporate Result Based management (RBM) tools, establishment of management targets and monitoring and achievement of results;
  • Provide technical support and expert advice in the implementation, monitoring, and reviews of the UNDAF and the UNDP country programme related to the areas of focus;
  • Provide technical advice to Government in assuming leadership and strategic oversight of the planning, budgeting, implementation and monitoring of the programme;
  • Advise on the elaboration of guidelines, methodologies, approaches, best practices with evidence-based supporting documentation meant to accelerate results-oriented implementation of the programmatic portfolio under the purview of the unit and the post.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy, in cooperation with the Partnerships and Management Support Unit, focusing on achievement of the following results:

  • Develop and maintain harmonious relationships and team work with government colleagues, as well with colleagues in the country office and the UN system level;
  • Facilitate skills transfer and capacity development in Government through on-the-job coaching, briefings and technical study sessions, ...etc.;
  • Conduct an analysis of the environmental scanning and donor intelligence in the areas of SME and entrepreneurship  development;
  • Identify strategic and innovative areas of collaboration with interested development partners in supporting financial innovations and inclusion, private sector and entrepreneurial development, trade;
  • Facilitate a process of creating and raising the level of awareness on issues emerging in the fields of SME and entrepreneurial development;
  • Generate and communicate successes and best practices, with the aim of informing the national-level policy and political dialogue in the fields of financial innovation, private sector and entrepreneurial development;
  • Create high-level advocacy on relevant development policies and programmes in relation to financial innovations, PSDP and across the representatives of top echelon of the country’s stakeholders;
  • Determine appropriate media for reaching out to the public and design strategies for reaching target groups in consultation with the CO communications unit;
  • Facilitate the preparation of technical briefings on possible areas of cooperation and identification of opportunities for cost-sharing agreements including providing support in the preparation and finalization of cost-sharing agreements achieved in resource mobilization efforts, in line with UNDP’s corporate cost-sharing policies and procedures;
  • Develop Knowledge Management products contributing to the corporate KM platform;
  • Explore possibilities of establishing and attracting resources in private equity funds;
  • Represent UNDP at various technical fora related to entrepreneurship, SME and private sector development, such as UNCT inter-agency technical working groups, donor technical working groups.

4. Ensures provision of top quality advisory services and  facilitation of knowledge building and management, focusing on achieving the following results:

  • Conduct a thorough analysis and keep updated trends of evolution of the socio-economic situation of the country related to the specific portfolio and topical issues;
  • Provide specialist advice on a timely basis to UNDP on significant policy measures being considered or implemented by the Government of Ethiopia in the fields of entrepreneurship, SME, and private sector development;
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government of Ethiopia and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues;
  • Preparation of knowledge products in his/her area of expertise and support the public-private sector consultation and dialogue through supporting the dialogue structure on policy issues.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent in Business Administration, Economics, Social Sciences or other related fields.

Experience:

  • Minimum 2 years of relevant experience. Proven experience in design, monitoring, management and evaluation of development projects. Results and partnership orientation, experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for data analysis.

Language Requirements:

  • Fluency in English and the national language of the duty station. Knowledge of more UN Official languages would be desirable.
