Antecedentes

The United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) is a unique collaborative effort that brings together UN entities, governments, disabled people’s organizations and the broader civil society to advance disability rights around the world. The UNPRPD supports the full implementation of the Convention on the Rights of Persons with Disabilities (CRPD) by facilitating coalition-building and capacity-development at country, regional and global level. In doing so, it leverages the comparative advantage of multiple stakeholders to contribute to the realization of a “society for all” in the 21st century.

The UN entities participating in the UNPRPD are the International Labour Organization (ILO), the Office of the High Commissioner for Human Rights (OHCHR), the United Nations Department for Economic and Social Affairs (UNDESA), the United Nations Development Programme (UNDP), the United Nations Educational, Cultural and Scientific Organization (UNESCO), the United Nations Population Fund (UNFPA), the United Nations Children’s Fund (UNICEF) and the World Health Organization (WHO). The UNPRPD also works closely with multiple civil society organizations including the International Disability Alliance (IDA) and the International Disability and Development Consortium (IDDC).

The UNPRPD is supported by the UNPRPD Fund, a Multi-Partner Trust Fund (MPTF) established to mobilize resources for the Partnership. The UNPRPD MPTF is administered by the UNDP Multi-Partner Trust Fund Office (MPTF Office) and builds on the experience developed by the MPTF Office in managing multiple Multi-Partner Trust Funds and joint programmes around the world. To date, the UNPRPD Fund has provided support to more than 20 joint UN programmes on disability rights around the world.

The UNPRPD Technical Secretariat, which provides overall coordination to the operations of the UNPRPD, is based in the Inclusive Political Process Team of UNDP with the Governance and Peacebuilding profession. The new Inclusive Political Processes (IPP) cluster works to promote resilient state society relations, focusing on institutional development, civil society development and individual capacity development and accompaniment in relation to political processes.

Deberes y responsabilidades

Under the direct supervision of the Policy Specialist, Civic Engagement in the Inclusive Political Processes Team, the Coordinator of the UNPRPD Technical Secretariat will lead UNPRPD-related work in four areas: programmes support; quality assurance and knowledge management; governance and external relations; administrative support. Overall, he/she will be re responsible for the smooth functioning of the UNPRPD Technical Secretariat and in particular for the following deliverables:

Programme Support:

  • Three-year Medium-Term Plan for the UNPRPD developed in in collaboration with members of the UNPRPD Management Committee and other UNPRPD partners. Tentative time frame Q1 – Duration 14 days;
  • Review of the UNPRPD Strategic and Operational Framework (SOF) completed, in collaboration with members of the UNPRPD Management Committee and other UNPRPD partners. Tentative time frame Q3 – Duration 14 days;
  • Programmatic support and technical assistance provided to relevant UNPRPD-partners in the development and implementation of joint UN programmes on disability rights. Tentative time frame Q1–Q4 Duration 28 days;
  • Relevant selection processes for the identification of new projects to be supported by the UNPRPD Fund completed. Tentative time frame Q1–Q4 Duration 15 days.

Quality Assurance and Knowledge Management:

Review of the UNPRPD Quality Assurance Framework (QAF) completed in collaboration with members of the UNPRPD Management Committee and other UNPRPD partners. Tentative time frame Q2 Duration 14 days.

Review completed of quarterly Progress Updates and Annual Progress Reports submitted by UNPRPD projects. Follow-up undertaken and timely, detailed information on progress (including relevant financial information) submitted. Tentative time frame Q1-Q4 Duration 28 days.

Development, finalization, production and dissemination of the consolidated UNPRPD Annual Report completed. Tentative time frame Q2 Duration 16 days.

Knowledge management of the “Know-UNPRPD” initiative completed in collaboration with the Center for Global Health at Trinity College Dublin. Good practices identified, documented and coordinated. Tentative time frame Q1-Q4 Duration 15 days.

Governance and External Relations:

Secretariat support provided to the UNPRPD Management Committee (MC) and Policy Board (PB). Relevant decision points and background document submitted to the MC, decisions documented, tracking of follow up established and progress reported.  Tentative time frame Q1-Q4 Duration 16 days.

Representation of the UNPRPD ensured in relevant UN interagency processes, including the UN Inter-Agency Support Group on the CRPD. Tentative time frame Q2 and Q4 Duration 10 days.

Representation of the UNPRPD in relevant UN inter-governmental processes, including the Conference of States Parties to the CRPD. Tentative time frame Q3 Duration 10 days

Resource mobilization resources developed, Resource mobilization initiatives undertaken with existing and potential donors to mobilize resources for the UNPRPD Fund. Tentative time frame Q1-Q4 Duration 20 days

Other support to UNPRPD Technical Secretariat work:

Funds transferred to UNPRPD-supported projects in collaboration with the Participating UN Organizations, Multi-Partner Trust Fund Office. Tentative time frame Q1-Q4 Duration 10 days

UNPRPD funds allocated to the UNPRPD Technical Secretariat managed, including receipt of funds, budgeting and financial reporting. Tentative time frame Q1-Q4 Duration 10 days

Delivery of other support to the UNPRPD Technical Secretariat work as required.  Tentative time frame Q1-Q4 Duration 20 days.

Habilidades y experiencia requeridas

Education:

  • Master’s or higher Degree in Social Sciences, Human Rights, Development Studies, Political Science, International Relations or related field;

Experience:

  • Minimum of 5 years relevant experience in the promotion of human rights and social inclusion with experience in the promotion of disability rights;
  • Strong programme management experience, including experience setting up and managing complex indicator and reporting systems;
  • Strong external relations management experience, including experience managing multi-stakeholder partnerships and experience engaging with government in the context of policy dialogue and policy advocacy efforts;
  • Experience carrying out resource mobilization work would be an asset;
  • Working experience in a developing country, with experience from multiple regions would be an asset;
  • Experience working with UNDP or within the UN system would be an asset.

Language:

  • Excellent written and spoken English;
  • Working knowledge of a second UN language is an asset.

All inclusive daily rate:

Financial proposals must be all inclusive and must be expressed on the basis of a daily fee.  The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the daily fee.

Travel

Official travel may be required as part of the consultancy in accordance with UNDP standard policies and procedures. DSA and Terminal allowances at UN rate will be provided for such mission travel which will also be on Economy Class ticket(s).

Evaluation of Applications

The selection will be based on a combined Scoring method – where the technical qualifications will be weighted 70% and combined with the price offer which will be weighted 30%.  Candidates who meet the minimum qualifications/competencies will be evaluated based on the below technical evaluation criteria. Shortlisted candidates may be invited to do a written test and a competency-based oral interview.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and having received the highest score out of the pre-determined set of weighted technical and financial criteria specific to the solicitation. i.e. Technical Criteria Weight: 70; Financial Criteria Weight: 30.
 
Technical Criteria (70 points):

The Technical evaluation will be based on the following criteria with the corresponding points (out of a total of 70 points)

  • In-depth knowledge of relevant policy issues (i.e. issues related to the promotion of disability rights, human rights and/or social inclusion more broadly) [20 points];
  • Demonstrated ability to manage different aspects of the project cycle, including the development of indicator frameworks and effective monitoring systems  [20 points];
  • Demonstrated ability to effectively engage in different aspects of external relations work, including ability to manage complex stakeholder partnerships and carry out advocacy and resource mobilization efforts with multiple counterparts  [20 points];
  • Knowledge management and writing skills [10 points].

Only Individual Consultants obtaining a minimum of 49 of the obtainable points of 70 points in technical evaluation would be considered for the financial evaluation.

Financial Evaluation:

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated

UNDP is applies a fair and transparent selection process that takes into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.

Office and equipment:

UNDP will provide the following facilities: a) office space/access to UNDP premise; b) Telephone and internet connection.
