Antecedentes

Under the guidance and direct supervision of the Deputy Resident Representative, the Programme Analyst is the team leader for UNDP Kyrgyzstan’s Peace and Development Programme. The Programme Analyst analyzes political and conflict trends, leads formulation of programmes, provides policy advice, strategic leadership and hands-on programmatic guidance and quality assurance within his/her portfolio, provides policy advice services.

The Programme Analyst builds and maintains quality relationships with key government counterparts; monitors/ evaluates project implementation progress and makes recommendations towards improving programme results, and coordinates with other partners (including other UN agencies) to ensure coherent delivery of UNDP peace and development interventions. The Programme Analyst works in close collaboration with staff in the Programme Management Unit (PMU) and Area-Based Development (ABD) Offices, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Analyze political and conflict-related trends

  • Conduct ongoing analysis and research of the peace and development context in the country in order to identify political risks for development, emerging issues/ trends, underlying causes of conflict, etc.;
  • Promote mechanisms for conflict analysis to reflect on trends and their implications for UNDP programming in Kyrgyzstan;
  • Engage national stakeholders in reflecting on conflict-related trends/ prospective scenarios towards identifying policy options and entry points for preventive action;
  • Prepare substantive inputs to CCA, UNDAF, CPD, CPAP and other documents.

Initiate and formulate strategic peace and development initiatives/ projects

  • Based on analysis, identify opportunities and entry points for UNDP peace and development initiatives/ preventive action and make concrete proposals to UNDP senior management;
  • Design and formulate strategic peace and development initiatives/ projects, especially in the framework of UNDP’s partnership with UNRCCA, translating the mandates and priorities of UNDP into concrete interventions (moving from analysis to action in order to respond to emerging trends and political risks);
  • Foster collaboration between different UNDP programmes to ensure that peace and development interventions are designed in a holistic manner;
  • In close coordination with the Country Office, support the design and development of regional activities (particularly focusing on cross-border cooperation in the Fergana Valley);
  • Develop programme/project documents and proposals in co-ownership with UNDP’s Programme Management Unit and Area-Based Development (ABD) programmes, and where applicable with UNRCCA and other relevant UN entities (including the development of performance indicators/ success criteria, targets and milestones; presentation of the project to PAC; finalization of contribution agreement; close of projects through review, etc.).

Carry out quality assurance role with regards to programme implementation

  • Perform quality assurance functions with a focus on conflict sensitivity and conflict prevention to ensure the implementation and evaluation of programme strategies against committed outcomes and outputs, report any deviations in the implementation of programme strategies to the DRR, share observations and feedback with the Programme Management Unit;
  • Perform objective and independent project oversight, monitoring and evaluation through the effective application of RBM tools (monitoring of targets and results); visits to project sites and field locations to ensure the technical quality of projects; check compliance with programme/ project documents, strategies and frameworks as well as the application of appropriate methodologies/ approaches;
  • Finalize narrative reports to donors before their submission to the Country Management for clearance;
  • Collaborate with UNDP Programme Management Unit, ABD programmes, and where applicable with UNRCCA and other UN agencies to find creative ways to overcome key implementation bottlenecks;
  • Enhance the capacity of UNDP programmes in conflict-sensitive programming and support the design and implementation of related systems/ tools.

Create strategic partnerships and mobilize resources for peace and development initiatives/ projects

  • Liaise with stakeholders active in the field of conflict prevention and identify opportunities for partnership building and resource mobilization: Ensure the creation of strategic partnerships that advance the conflict prevention initiatives/ projects of UNDP, its partners and the UN System in the Kyrgyz Republic (e.g. development of partnerships with UN Agencies, IFIs, Government institutions, bilateral and multilateral donors, the private sector and civil society);
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to overall resource mobilization efforts;
  • Pipeline management for conflict prevention and peacebuilding interventions.

Provide quality policy advice

  • Provide policy analytical and policy advisory services in the areas of conflict prevention, peacebuilding and conflict sensitivity to UNDP as requested;
  • Provide policy analytical and policy advisory services to national counterparts at the central level, as requested;
  • Support the development of policies and institutions to help address the country’s problems and needs, in collaboration with the Government and other strategic partners.

Facilitate knowledge building and management, and communicate conflict prevention results

  • Draft communications and success stories in close coordination with the Communication Unit to demonstrate conflict prevention results;
  • Facilitate knowledge building and management focusing on achievement: Identification of sources of information related to policy-driven issues; identification and synthesis of best practices and lessons learnt directly linked to UNDP conflict prevention and peacebuilding programming;
  • Provide sound contributions to knowledge networks, communities of practice, studies/ surveys and UNDP publications;
  • Maintain close contact with relevant staff in Headquarters and regional representatives (e.g. RBEC; BCPR; DPA; UNRCCA, etc.), contributing to  knowledge management by generating lessons learned and best practices.

Perform other duties as and when required by RC/ RR and DRR.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences/ International Relations, Social Sciences, Peace and Conflict Studies or related field;
  • Prince2 training and certification, RMG.

Experience:

  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in analysis, design and monitoring of development projects out of which at least 1 year should have been spent in the area of conflict prevention peacebuilding/ resilience to violent conflict or governance;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in Russian and English required;
  • Knowledge of Kyrgyz language as an asset.
