Antecedentes

Starting from 2010, UN Women has been implementing the regional project “Promoting Gender Responsive Polices in South-East Europe and the Republic of Moldova” covering Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia (FYR Macedonia) and the Republic of Moldova. The project is financially supported by the Austrian Development Agency and the Swiss Agency for Cooperation and Development. Its overall goal is to contribute to the implementation of commitments towards achieving gender equality by strengthening the capacities of national and local stakeholders to mainstream gender in policy planning and budgeting process.

The project is structured around three outcomes:

  • Sectoral programs and budgets at the central and local levels reflect better gender equality concerns;
  • Strengthened oversight of central and local government programs, policies and budgets towards gender equality commitments;
  • Exchange of knowledge and learning on GRB facilitates replication of good practices and lessons learned.

In the framework of the regional project, UN Women has been aiming to build an informal network of GRB experts from the countries of project implementation. To date, these experts have received several trainings on Gender Responsive Budgeting. Training needs assessments, have identified need for capacity building on the use of gender statistics for evidence based policy analyses as those have been critical for the experts to better understand how gender issues affect individuals and society and to show how gender differences can affect the economic and social development of the societies in these countries.

Therefore the project for 2015 includes the organization of a two day training on the topic of Gender Statistics and their use for developing evidence based policy analyses. To this effect, UN Women is seeking to recruit an International Consultant to design and deliver training on Gender Statistics.

Overall objective:

The overall objective of the international consultant is to design and deliver training on Gender Statistics.

Deberes y responsabilidades

The International consultant will work under the supervision of the Regional Project Manager and the overall guidance of the Programme Specialist of UN Women office in Albania. The consultant should be responsible for the following tasks:

Drawing from existing international, regional and national experiences, design and lead two days training on gender statistics which will focus on:

  • What are gender statistics and their importance;
  • Collection of gender statistics;
  • What are some of the standard and alternative tools, means and sources of statistical data;
  • The use and interpretation of gender statistics for policy and decision making;
  • Practical exercises and examples preferably with focus on sectors such as: rural development, social protection, employment, etc.

To fulfil the task, the International expert is expected to:

  • To elaborate and submit the training plan and timeframe of the assignment in close consultation with the UN Women project management team;
  • To develop and submit a draft agenda of the training, including training materials (presentations, hand-outs, case studies, etc.), and finalize the documents as per UN Women comments;
  • To deliver the training ensuring the application the latest adult learning methodologies and an active learning environment for the participants;
  • To prepare a Pre- and Post-training capacity assessment and a report which will: capture the changes of knowledge and capacities of participants and suggest future actions for UN Women;
  • To prepare an individual report on the assignment.

Key deliverables:

  • Detailed training plan and timeframe of the assignment;
  • Agenda and training materials;
  • Pre and post-training capacity assessment report;
  • Individual report on the assignment (in English).

Habilidades y experiencia requeridas

Education:

  • Advanced degree in statistics, economics, public administration, public policy, development studies, or similar. Master’s degree would be considered an asset.

Experience:

  • A minimum of 5 years of demonstrated professional experience in the area of gender statistics;
  • Previous experience in delivering trainings on statistics,  policy making and budgeting with gender lenses;
  • Experience in using adult learning methodologies and participatory training methods;
  • Previous experience working with international organizations;
  • Extensive experience in designing and delivering training with different audiences, including in evaluating capacity change achieved within a training;

  • Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Power Point, Word, Excel).

Language:

  • Fluency in English (spoken and written);
  • Strong writing, communication and presentation skills in English;

Evaluation of applications

UN Women applies a fair and transparent selection process. Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications/skills and their financial proposal.

Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below combined technical and financial criteria.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable, and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight – 70%

Financial Criteria weight – 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for the Financial Evaluation

Technical: Weight 70%   Max. Point 70

  • Education: Weight 15% Max. Point 20;
  • Expertise in the area of gender statistics: Weight 20% Max. Point 20;
  • Experience in delivering trainings on statistics,  policy making and budgeting with gender lenses: Weight 20% Max. Point 20;
  • Demonstrated ability to lead a team: Weight 15% Max. Point 15.

Financial Weight 30% Max. Point 30

  • The financial proposal shall specify a total lump sum amount in US dollars (USD) (10 working days), and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including one [1] four [4]mission to Tirana, Albania per diems, and number of working days). Given the nature of the work payments will be based upon a) delivery of the services specified in the TORs, and c) certification of performance.
