Antecedentes

The United Nations Development Programme, of Bosnia and Herzegovina, is seeking the assistance of an experienced mine action professional. This position is intended to assist in improving the mine action sector of Bosnia and Herzegovina by introducing structural and communication improvements into the practices of the local mine action authorities and partners. This position is designed to introduce expertise and assistance to improve the coordination of mine action efforts in Bosnia and Herzegovina during the post-flood recovery phase by developing the capacities of the mine action authorities crisis mitigation and recovery.

Objective

Coordinating all efforts and creating communication pathways that allow for sector improvements is required. Improving the mine action sector of Bosnia and Herzegovina must begin with the coordination of information sharing platforms so all efforts, of international and local partners, can be synchornised and mine action activities can be increased. Furthermore, building upon the current coordination mechanisms a more transparent, effective and sustainable mine action sector will be established. This position will act to improve the coordination of key mine action institutions, including BHMAC, the Armed Forces and Civil Protection.
 

Background Information

There is some 1,230 km² of suspect hazardous area in Bosnia and Herzegovina. Currently, 11 to 12 km² are cleared annually in the country and the combination of clearance and land release is at a plateau of 115 km² per year. Current trends conclusively show that, optimistically, it will take another 10 years to fully clear and release this land from landmines. However, 10 years will bring more victims and as donor interest and state capacities continue to weaken it is clear that the introduction of extensive changes to mine action, as implementation of activities, must be accelerated. Annual results have decreased and fluctuate due to the availability of funds.

During May, 2014 heavy rains fell over Bosnia and Herzegovina, causing massive flooding in northern, eastern and central parts of the country bordering Croatia and Serbia. The floods are the worst in 120 years and have brought enormous destruction in a country that is still recovering from the consequences of the 92-95 war and where significant groups of the population suffer from chronic poverty and unemployment. The country remains prone to floods as the new wave of floods hit Bosnia and Herzegovina in August 2014.
As a consequence of this, more than 3,000 landslides throughout BiH were activated causing destruction of some 2,000 houses and disrupting livelihoods. Problem is further complicated by llengthy relocation process for homes destroyed by landslides and absence of an interim solution for those affected causing placement of people in collective centres. Furthermore, landslides in suspected hazardous areas are a major concern as they could and often do potentially contains mines that have moved. As an example, in Sapna, mine field shifted as a result of landslide preventing repair of the water supply system for the whole community. Fencing and marking has been destroyed and needs urgently replacing. Landslides caused mine migration within suspected hazardous areas.
The Floods Recovery Needs Assessment on Mine Action outlines the importance of the wider national actors in mine action in order to improve country’s crisis mitigation and recovery. The collaboration between national mine action institutions and international bodies will be embraced to improve the mine action sector in Bosnia and Herzegovina and anticipate the fulfillment of the country’s treaty obligations under the Mine Ban Treaty.

With his/her professional experience, the mine action coordinator will contribute their expertise and experience to building the capacities of the local mine action authorities and partners. Assisting in the coordination of local and international mine action efforts is necessary in order to build transparency and optimise mine efforts. The specialist will contribute to the development of Land release SOP’s, Mine Action Standards, information management, mine action equipment evaluation, socio economic assessment to assist in the operational improvements of mine action efforts in Bosnia and Herzegovina.

Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
