Antecedentes

Development and environmental management in Cambodia is led by a set of key policies, supported by Laws. It includes the “Rectangular Strategy-Phase III” that is the Socio-economic Policy Agenda of the political platform of the government of Cambodia of the Fifth Legislature of the National Assembly (2013-2018). This strategy (Phase III) recognizes that the environment and climate change as another challenge for the sustainability of Cambodia’s economic growth and social development due to pressures from population growth, urbanization, expansion and intensification of agriculture as well as development of transport, energy and other sectors. It states “many environmental issues are cross-sectoral in nature, which requires coordination across government agencies at both national and sub-national levels including cooperation with all the stakeholders”. This strategy is the government comprehensive policy framework guiding national development and in particular guiding the formulation of the “National Sustainable Development Plan (NSDP)”.

As a Global Environment Facility (GEF) eligible country, Cambodia obtained an UNDP-GEF grant to conduct its National Capacity Self-Assessment (NCSA) in 2005 and was concluded in 2006. The goal of the project was to develop and strengthen national capacities for sustainable management and use of natural resources and of the environment, for the benefit of the Cambodian poor. Its objective was to identify country level priorities and needs for capacity development, to address global environmental management requirements, particularly the thematic concerns of the three UN conventions. In 2013, Ministry of Environment and UNDP prepared a Project Identification Form (PIF) for GEF’s approval. The PIF was approved by mid 2013 and a full Project Document (Prodoc) was formulated. The Prodoc received approval from GEF in late 2014. This project aims to harmonize existing information systems, and integrate internationally accepted measurement standards and methodologies, as well as consistent reporting on the global environment. It will target the development of capacities at the individual and organizational level, strengthening technical skills to manage data and transform this information into knowledge. The project will also support activities to strengthen the coordination between key sectors to address biodiversity, climate change and land degradation issues at systemic and institutional levels.

The project aims to achieve the following outcomes:

  • Improved access and generation of information related to the three Rio conventions;
  • Improved used of information and knowledge related to the Rio conventions.

Following the approval of the project documents, the project will be officially launched in mid-2015. The inception phase of the project including prepare for inception workshop, prepare project team Term of Reference (ToR), review project strategy, workplan…etc. Implementing Partner (IP), which knew as Ministry of Environment (MoE) requires support from consultant to facilitate and coordination for this inception phase. By doing so, UNDP Cambodia is seeking to recruit a Rio Project Consultant Coordination who will provide such services to ensure smooth start-up of the project.     

Deberes y responsabilidades

The Rio Conventions Project coordination consultant will be work closely MoE National Focal Person and UNDP to carry out the following tasks. All tasks identified below need to be carried out based on consultations of stakeholders who are identified in the Project Document:

Validation of assumptions and fact in the Project Documents for implementation

  • Based on Project Document, update the Project three-year Work Plan and finalize 2015 Work Plan;
  • Based on Result Resource Framework (RRF), update/refine baseline, indicators, means of verification, assumption and a set of concrete activities should be also verify under each output;
  • Based on the updated Project RRF, produce a detailed M&E Plan which include data/variables to be collected for each output, frequency and method of data collection;
  • Update risk and issues log;
  • Review the detailed overview of UNDP-GEF report format and explain to the PMU staff;
  • Review the detained format/template of Annual Project Report (APR) and Project Implementation Review (PIR) and explain to the PMU staff;
  • Update and finalize all TORs for positions in Project Management Unit (PMU) that are to be recruited who has been identified in Project Document;
  • Update the list of UNDP country support services to the project;
  • Develop a Gender Mainstreaming Work Plan as annex to the Multi-Year and 2015 Work Plan, and as needed, identify additional consultation need for capturing sex-disaggregated information (which needs to be reflected in the Multi-Year and 2015 Work Plan);
  • Develop a Communication Strategy for the project which should include specification products to be produced.

Preparation for the Inception Workshop

  • Develop a brief concept note for the Inception Workshop. The concept note should include introduction, workshop objective, propose agenda, expected results and recommended list of participants
  • Prepare a brochures and other distribution materials for the Workshop
  • Liaise with national (and international, if appropriate) media for media coverage of the event

Follow up on the Inception Workshop

  • Produce an Inception Workshop Report which captures the discussion during the Workshop that results in change the scope of the project as well as the results of consultations prior to the Workshop (the template of the Inception Workshop Report will be provided). All documents that updated prior to the Workshop should be included as Annexes to the Report.
  • Organize and facilitate an internal meeting (involving MoE focal person, PMU staff and UNDP Programme Analyst) to handover project implementation and responsibilities.

Institutional Arrangement:

The Rio Project Coordination Consultant will work closely with the MoE focal person and UNDP focal person. S/he will report and work under direct supervision of the programme analyst of the UNDP Environment and Energy Unit in Cambodia. S/he will also liaise with UNDP Regional Technical Advisor (RTA) mobilize the relevant input on the output to be produced under this assignment.

The Rio Project Coordination Consultant will draw required information from existing reports such as NCSA, overview and information sources including interviews with national, regional and international experts. To the extent possible, assess the existing online Environmental Information Systems, platform and documents available on the implementation of the Rio Conventions are using internationally and harmonize to be used in Cambodia.

The consultant is expected to base in Phnom Penh during the assignment. However, if the consultant non-based in Cambodia, s/he is expected to undertake at least two country visits, first in the first half of the assignment and second during the Inception Workshop. It is expected that the Consultant will spend time in Cambodia only in Phnom Penh. First in-country visit should be no more than 10 days and second visit no more than 15 days. The clear timeframe of the assignment, including the exact date for the country visit, will be further developed with the project team once the consultant is on board.

Consultant has to submit his/her output in accordance with the defined work plan and payment is issued only with satisfactory of outputs accepted/approved by the Programme Analyst.

Duration of the Work:

  • The duration of assignment is 30 days over the course of 3 months, starting from the 3rd week of March to 2nd week of June 2015.
  • The Three Rio Project Coordination Consultant will perform his/her duties from a home office through e-mail and telephone/Skype correspondence combined with short, focused in-country missions in Cambodia.
  • The Consultant is expected to spend the total 30 working days to deliver the outputs stated for this assignment. The consultant should cover all the related cost while working in Cambodia except for local travels for stakeholder consultations in Phnom Penh.

Duty Station:

The consultant will be based in UNDP country office during the country visit. UNDP vehicle will be provided to support the consultant during the data collection and meeting with stakeholders in Phnom Penh.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in natural resources management, agricultural development or environmental sciences or related discipline with 5 years experiences. If Bachelor’s degree with 8 year experiences.

Experience:

  • Proven experience in the management/oversight of projects, preferably financed by the GEF;
  • Experience in developing log-frames and SMART-based indicators for GEF financed projects;
  • Proven experience in UNDP Programming cycle, applied rule and regulation.

Language Requirement:

  • Fluency in English.
