Antecedentes

Coastal areas of Bangladesh are the most vulnerable to the impact of climate change. The effects of sea-level rise and subsidence, changes in upstream river discharge, increased frequency and intensity of tropical cyclones, and erosion of coastal embankments pose a serious threat to the natural resource base and livelihood opportunities of coastal communities. The Government of Bangladesh is implementing the project ‘Community Based Adaptation to Climate Change through Coastal Afforestation in Bangladesh (CBA-CCF)’. The project will enhance the resilience of both coastal communities and protective ecosystems through community led interventions that focus on coastal afforestation and livelihood diversification in four coastal districts i.e. Borguna, Bhola, Noakhali and Chittagong.

 

The project uses a four-pronged approach to reduce the vulnerability of communities and ecosystems in coastal zones. First, community-based adaptation measures at the local level will assist the diversification of livelihoods, strengthen natural barriers against climate change-induced inundation and erosion, and improve community warning systems to protect livelihood assets and facilitate the flow of climate-related information. Second, institutional capacity will be strengthened to incorporate climate risk reduction into coastal zone development and management at the national and sub-national levels. At the sub-national level, capacity building efforts will focus on the four Coastal Forest Districts (CFD) of Patuakhali (Barguna), Bhola, Noakhali and Chittagong. Third, the policy framework regarding coastal zone management will be assessed, and recommendations for climate-resilient policies will be developed, particularly regarding land use in coastal areas. Fourth is the knowledge management within and outside Bangladesh.

Objective of the Assignment:

The objective of the assignment is to capture and share project knowledge within and outside Bangladesh. The expert will have to capture the lessons learned through field analysis, policy analysis, etc. and disseminate among the project beneficiaries, stakeholders including national and international climate change adaptation alliances.

 

Scope of Work:

The consultant will attend to following tasks by the given timeline :

  • Prepare and deliver a report on knowledge management strategies highlighting current and future barriers to building adaptive capacity and effectively building human and institutional capacity for community-based adaptation in coastal Bangladesh.
  • Prepare and deliver a documentation report on innovative livelihood models of CBACC-CF project that will serve as ready reference for national and international climate change alliances.
  • Prepare and deliver knowledge management report through reviewing existing policies, identify limitations provide appropriate guideline for mainstreaming existing or innovative sector-wise policies.

Supervision and Performance Evaluation:

The Consultant will work under the direct supervision of the Project Manager (PM) / National Project Director (NPD). S/he will work in close collaboration with Climate Change, Environment and Disaster (CCED) Cluster of UNDP and wide range of stakeholders related with the projects like Forest Department (FD), Bangladesh Forest Research Institute (BFRI), Department of Agricultural Extension (DAE), Department of Fisheries (DoF), Department of Livestock Services (DLS) and Bangladesh Water Development Board (BWDB).

The consultant will report to and deliver her/his outputs to Project Manager, CBACC-CF Project, CCED Cluster, UNDP

 

Schedule of Payment:

The contract price of this consultancy will be fixed with no adjustment. UNDP shall effect payments, by bank transfer to the consultant’s bank account provided in the vendor form, upon acceptance by UNDP of the deliverables specified in the ToR. Payments will be made upon the achievement of the corresponding deliverables as per the schedule below:

 

  • 1st Payment (30% of the total Contract Amount) - Upon completion of a report on knowledge management strategies highlighting current and future barriers to building adaptive capacity and effectively building human and institutional capacity for community-based adaptation in coastal Bangladesh and acceptance by the contrcat administrator. (by 26 working days)
  • 2nd Payment (30% of the total Contract Amount - Upon completion of a documentation report on innovative livelihood models of CBACC-CF project that will serve as ready reference for national and international climate change alliances and acceptance by the contract administrator (by 52 working days).
  • 3rd Payment (40% of the total Contract Amount) - Upon completion of knowledge management report through reviewing existing policies, identify limitations provide appropriate guideline for mainstreaming existing or innovative sector-wise policies and acceptance by the contract administrator (by the end of the assignment).

 

Duration of the Assignment and Duty Station:

The duration of  consultancy will be 87 working days spread over 4 months starting immediately. The Consultant will be based at Dhaka for his/her work with frequent field visits to the project sites.

Habilidades y experiencia requeridas

Academic:

  • Post-graduate degree in climate and disaster risk reduction, social/political science, biodiversity, or other related discipline.

Experience:

  • Minimum 05 years of working experience in the mid and senior level at the Govt./INGOs and UN   in knowledge management and knowledge products development;
  • Previous demonstrated experience working in a project team;
  • Initiative and sound judgment with analytical skills and capacity to work independently;
  • Demonstrated skills in drafting reports, knowledge and competencies/experience in policy analysis and capacity development;

Language:

  • Fluency in speaking and writing Bangla and English

 

Evaluation of The Candidates:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 70% marks i.e. 49 marks in the Technical evaluation would be considered for Financial evaluation.

 

Technical Evaluation Criteria (Total 70 marks):

  • Overall experiences in implementing community based climate resilient livelihoods including DRR projects addressing to climate change adaptation - 30 Marks;
  • Proven experience in developing knowledge management strategy, database development and management - 30 Marks;
  • Working experience with UN, multilateral and bi-lateral development partners - 10 Marks.

 Financial Evaluation (Total 30 marks):

Financial proposals from all technically qualified candidates will be scored out 30 marks based on the formula provided below. The maximum marks (30) will be assigned to the lowest financial proposal. All other proposals will receive points according to the following formula:

  • p = y (µ/z)

Where,

p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated.
